Achieved and exceeded 22/26 main socio -economic targets

Prime Minister Pham Minh Chinh said that in the context of the complicated and unpredictable developments in the world , with many problems beyond forecast, especially the severe consequences of the Covid-19 pandemic; in the country, in general, there are more difficulties and challenges than opportunities and advantages; but with high determination, great efforts, and drastic actions, we have achieved and exceeded 22/26 main socio-economic targets, approximately reaching 2/26 targets, of which exceeding all social and social security targets; in 2024 and 2025, we will achieve and exceed all 15/15 socio-economic targets.

Notably, the successful control and effective overcoming of the Covid-19 pandemic with the spirit of "Putting the health and lives of the people first and foremost" has been recognized and highly appreciated by the international community. Vietnam's economy has affirmed its resilience to external shocks, maintaining a growth rate among the highest in the world, with GDP in 2025 expected to increase by over 8%; the average increase in the period 2021 - 2025 is 6.3%, higher than the previous term (6.2%).

Three strategic breakthroughs were implemented vigorously and effectively, opening up space and creating development. Science and technology, innovation and digital transformation were deployed vigorously, achieving important initial results. Many backlogged projects that had lasted for many years were resolutely handled, achieving positive results, contributing to the liberation of resources for development.

The cultural and social fields have made progress in terms of awareness, action and results; people's lives have been improved. Resolutely and effectively implementing the arrangement and streamlining of the Government apparatus and the organization of two-level local governments in conjunction with promoting decentralization and delegation of power. National defense and security potential has been consolidated and enhanced; national independence, sovereignty and territorial integrity have been maintained; social order and safety have been ensured.

The Prime Minister affirmed that the results achieved in 2025 and the 2021-2025 period are very valuable and proud; each year is better than the previous year, this term is better than the previous term in most areas. In particular, it has maintained "warm inside, peaceful outside", which is highly appreciated by the people and the international community; continued to create a trend of innovation; created momentum for rapid and sustainable development; created a force for inclusive and comprehensive development; created momentum to enter a new era and consolidated and strengthened the people's firm trust in the Party and State.

However, the Prime Minister also frankly pointed out that there are still some limitations and difficulties. That is, the pressure to stabilize the macro-economy is still great; the mechanisms and policies are not strong enough to effectively exploit resources from people, nature, culture and to protect the environment.

Real estate, gold and bond markets are still complicated; production and business in some areas are still difficult; science and technology, innovation and digital transformation have not really become the main growth drivers.

There is still a shortage of high-quality human resources, especially in key industries; there are still contradictions and overlaps in some legal regulations; administrative procedures must be cut more strongly...

The Prime Minister stated that the task and solution from now until the end of 2025 is to effectively implement the Resolutions of the Politburo, National Assembly and Government.

Focus on promoting growth above 8% associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances; promptly and effectively responding to external shocks; focusing on removing difficulties and obstacles for long-standing backlog projects; striving to disburse 100% of public investment plans.

Prepare to start construction and inaugurate a series of large-scale, key projects on December 19, 2025, including the Lao Cai - Hanoi - Hai Phong Railway Component I Project, two large sports centers in Hanoi and Ho Chi Minh City, and continue to review and effectively deploy two-level local government.

Do a good job of social security, especially during the Lunar New Year; mobilize all resources to promptly overcome the consequences of natural disasters, storms and floods; maintain social order and safety; improve the effectiveness of foreign affairs and international integration.

Enhance strategic autonomy, restructure the economy, and innovate the development model.

The Prime Minister said that the 2026 socio-economic development plan clearly defines the general goal as prioritizing growth promotion, maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Stabilize the organizational structure, build a modern, smart, streamlined, efficient, effective and efficient administration. The main targets include 15 socio-economic development targets; in which GDP growth strives to reach 10% or more; GDP per capita reaches 5,400 - 5,500 USD; average CPI increases by about 4.5%; average social labor productivity increases by about 8%; the poverty rate according to multidimensional poverty standards decreases by about 1 - 1.5%...

To do this, the Prime Minister emphasized, the main task and solution is to continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances; controlling public debt and state budget deficit within prescribed limits.

Promote industrialization, modernization, and economic restructuring; resolutely implement the Politburo's policies in important and key areas. Focus on building and perfecting a synchronous development institution. Continue to perfect the organization of the state administrative apparatus; focus on handling long-standing backlog projects. Focus on investing in the construction of strategic infrastructure projects.

Focus on developing high-quality human resources. Focus on cultural development, ensuring social security, improving people's lives. Proactively respond to climate change, prevent and combat natural disasters, strengthen resource management, and protect the environment. Consolidate and strengthen national defense and security; ensure social order and safety; strengthen foreign affairs and international integration; maintain a peaceful, stable, cooperative and developing environment. Be more proactive in information and propaganda work.

Looking back on the past term, the Prime Minister affirmed that it was a journey of strong will, steadfastness, and creative intelligence; a journey of faith, aspiration, and the spirit of overcoming difficulties for the country and the people.

Amidst countless difficulties and challenges, under the leadership of the Central Committee, directly and regularly led by the Politburo and the Secretariat, headed by the General Secretary, we have turned danger into opportunity; turned thinking into resources; turned challenges into actions; valued time, mobilized strength from the people, achieved very valuable and proud achievements, leaving a deep mark in the process of national development and maturity in all aspects.

"Entering a new phase, with the strength of great solidarity, self-reliance, national pride, aspiration to rise up and the movement of innovation, building a digital government, digital society and digital citizens, we will definitely successfully complete the very heavy but extremely glorious tasks assigned by the Party, State and People," the Prime Minister emphasized.
