Full text of the socio-economic report presented by the Prime Minister at the 10th session of the 15th National Assembly

On the morning of October 20, at the opening session of the 10th session of the 15th National Assembly, Prime Minister Pham Minh Chinh presented a report summarizing the implementation results of the Socio- Economic Development Plan for 2025 and the 5-year period 2021-2025; and the projected Socio-Economic Development Plan for 2026.

Dear National Assembly delegates, international guests and fellow countrymen and voters nationwide!

According to the Session's agenda, the Government has sent to the National Assembly 120 reports, submissions, files, and documents, including the Report on the implementation results of the Socio-Economic Development Plan for 2025 and the 5-year period 2021-2025; and the projected Socio-Economic Development Plan for 2026. On behalf of the Government, I would like to respectfully report to the National Assembly and the people and voters nationwide the following main contents:

Part One
SOCIO-ECONOMIC SITUATION IN 2025 AND THE 5 YEARS 2021-2025

I. RESULTS ACHIEVED

In the context of the complicated and unpredictable world situation, many problems beyond forecast, especially the severe consequences of the COVID-19 pandemic[1]; in the country, in general, there are more difficulties and challenges than opportunities and advantages; but with high determination, great efforts, and drastic actions, we have achieved and exceeded 22/26 main socio-economic targets, approximately reaching 2/26 targets[2], of which all social and social security targets have been exceeded; in 2024 and 2025, all 15/15 socio-economic targets have been achieved and exceeded. Of which, 08 outstanding results are:

(1) Successfully controlling and effectively overcoming the COVID-19 pandemic with the spirit of "Putting the health and lives of the people first and foremost" has been recognized and highly appreciated by the international community. First of all, changing the mindset of fighting the epidemic must closely combine vaccination and administration[3]. Strengthening diplomacy, resolutely implementing the free vaccination campaign for the entire population, bringing Vietnam "backward to forward", ranking 5th in the world in terms of vaccine coverage[4]; the mortality rate in Vietnam is about 0.37%, much lower than the world average of 1%. Second, promptly changing the status, adapting safely and flexibly, effectively controlling the COVID-19 pandemic to open up early for economic development[5]; supporting 119 trillion VND for over 68.4 million workers and over 1.4 million employers; Exemption, reduction, and extension of taxes, fees, and charges for people and businesses is 580 trillion VND; 23.3 trillion tons of rice were issued; the socio-economic recovery and development program was promptly built and implemented, reaching over 265 trillion VND[6].

(2) Vietnam's economy has affirmed its ability to withstand external shocks, maintaining a growth rate among the highest in the world. GDP in 2025 is expected to increase by over 8%; the average growth rate in the 2021-2025 period is 6.3%, higher than the previous term (6.2%) (in 2021, due to the impact of the COVID-19 pandemic, growth only reached 2.55%; in the 4-year period of 2022-2025, the average growth rate is 7.2%/year, exceeding the target of 6.5-7%). The size of the economy increased from 346 billion USD in 2020 to 510 billion USD in 2025, up 5 places, to 32nd place in the world; GDP per capita in 2025 is estimated to reach about 5,000 USD, 1.4 times higher than in 2020, entering the upper middle-income group[7]. Economic structure and growth quality have changed positively[8].

The macro economy is basically stable; inflation is controlled below 4%[9], major balances of the economy are guaranteed. State budget revenue is estimated at 9.6 million billion VND, 1.36 times higher than the previous term, far exceeding the target of 8.3 million billion VND; while tax, fee, and charge exemption, reduction, and extension... are about 1.1 million billion VND; revenue increase, spending savings are 1.57 million billion VND. The foreign exchange market is basically stable; the average lending interest rate decreased by 2.5% compared to 2022[10]. Public debt decreased from 44.3% of GDP in 2020 to about 35-36% in 2025 (limit is 60% of GDP); average state budget deficit decreased from 3.53% of GDP in the 2016-2020 period to 3.1-3.2% of GDP in this term[11]. FTSE upgraded Vietnam's stock market from frontier to secondary emerging. To date, there are about 1 million businesses in operation, an increase of over 20% compared to 2020. Prestigious international organizations highly appreciate the results of direction, management, credit rating upgrade and growth prospects of Vietnam (IMF rates Vietnam in the top 10 fastest growing countries in the world; Standard Chartered forecasts Vietnam to be in the top 5 fastest growing countries in Asia).

