The 10th session of the 15th National Assembly: The starting point for a new period of development

This session is considered to be of special importance, both as a step to summarize a term of many innovations, democracy, responsibility and efficiency, and as a preparation, "paving the way" for the 16th National Assembly term with more comprehensive and profound requirements.

Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man stated that, over the past time, under the comprehensive leadership of the Party, the close direction of the Party Central Committee, the Politburo , the Secretariat, the participation of the entire political system, the spirit of consensus and joint efforts of the entire Party, the entire army and the entire people, our country has achieved great, comprehensive and historic achievements. The 13th Central Party Conference was a great success, an important step in preparing for the 14th National Party Congress, and at the same time shaping the strategic vision and direction of the country's leadership in the new revolutionary period. In addition, there were many practical and meaningful activities towards the 80th anniversary of the first General Election to elect the Vietnamese National Assembly.

"The 10th session not only summarizes the term but also marks the beginning of a new period of development," National Assembly Chairman Tran Thanh Man emphasized.

The National Assembly Chairman said that the session will last for about 40 days, and the National Assembly is expected to consider and pass 53 draft laws and resolutions. This is the largest volume of legislative work in the history of National Assembly sessions, a vivid demonstration of the spirit of the law being one step ahead, paving the way for innovation, taking the lives and interests of the people as the measure of policy. The draft laws cover most important areas, many new issues, constantly changing; promptly institutionalizing new policies and resolutions of the Party, focusing on removing institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, energy; sanitizing the corporate bond market, real estate, etc.

Every person and family enjoys the fruits of development.

Also at this session, the National Assembly will review the Government's reports on the results of the implementation of the socio-economic development plan, the state budget, the public investment plan for 2025, the 2021-2025 term and the 2026-2030 period; evaluate the results of the implementation of national target programs, aiming at the right people, the right needs, at the right time, so that every person and family can enjoy the results of equitable and sustainable development.

The National Assembly Chairman affirmed that, based on an objective assessment of the results achieved, limitations, causes, and lessons learned, the National Assembly will consider and adopt a Resolution on summarizing the work of the 2021-2026 term, and propose a number of issues to continue innovating and improving the operational efficiency of agencies in the 2026-2031 term.

Sharing the difficulties that many provinces and cities have suffered due to natural disasters, storms on storms, floods on floods, landslides, widespread inundation, causing heavy losses in human lives and property of the State and people, the National Assembly Chairman sent his condolences and deep sympathy to the people of the affected localities; at the same time, commended the Party committees, authorities, Fatherland Front, military forces, police, medical and educational staff, organizations, individuals... who have not feared danger, made efforts to provide relief, arranged accommodation, quickly overcome the consequences, and sent students to school...

"The National Assembly requests the Government, localities and sectors to continue focusing resources and providing emergency support to damaged areas, while reviewing and proposing to perfect legal policies on natural disaster prevention and control, and climate change response, ensuring the country's sustainable development," said comrade Tran Thanh Man.

With the spirit of "Innovation, democracy, discipline, responsibility, and efficiency", the National Assembly Chairman requested that National Assembly deputies concentrate highly, promote their intelligence and experience to the fullest, all for the benefit of the Fatherland and the people, as General Secretary To Lam said on the morning of September 2, 2025 at the historic Ba Dinh Square: "There is no obstacle, no reason that can stop us from reaching peace, prosperity, and the longevity and development of our nation".
