More than just a regular political task, the Emulation Campaign for Victory is also a spiritual flame, fostering willpower, igniting responsibility and determination among officers and soldiers – those who are training day and night, ready to fight for the task of protecting the capital.
Emulation and competition are linked to political tasks.
Based on practical experience, over the years, the Party Committee and commanders at all levels within the 301st Infantry Division have consistently identified the "Determined to Win" emulation movement as a key political task. The movement is organized both on a regular basis (annually and quarterly) and during peak periods (celebrating major holidays, anniversaries, and unexpected tasks). The implementation of these peak emulation campaigns, "Rapid and Determined to Win," has created a strong momentum and served as a driving force for successfully completing difficult tasks and new assignments.
According to Colonel Nguyen Duc Manh, Political Commissar of the 301st Infantry Division, the unit not only focuses on competing in terms of quantity, but also concentrates on improving the quality of initiatives, technical innovations, training equipment modernization, management model improvement, and propaganda work. At the same time, the consistent encouragement of officers and soldiers to "dare to think, dare to act, dare to take responsibility" has significantly contributed to promoting the substantive development of emulation movements.
As a result, 100% of the training assessment content met or exceeded the requirements, with over 80% achieving good or excellent results; all companies training new recruits in the Division in 2024 achieved excellent results. Tactical exercises with live ammunition conducted by many platoons and companies were assessed as excellent in technique and good in tactics, while ensuring absolute safety.
Furthermore, the unit maintained a high level of combat readiness, proactively coordinating to ensure security and safety for important political events of the Party, State, and Army taking place in Hanoi; conducted combat readiness transition exercises according to plan; and organized peak duty shifts, duty officers, and command post duties seriously and in accordance with regulations.
In particular, the Division launched the "Rapid - Decisive Victory" movement with many specific activities such as proposing initiatives, improving training models and teaching aids. Regiment 692 alone had 117 ideas and initiatives during the peak training period at the beginning of 2025.
Notable examples include First Lieutenant Nguyen Thanh Duy (Battalion 4, Regiment 692) with his initiative "B41 aiming sight inspection scope"; Lieutenant Ta Van Hieu (Battalion 6, Regiment 692) with his initiative "Automatic earth-explosive packing device"; and First Lieutenant, professional soldier Le Hung Manh (Logistics - Technical Department) with his initiative "Field fuel refueling device"...
Thanks to continuous efforts and achievements, at the Emulation Congress for Victory in the period 2019-2024, the 301st Infantry Division was honored to be awarded the First Class Order of National Defense. The 692nd Regiment ( thuộc 301st Infantry Division) was awarded the Third Class Order of National Defense by the President of Vietnam in 2024.
Use results as a measure.
Colonel Nguyen Duc Manh shared his experience: For each emulation movement, the Division Party Committee requires it to be closely linked to training, combat readiness, building a regular army, managing discipline, and logistics and technical work. The results of task performance are the measure of emulation effectiveness, creating direct motivation to improve the quality of performing the central political tasks.
In addition, the Division focuses on educating officers and soldiers about the position, role, and significance of the Emulation for Victory movement; organizing political activities and disseminating exemplary advanced models to spread positive actions. This approach has created a clear transformation in awareness and actions, contributing to building high willpower and determination throughout the unit.
“Determining the success of the Emulation Movement for Victory largely depends on the exemplary conduct and decisiveness of the commanding officers. The Party Committee and the Division Command always promote the role of the Party committees, political commissars, and leading officers. In particular, Party committees and commanders at all levels always directly lead, guide, and are responsible for the quality and effectiveness of the Emulation Movement for Victory in their units; political commissars and commanders at all levels set a leading example, both organizing and directly participating, creating a strong ripple effect,” Colonel Nguyen Duc Manh emphasized.
To further enhance combat strength, build a regular and disciplined force through the "Determined to Win" emulation movement, in the coming period, the Division leadership will direct: improving the quality of training; increasing investment in training equipment, training grounds, and practice areas; utilizing existing learning and training conditions; and providing advanced training for training officers and commanders at all levels… In particular, the Division will improve the effectiveness of civilian outreach activities, so that the "Determined to Win" emulation movement is not only an internal unit but also spreads to the local people, contributing to building a solid "people's support" base. Through this, the 301st Infantry Division will continue to elevate the "Determined to Win" emulation movement to a new level, so that the unit deserves to be a leading force in the armed forces of Hanoi.