Traditional growth drivers have been effective. Total social investment capital is about 33.2% of GDP, reaching the target of 32-34%. Public investment capital reached about 3.4 million billion VND, an increase of nearly 55% (absolute increase of 1.2 million billion VND) compared to the previous term; investment is not spread out, the number of projects using the central budget (NSTW) decreased from 11 thousand (previous term) to 4.6 thousand projects this term. Total FDI capital reached 185 billion USD, an increase of nearly 9% compared to the previous term[12] and is among the 15 developing countries attracting the largest FDI in the world. Trade scale increased sharply, from 545.4 billion USD in 2020 to a record of about 900 billion USD in 2025, among the top 20 countries in the world[13]; Large trade surplus, reaching 88.3 billion USD, more than double the previous term[14]. Tourism recovers, welcoming about 22-23 million international visitors in 2025, the highest ever. Resolutely prevent and combat smuggling, trade fraud, and violations of intellectual property rights[15].

(3) Three strategic breakthroughs were implemented vigorously and effectively, opening up space and creating development. The work of building and enforcing laws was innovated in both thinking and working methods; many "bottlenecks" were promptly removed. The Politburo issued many breakthrough resolutions on guidelines, institutions and policies[16]; the National Assembly approved over 180 laws, ordinances and resolutions and issued 820 decrees, the most in a single term so far[17]. Resolutely reforming administrative procedures (reducing and simplifying nearly 4,300 business regulations, administrative procedures and citizen papers)[18]. The infrastructure system developed in a breakthrough manner with many large-scale, modern, connected, widespread and future-shaping projects[19]. By the end of 2025, it is expected to complete 3,245 km of expressway (exceeding the target of 3,000 km)[20] and 1,711 km of coastal road (exceeding the target of 1,700 km); basically complete the first phase of Long Thanh International Airport with 4F standards in Vietnam; put into operation belt routes, urban railways[21], seaports, airports...[22]. Complete the high-quality 500 KV Quang Binh-Hung Yen and Lao Cai-Vinh Yen power lines in a record short time. Strong investment in cultural and social infrastructure[23]; public-private partnership to build the National Exhibition Center (VEC) in the top 10 in the world.

The labor structure has shifted positively; the proportion of agricultural laborers has decreased from 28.3% in 2020 to 25% in 2025; the proportion of trained laborers has increased from 64.5% in 2020 to 70% in 2025[24]. Training of 100,000 semiconductor and artificial intelligence engineers will be implemented by 2030. The labor productivity growth rate of the entire economy in 2025 is estimated at 6.85% (exceeding the target of 6.5%/year).

(4) Science and technology, innovation and digital transformation have been vigorously deployed, achieving important initial results[25]. The National Innovation Center and the National Data Center have come into operation and are showing effectiveness[26]. Vietnam's Global Innovation Index 2025 ranked 44/139 countries and territories[27]. Digital infrastructure has developed strongly and widely; 100% of communes and wards have fiber optic broadband infrastructure; mobile Internet speed is in the top 20 in the world[28]. E-commerce has developed rapidly, increasing by an average of 20%/year; the development of digital government, digital economy, and digital society has made important progress; Project 06 has created fundamental changes in serving people and businesses, saving social costs of about 3,000 billion VND/year[29]. The 2024 E-Government Development Index is ranked 71/193, up 15 places compared to 2020[30]. Deploying the production of 1 million hectares of high-quality, low-emission rice in the Mekong Delta.

