Consequences of lax management

Reviewing a number of violations in An Giang and Kien Giang provinces (before the merger), it can be seen that the main reason for officials and party members being "involved" is due to the lack of inspection and supervision by the Party Committee from the beginning. In the old Long Xuyen City, the land violations in the period 2001 - 2023 resulted in 29 officials and party members being prosecuted, including 3 who were former vice chairmen of the city's People's Committee. Leaders and officials violated regulations on compensation, support, resettlement and land management, leading to land allocation to the wrong subjects, lack of document inspection, causing loss of state assets.

Regarding violations in the former Chau Phu district during the period 2000 - 2025, the Standing Committee of the District Party Committee was determined to have violated working regulations, loosened leadership in land management, public investment and resettlement compensation (related to the Vinh Tre residential area project), leading to illegal land acquisition and illegal land trading. As a result, 17 cadres and party members were prosecuted; a number of leaders were disciplined.

In the old Kien Giang province, the investment violation in the construction of the U Minh Thuong District Administrative Center in the period of 2017 - 2023 caused a loss of more than 16 billion VND. As a result, 14 subjects were prosecuted, including 2 people who were the chairman and 1 vice chairman of the People's Committee of U Minh Thuong District. In the old Phu Quoc City, the bribery case at the People's Committees of Cua Can and Cua Duong communes in the period of 2023 - 2025 involved 7 defendants. These officials received bribes to grant construction permits in violation of regulations, causing loss of state assets and affecting urban management.

The common point of the above violations is that they occurred over a long period of time, but due to lax management and lack of inspection and supervision, they were not detected and prevented in time, leading to very serious consequences.

Proactive prevention

According to the Provincial Party Committee's Inspection Commission, in recent times, Party committees and organizations at all levels have become more aware of the importance of Party inspection, supervision and discipline work. Inspection committees at all levels have actively advised Party committees to strictly implement inspection and supervision according to the set programs and plans, with a focus on sensitive areas that are prone to negative consequences such as: Land management, finance, basic construction investment and personnel work. Many cases of disciplinary violations by cadres and Party members have been discovered and strictly handled.

During the 2020-2025 term, Party committees and inspection committees at all levels inspected and supervised 14,800 Party organizations and 214,466 Party members; inspected 453 Party organizations and 1,163 Party members when there were signs of violations; resolved denunciations against 16 Party organizations and 264 Party members; resolved Party disciplinary complaints against 23 Party members; and disciplined 90 Party organizations and 2,127 Party members. Inspection committees at all levels regularly send committee members and officials to monitor and supervise localities to promptly remove difficulties and obstacles, and promptly resolve complaints and denunciations.

According to the Provincial Party Committee's Inspection Commission, for inspection and supervision work, the leadership and close direction of the Party Committee is the decisive factor. Where the Party Committee pays attention and gives regular and close direction, the inspection and supervision work will be highly effective. Therefore, it is necessary to link inspection and supervision work with the responsibility of the leader; considering the results of inspection and supervision work as one of the important criteria for evaluating and classifying Party organizations and Party members every year.

Reality shows that inspection and supervision must be one step ahead, not waiting for violations to occur before inspecting, but proactively preventing and stopping them early. At the same time, inspection and supervision must be resolute, impartial and objective. Conclusions must be based on facts, have sufficient grounds and handle violations with the right people, the right jobs, no forbidden areas, no exceptions. The inspection team must have strong political will and clear ethics. This is the core force, deciding the quality and effectiveness of inspection and supervision work. In addition, it is necessary to promote the role of the people in inspection and supervision work; publicize and make inspection and supervision conclusions transparent so that people can monitor and give comments. The "eyes and ears" from the people are an important source of information for the inspection and supervision sector to promptly detect signs of violations, avoiding causing greater consequences.

“It is necessary to review, supplement and perfect regulations and inspection and supervision processes in a strict, scientific and effective manner; to build a close coordination mechanism between the inspection committee and other functional agencies such as the police, inspectors and auditors. At the same time, to build a database on cadres and party members, and to manage inspection and supervision records in the digital environment to improve efficiency and accuracy,” the Provincial Party Committee’s Inspection Committee proposed a solution.
