MORNING

- From 7:15 a.m .: National Assembly delegates lay wreaths and visit President Ho Chi Minh's Mausoleum .

- From 8:00 a.m .: National Assembly holds preparatory session

The National Assembly listened to the speech of National Assembly Chairman Tran Thanh Man ; listened to the presentation of the Report by Member of the National Assembly Standing Committee, Permanent Deputy Head of the National Assembly Office Le Quang Manh on the reception, explanation and revision of the proposed agenda of the 10th Session of the 15th National Assembly; then, the National Assembly discussed and voted to approve the agenda of the 10th Session with a high approval rate.

Next, the National Assembly listened to the report of the Standing Committee member of the National Assembly, Chairman of the Delegation Affairs Committee Nguyen Thanh Hai on the dismissal of deputies of the 15th National Assembly in some cases decided by the Standing Committee of the National Assembly during the period when the National Assembly was not in session. After that, the National Assembly organized a fundraising event to support people to overcome the consequences of natural disasters and floods.

- From 9:00 a.m. , the National Assembly held its opening session ( Session ) Okay Vietnam Television Station , Voice of Vietnam Radio and Television ( live broadcast ) .

- The National Assembly held the flag-saluting ceremony; listened to the statement of the reason and introduction of delegates by Member of the National Assembly Standing Committee, Permanent Deputy Head of the National Assembly Office Le Quang Manh. The opening session was attended by Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam; Comrade Luong Cuong, Politburo member, President of the Socialist Republic of Vietnam; Comrade Pham Minh Chinh, Politburo member, Prime Minister of the Socialist Republic of Vietnam; leaders and former leaders of the Party, State, and Vietnam Fatherland Front; representatives of central departments, ministries, and branches; ambassadors, heads of foreign diplomatic missions and international organizations in Hanoi; reporters of domestic and foreign news agencies and newspapers stationed in Hanoi.

- Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session to hear the following contents:

( i) National Assembly Chairman Tran Thanh Man delivered the opening speech at the 10th Session of the 15th National Assembly;

( ii) Prime Minister Pham Minh Chinh presented the Report on the results of implementing the socio-economic development plan for 2025 and the 5-year period 2021-2025; the projected socio-economic development plan for 2026;

( iii) Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai presented the Report on the verification of the results of the implementation of the socio-economic development plan for 2025 and the 5-year period 2021-2025; the projected socio-economic development plan for 2026;

( iv) Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien presented a report synthesizing opinions and recommendations of voters and people sent to the 10th Session of the 15th National Assembly;

( v) National Assembly Chairman Tran Thanh Man presented the draft Report on the work of the 15th National Assembly term.

AFTERNOON

Starting at 2:00 p.m. , the National Assembly held a plenary session at the Hall ( Session ) Okay Vietnam Television Station , Voice of Vietnam Radio and Television ( live broadcast ) under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh to hear the following contents:

( i) President Luong Cuong presented the Summary Report on the work of the 2021 - 2026 term of the President;

( ii) Permanent Deputy Prime Minister Nguyen Hoa Binh presented the Government's summary report on the 2021-2026 term;

( iii) Chief Justice of the Supreme People's Court Le Minh Tri presented the 2021 - 2026 term work report of the Supreme People's Court;

( iv) Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien presented the 2021-2026 term work report of the Supreme People's Procuracy;

( v) State Auditor General Ngo Van Tuan presented the State Audit's 2021 - 2026 term work report;

( vi) Member of the National Assembly Standing Committee Duong Thanh Binh presented the Report on the results of monitoring the settlement of voters' petitions sent to the 9th Session of the 15th National Assembly;

( vii) Deputy Prime Minister Ho Duc Phoc presented the Report on the implementation of the state budget in 2025, the state budget estimate, the central budget allocation plan in 2026, the 3-year state financial and budget plan for 2026-2028; the results of the implementation of the national financial plan and public borrowing and debt repayment for the 2021-2025 period, the projected national financial plan for the 2026-2030 period; the results of the implementation of the medium-term public investment plan for the 2021-2025 period, the projected medium-term public investment plan for the 2026-2030 period;

( viii) Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai presented the Verification Report on the implementation of the state budget in 2025, the state budget estimate, the central budget allocation plan in 2026, the 3-year state financial-budget plan 2026-2028; results of the implementation of the national financial plan and public borrowing and debt repayment for the 2021-2025 period, the projected national financial plan for the 2026-2030 period; results of the implementation of the medium-term public investment plan for the 2021-2025 period, the projected medium-term public investment plan for the 2026-2030 period;

( ix) Deputy Prime Minister Ho Duc Phoc presented a Report on the implementation results of the National Assembly's Resolution on the Economic Restructuring Plan for the 2021-2025 period;

( x ) Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai presented the Verification Report on the implementation results of the National Assembly's Resolution on the Economic Restructuring Plan for the 2021-2025 period.

On Tuesday , October 21, 2025 , the National Assembly spent the whole day discussing in groups .

Morning : The National Assembly discussed in groups about :

( i ) Assessment of the implementation results of the 2025 socio-economic development plan; projected socio-economic development plan for 2026;

( ii ) The implementation of the state budget in 2025, the state budget estimate, the central budget allocation plan in 2026 (including the 3-year state budget-finance plan 2026-2028; the implementation of the state budget public investment plan in 2025, the expected state budget public investment plan in 2026; the implementation of the 2025 financial plan, the expected 2026 financial plan of the extra-budgetary state financial funds managed by the central government);

( iii ) Results of implementing the National Assembly's resolutions on the 5-year plan for the period 2021 - 2025: socio-economic development; economic restructuring; medium-term public investment; national finance and borrowing and repayment of public debt; expected plans: national 5-year finance for the period 2026 - 2030; medium-term public investment for the period 2026 - 2030;

( iv ) Reports of the Government, the Supreme People's Court, and the Supreme People's Procuracy on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee in 2025.

Afternoon : The National Assembly continues to discuss in groups about :

( i ) Reports on the 2021 - 2026 term of office of the President and the Government;

( ii ) Draft Report on the work of the 15th National Assembly; Reports on the work of the 15th National Assembly of the Standing Committee of the National Assembly, the Council of Nationalities, the Committees of the National Assembly, and the State Audit;

( iii ) Work reports for the 2021 - 2026 term of the Supreme People's Court and the Supreme People's Procuracy./.