(5) Many backlogged projects that have lasted for many years have been resolutely handled, achieving positive results, contributing to freeing up resources for development. The Politburo has been submitted for comments on handling 05 weak banks (04 commercial banks and the Development Bank have been operating stably and effectively)[31], 12 loss-making projects and enterprises, and important energy projects with long backlogs have been resolved (such as the Song Hau 1, Long Phu 1, Thai Binh 2, BOT Van Phong 1, Nghi Son Oil Refinery, O Mon Gas Power Plant, Lot B Gas Field...)[32]. Removing obstacles, putting into production and business nearly 1,200 projects with a total value of 675 trillion VND. Directing the review, classification, and proposing to competent authorities to continue handling nearly 3,000 projects of all kinds with a total capital of millions of billions of VND and a land use scale of hundreds of thousands of hectares[33].

(6) The cultural and social fields have made progress in terms of awareness, action and results; people's lives have been improved[34]. The cultural and entertainment industry is on the rise; 10 cultural heritages of Vietnam have been recognized and listed by UNESCO[35]. The Human Development Index (HDI) increased by 18 places, ranking 93/193 countries and territories[36]. The network of medical facilities has developed strongly; the quality of medical examination and treatment has been improved[37]; the health insurance coverage rate has increased from 90.2% in 2020 to 95.2% in 2025. The quality of education has improved; many higher education institutions have increased their rankings on prestigious international rankings[38]; 100% of Vietnamese students (194 students) participating in international Olympic competitions have won prizes[39]. Exemption and support of tuition fees from preschool to high school from the 2025-2026 school year; support lunch for children in boarding kindergartens in ethnic minority and disadvantaged areas, primary and secondary school students in border communes and some localities with favorable conditions have also proactively supported; allocate resources to build 248 modern boarding and semi-boarding schools in land border communes, of which 100 schools will be completed before the new school year 2026-2027.

Policies for people with meritorious services, social security, and poverty reduction have been comprehensively implemented and achieved many outstanding results with the spirit of "leaving no one behind." In the 2021-2025 period, 1.1 million billion VND was spent on social security (accounting for 17% of total state budget expenditure), supporting nearly 700,000 tons of rice for people in difficulty; expanding regular assistance to over 3.5 million people with meritorious services and vulnerable people... The multidimensional poverty rate decreased from 4.4% in 2021 to 1.3% in 2025. The average monthly income of workers increased from 5.5 million VND in 2020 to 8.3 million VND in 2025. The basic goal of eliminating temporary and dilapidated houses was completed 5 years and 4 months early with over 334,000 houses. Construction of 633,000 social housing units has been implemented, and 100,000 units are being completed by 2025. The Vietnam Bank for Social Policies has lent over 10.6 million poor households, near-poor households, and policy beneficiaries VND517 trillion, including VND22.1 trillion for borrowers to buy social housing. Natural disaster prevention and control, climate change response, resource management, and environmental protection have been focused on[40]; VND47 trillion has been spent on preventing and overcoming the consequences of storms and floods. Vietnam's Sustainable Development Index ranked 51/165, up 37 places compared to 2016.

The very successful organization of the 70th anniversary of Dien Bien Phu Victory, the 50th anniversary of the Liberation of the South, the reunification of the country, the 80th anniversary of National Day September 2, the exhibition "80 years of the journey of Independence - Freedom - Happiness" has strongly aroused the spirit of patriotism, solidarity, and national pride. According to the decision of the Politburo and General Secretary To Lam, nearly 11 trillion VND has been allocated to give gifts to all the people on the occasion of National Day September 2. According to the United Nations, Vietnam's happiness index in 2025 will rank 46th, up 37 places compared to 2020 (ranked 83rd).

(7) Resolutely and effectively implement the arrangement and streamlining of the Government apparatus[41] and the organization of two-level local governments associated with promoting decentralization and delegation of power. The state administrative staff is reduced by 145,000 people; regular expenditures are reduced by 39,000 billion VND/year. The activities of two-level local governments are gradually becoming more organized[42]; the state is transformed from administrative management to serving the people and creating development. Inspection, examination, prevention and combat of corruption, waste and negativity are promoted[43]. Proposals to recover nearly 425,000 billion VND and 2,200 hectares of land. Strictly handle and recover money and assets from corruption and economic cases worth nearly 13,600 billion VND and 520,000 USD; seize assets worth nearly 438,000 billion VND[44].

