Lieutenant Colonel Tran Manh Hung, Commander of the Yen Hoa Commune Military Command, said: "First-year militia members are still unfamiliar with the process, but training must be correct and thorough from the start. When a situation arises, this is the first line of defense, so officers must provide direct guidance to ensure they master the techniques and tactics, and are proficient in using weapons and equipment."
Not only in Yen Hoa commune, but throughout Ha Tinh province, militia training is organized systematically and practically. 100% of communes and wards maintain a consistent training schedule with complete content; many localities integrate disaster prevention and search and rescue plans into their training programs. As a result, the militia force not only has a firm grasp of theory but is also confident when entering practical situations.

In Cam Due commune, an area severely damaged by the floods last November, memories of those days of rising water remain vivid in the minds of the people. Mr. Phan Van Tinh from Na Trung village recounted: “The water rose so quickly, flooding houses in just a moment. People couldn't react in time. Luckily, the soldiers and militia arrived in time. At times, the water rose above their chests, and the soldiers had to tie ropes together, carefully guiding the elderly and children out of the dangerous area. At that time, everyone could only rely on them…”
During peak days of heavy rain and flooding, the military command forces of communes and wards were always the first to arrive at critical points. Undeterred by the darkness, rain, and cold, they fanned out to every village and hamlet, assisting in the evacuation of residents, reinforcing houses and dikes, and protecting property. There were sleepless nights when officers and soldiers waded through raging floodwaters, staying in their assigned areas until the last resident was brought to safety.
Major Tran Van Cuong, Commander of the Kim Hoa Commune Military Command, said: “The area is frequently affected by natural disasters, so we determined that we must prepare early and in advance. In addition to military training, the unit regularly reviews and refines response plans for each specific situation. Most importantly, we practice regularly so that when a situation occurs, we can handle it promptly and avoid being caught off guard.”
Not only during natural disasters, but the grassroots military forces in Ha Tinh also clearly demonstrate their role in many local political tasks. In recruitment, the commune and ward military commands directly manage the pool of recruits, thoroughly understand the circumstances and thoughts of young people, and coordinate closely with relevant departments and agencies to ensure the correct procedures are followed. As a result, in 2026, the entire province of Ha Tinh handed over 1,300 citizens for military service, achieving 100% of the target and ensuring quality.

In the construction of new rural areas, officers and staff of the commune/ward military commands and militia soldiers are the vanguard force in each specific project and task: building roads, dredging canals, helping people repair houses, cleaning the environment, supporting production... contributing to improving living standards and creating clear changes at the grassroots level. Comrade Bui Viet Hung, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Nghi Xuan commune, said: “The commune military command not only performs well in advising on local defense and military tasks but also acts as a vanguard force in grassroots movements. Officers and soldiers are always exemplary, leading the way, creating a positive ripple effect among the people.”
In reality, during the initial phase of organizational restructuring and assigning military officers to commune-level military commands, operational conditions faced numerous difficulties regarding infrastructure, training grounds, and equipment; some newly appointed officers were initially hesitant... However, it was precisely in these difficulties that the role of the military officers assigned to the grassroots level was further affirmed. With a sense of responsibility, fundamental knowledge, and practical experience, the military officers assigned to commune-level military commands in Ha Tinh province quickly adapted to their work, proactively advising local Party committees and authorities on the effective implementation of military and national defense tasks; and directly commanding and managing tasks with a hands-on approach, creating a clear improvement in the quality of operations of commune-level military commands, especially in effectively promoting the role and responsibility of the militia and self-defense forces.
