The 10th Session of the 15th National Assembly: Choosing people with "virtue, strength, and talent" to shoulder the work of the country and locality

On the morning of October 20, continuing the program of the 10th Session, the National Assembly listened to the Report synthesizing opinions and recommendations of voters and people sent to the 10th Session of the 15th National Assembly.

Many policies to improve people's lives

The report synthesizing opinions and recommendations of voters and people sent to the 10th Session of the 15th National Assembly , presented by Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, said that the Presidium of the Central Committee of the Vietnam Fatherland Front received 114 reports, with 2,403 comments from voters and people sent to the 10th Session.

Voters and people are happy and appreciate the results of the revolution to reorganize the political system to be streamlined, strong, effective and efficient according to the model of a 2-level local government, close to the people, proactively serving the people. After more than 3 months of operation, the commune level has been decentralized, delegated power, and handled administrative procedures and people's work better.

Happy, excited, highly appreciative of the Party and State for successfully organizing the 80th anniversary celebration of the August Revolution and National Day September 2, and the exhibition of the country's achievements on the occasion of the 80th anniversary of National Day.

Along with striving to exceed 15/15 targets for 2025, voters and people are happy and excited that the Party and State have issued many policies to improve people's lives, such as the entire political system participating, making the greatest effort to complete the program of eliminating temporary and dilapidated houses for poor and disadvantaged households nationwide; tuition exemption policy for students from preschool, kindergarten to high school; policy of periodic health check-ups, exemption and reduction of hospital fees...

Voters and people agree and believe that the fight against corruption, waste and negativity will continue to be vigorously implemented, achieving many very important results, both in preventing and combating corruption and preventing waste and negativity. Preventive measures are increasingly more substantial and effective, the fight against corruption, waste and negativity is closely linked with the work of building and rectifying the Party and a clean and strong political system.

Voters and people are very interested in the Party Congresses at the commune and provincial levels, especially the 14th National Congress of the Party, and believe that the Party, the State, all levels and sectors have reached a high level of consensus from the central to local levels. The grassroots in the Party and among the people all have the same voice "to bring our country into a new era, an era of national growth, to build a prosperous, prosperous, civilized and happy country"...

However, many voters and people are still concerned and worried about the US tariff policy, which, although adjusted, still poses great risks to Vietnam's key export industries; and are concerned about the impact of global inflation along with unpredictable fluctuations in gold and real estate prices on the domestic economy.

Concerns and worries about violations of regulations on fire prevention and fighting, which still pose a potential risk of occurring, fires and explosions that have killed many people; natural disasters, "storms on top of storms, floods on top of floods", causing very serious consequences, seriously affecting people's lives, property and livelihoods.

Voters and people are worried and frustrated about the situation of fraud that has not been thoroughly resolved; concerns about the work of receiving citizens, resolving complaints, petitions and denunciations in some places that have not received due attention; administrative procedures are still slow, not meeting people's expectations...

There are comprehensive and fundamental solutions to prevent, protect against storms, floods and natural disasters.

Based on the opinions and recommendations of voters and the people, the Presidium of the Central Committee of the Vietnam Fatherland Front recommends that the Party and State continue to resolutely direct and issue guidelines and measures to organize the implementation of the two-level local government after the arrangement and merger; ensuring real streamlining, compactness, efficiency, effectiveness and efficiency.

Pay attention to investing in and upgrading digital infrastructure; synchronize national database information on population; land... resolve and reduce administrative procedures in all areas of social life; promptly complete the determination of job positions and corresponding number of staff, thereby implementing the new salary policy, paying special attention to training, fostering, and standardization (qualifications, capacity, responsibility) of the team of commune-level cadres and civil servants.

Pay attention to directing the reception, synthesis, and acceptance of opinions from all walks of life contributing to the Documents of the 14th National Congress of the Party; pay attention to successfully leading the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, selecting worthy people with "enough virtue, strength, and talent" to shoulder the work of the country and locality, truly for the country and for the people.

In addition, it is recommended that the Party and State strengthen leadership, direction, inspection, and strict handling according to Party regulations and State laws of state agencies and competent persons who do not implement or do not fully implement, or do not comply with, the provisions of the law in the work of receiving citizens, handling complaints, denunciations, recommendations, and reflections, causing resentment among voters and the people.

Propose that the Party and State continue to lead and direct more resolutely and effectively the work of preventing the production, sale and transportation of counterfeit and poor-quality goods; the situation of impersonating state agencies, taking advantage of cyberspace to threaten and defraud, causing panic in social life; resolutely detect and strictly handle those who spread false information, harming the interests of organizations, individuals, the Party and the State.

In addition, it is recommended that the Party and State pay attention to summarizing, evaluating, and researching comprehensive, fundamental, synchronous, and feasible solutions regarding planning, resources, and governance to proactively prevent, combat, and mitigate damage caused by storms, floods, and natural disasters, ensuring people's lives and property in the face of increasingly unpredictable climate change.