(8) National defense and security potential is consolidated and enhanced; national independence, sovereignty, and territorial integrity are maintained; social order and safety are ensured. Prioritize resource allocation, save expenditures, and increase revenue to enhance national defense and security potential, and be capable of self-defense; produce a number of important weapons. The fight against all types of crime has achieved positive results[45]. Excellently completed missions of peacekeeping, international search and rescue. Foreign affairs and international integration are bright spots; economic diplomacy has achieved many results; Vietnam's prestige and international position have been enhanced; Vietnam was re-elected to the United Nations Human Rights Council for the 2026-2028 term[46]; has established comprehensive partnerships, strategic partnerships, and comprehensive strategic partnerships with 38 countries, including 5/5 permanent members of the United Nations Security Council and 17 G20 members.

Overall, in the context of many difficulties and challenges, the results achieved in 2025 and the 2021-2025 period are very valuable and proud; each year is better than the previous year, this term is better than the previous term in most areas. In particular, we have kept "warm inside, peaceful outside", highly appreciated by the people and the international community; continued to create a trend of innovation; created momentum for rapid and sustainable development; created a force for inclusive and comprehensive development; created momentum to enter a new era and consolidated and strengthened the people's firm trust in the Party and State.

II. LIMITATIONS, INADEQUACIES, DIFFICULTIES AND CHALLENGES

In addition to the very basic achievements, our country still has some limitations and difficulties. The pressure to stabilize the macro economy is still great. Mechanisms and policies are not strong enough to effectively exploit resources from people, nature, culture and to protect the environment. The real estate, gold and bond markets are still complicated. Production and business in some fields are still difficult. Science and technology, innovation and digital transformation have not really become the main growth drivers. High-quality human resources are still lacking, especially in key industries. There are still contradictions and overlaps in some legal regulations; administrative procedures must be cut more strongly. The arrangement and streamlining of the apparatus and organization of two-level local governments is difficult, implemented on a large scale, in a short time, with high requirements, so some places are still confused and not synchronized. The handling of backlogged and long-standing real estate projects and facilities still requires more efforts. The lives of a segment of the population are still difficult, especially in remote areas, ethnic minority areas, border areas, islands... Environmental pollution, traffic congestion, flooding, subsidence, landslides... in large cities and mountainous areas have not been effectively handled. Natural disasters, storms, floods, and more extreme weather. The security and order situation in some areas, cyber security crimes, and high-tech crimes still have potential complications...

III. CAUSES AND LESSONS LEARNED

1. Reasons for the results achieved

Thanks to the leadership and direction of the Party Central Committee, directly and regularly by the Politburo and the Secretariat, headed by the General Secretary; the supervision, accompaniment and effective coordination of the National Assembly and agencies in the political system; the drastic direction and administration, proactively following the situation, timely, flexible, appropriate and effective policy responses of the Government, the Prime Minister, all levels, sectors and localities; the support and active participation of the people and the business community; and the cooperation and assistance of international friends.

2. Causes of limitations and weaknesses

Including both objective and subjective causes; the world situation is changing rapidly, complicatedly, and unpredictably; epidemics and extreme climate change; our country is a developing country, the economy is in transition, the scale is still modest, openness is large, internal capacity and competitiveness are still limited. Long-standing internal weaknesses are more clearly exposed in difficulties. Development still relies heavily on cheap labor and resources, not on the foundation of science, technology, innovation and digital transformation. A number of cadres and civil servants have weak capacity, are afraid of responsibility and afraid of mistakes. Coordination between ministries, branches and localities is sometimes and in some places not tight and effective.

3. Lessons learned

The Government's report to the National Assembly fully demonstrated 5 lessons learned, emphasizing: Must be united; grasp reality, respond to policies promptly, flexibly and effectively; promote decentralization and delegation of power associated with resource allocation and strengthen inspection, supervision and control of power; assign tasks "6 clearly: clear people, clear work, clear responsibility, clear authority, clear time, clear results"; allocate resources in a feasible and effective manner; do not avoid or shirk responsibility; strengthen information and communication, create trust and social consensus.

IV. TASKS AND SOLUTIONS FROM NOW UNTIL THE END OF 2025

Effectively implement the Resolutions of the Politburo, the National Assembly and the Government. Focus on promoting growth of over 8% in conjunction with maintaining macroeconomic stability, controlling inflation, ensuring major balances[47]; promptly and effectively respond to external shocks; focus on removing difficulties and obstacles for long-standing backlog projects; strive to disburse 100% of public investment plans; prepare to start and inaugurate large-scale, key works and projects on December 19, 2025, including the Lao Cai-Hanoi-Hai Phong Railway Component I Project, two major sports centers in Hanoi and Ho Chi Minh City[48]; continue to review and effectively deploy two-level local government[49]. Do a good job of social security, especially during the Lunar New Year; mobilize all resources to promptly overcome the consequences of natural disasters, storms and floods; maintain social order and security; improve the effectiveness of foreign affairs and international integration.

Part Two
SOCIO-ECONOMIC DEVELOPMENT PLAN 2026

I. GENERAL GOALS AND MAIN TARGETS

1. General objectives: Prioritize promoting growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy. Enhance strategic autonomy, restructure the economy, innovate the development model, promote industrialization, modernization, and urbanization. Stabilize the organizational apparatus, build a modern, smart, streamlined, efficient, effective, and efficient administration. Promote the construction and synchronous completion of development institutions. Make a strong breakthrough in building socio-economic infrastructure. Implement social security well, improve people's lives. Manage and effectively use resources, protect the environment, and adapt to climate change. Further consolidate and strengthen national defense and security potential; maintain political security, order, and social safety; promote foreign affairs and international integration.

2. Main targets: including 15 socio-economic development targets; in which GDP growth strives to reach 10% or more; GDP per capita reaches 5,400 - 5,500 USD; average CPI increases by about 4.5%; average social labor productivity increases by about 8%; poverty rate according to multidimensional poverty standards decreases by about 1 - 1.5%[50]...

II. MAIN TASKS AND SOLUTIONS

(1) Continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances; controlling public debt and state budget deficit within prescribed limits. Closely coordinate fiscal, monetary and other policies[51]; manage interest rates and exchange rates appropriately; strive to reduce lending interest rates; focus credit on production and business, priority sectors; effectively implement preferential credit packages[52]; effectively manage the gold market, corporate bonds, and real estate. Strive to increase state budget revenue by at least 10%; thoroughly save expenditures, reduce regular expenditures; increase development investment expenditures to 40%; immediately cut 5% of investment expenditures (for the Lao Cai-Hanoi-Hai Phong railway project) and 10% of regular expenditures (for social security) from the budget allocation.

Renewing and improving the efficiency of traditional growth drivers (investment, consumption, export). The central budget focuses on investing in important national projects[53]; local budgets focus on investing in inter-provincial and inter-commune projects. The central budget invests no more than 3,000 projects (including transitional projects) for the 2026-2030 period. Taking advantage of public debt space and reduced deficit to issue bonds for strategic infrastructure development. Strive for total social investment capital to reach 40% of GDP. Strongly develop the domestic market, e-commerce, stimulate consumption, organize large fairs; resolutely prevent and combat smuggling and trade fraud. Boost exports; effectively exploit traditional markets; expand the signing of new FTA agreements with the Middle East, Latin America, Africa, Pakistan, etc.

Strongly promote new growth drivers; develop digital economy, green economy, circular economy, sharing economy, semiconductor industry, artificial intelligence...; build and perfect controlled testing mechanisms for new business models. Perfect the legal corridor and synchronously develop all types of markets (finance, securities, gold, science and technology, labor, real estate...). Effectively deploy the pilot crypto asset market; promote the formation of data market...; accelerate the construction of international financial centers in Ho Chi Minh City, Da Nang and new generation free trade zones in some localities.

(2) Promote industrialization, modernization, and economic restructuring; resolutely implement the Politburo's policies in important and key areas. Develop a program to develop foundational, spearhead, and emerging industries such as railways, nuclear energy, green energy, based on science, technology, and innovation to effectively exploit space, sea space, underground space, etc.; develop supporting industries. Continue restructuring the system of credit institutions associated with bad debt handling; increase capital for state-owned commercial banks; effectively handle weak credit institutions. Strongly deploy specific and special mechanisms and policies, immediately promote the effectiveness of the Politburo's policies on science and technology, innovation, digital transformation, state economy, private economy, education and training, protection, care, and improvement of people's health; selectively attract FDI projects associated with the transfer of advanced technology.

(3) Focus on building and perfecting a synchronous development institution. Summarize the piloting of specific mechanisms and policies to institutionalize them into common policies for the whole country. Complete mechanisms and policies for the development of special economic zones in Van Don, Van Phong, and Phu Quoc. In 2026, cut and simplify 100% of unnecessary business conditions; cut 50% of time and costs for compliance with administrative procedures compared to 2024. Strongly implement Project 06 and the "Digital Education for the People" movement[54]. Strengthen the prevention and fight against corruption, waste, and negativity; inspect and resolve complaints and denunciations. Focus on monitoring and handling after inspection; increase the rate of money and asset recovery[55].

(4) Continue to improve the organization of the state administrative apparatus; focus on handling long-standing backlog projects. Enhance the initiative, autonomy, and development creation of localities; ensure synchronous and effective operation of two-level local governments[56]. Accelerate the construction of digital government, digital government, and digital citizens. Strengthen training, improve capacity, especially digital skills, and develop a set of criteria to evaluate the performance of cadres, civil servants, and public employees, taking people's satisfaction, prestige, and efficiency as the measure. Focus on completely removing obstacles for long-standing backlog projects, especially large-scale real estate, renewable energy, industrial, commercial, and service projects...

(5) Focus on investing in the construction of strategic infrastructure projects. Speed ​​up the progress of the Lao Cai-Hanoi-Hai Phong railway, railways connecting with China, urban railways between Hanoi and Ho Chi Minh City; strive to start the North-South high-speed railway; invest in developing the expressway system connecting regions and neighboring countries. Implement Long Thanh International Airport phase 2, traffic routes connecting Tan Son Nhat airport; ensure the progress of the construction of Gia Binh International Airport, the expansion projects of Phu Quoc, Chu Lai, Phu Cat, Ca Mau, Tho Chu international airports; Can Gio, Lien Chieu international transit seaports and Hon Khoai Port. Ensure the progress of the Ninh Thuan Nuclear Power Plant 1 and 2 projects[57].

Accelerate the deployment of 5G infrastructure, satellite internet and data centers; strive to start construction of semiconductor chip factories. Invest in infrastructure adapting to climate change, culture, sports, education, and healthcare. Have breakthrough mechanisms and policies to effectively exploit marine space, outer space, and underground space with the spirit of "reaching out" to the ocean, "going deep" into the earth and "flying high" into space.

(6) Focus on developing high-quality human resources. Improve the quality of education and training at all levels. Promote the use of English as a second language; teach and learn artificial intelligence in high schools[58]. Strongly develop national universities, excellent higher education institutions and high-quality vocational training institutions to meet labor market demands; quickly train 100,000 engineers in the fields of semiconductor chips and artificial intelligence. Implement breakthrough scientific research programs and projects, focusing on 11 strategic technology groups.

(7) Focus on cultural development, ensure social security, and improve people's lives[59]. Effectively organize and implement national target programs. Improve capacity for preventive medicine, primary health care, and traditional medicine; promote the implementation of electronic health books and electronic medical records nationwide. Strive to complete over 110,000 social housing units. Promote labor restructuring; strengthen the connection between supply and demand[60].

(8) Proactively respond to climate change, prevent and combat natural disasters, strengthen resource management and environmental protection. Speed ​​up the construction of a national database on land and real estate trading floors. Develop a project to fundamentally address air pollution and traffic congestion in Hanoi and Ho Chi Minh City; appropriately adjust the roadmap for applying standards and regulations on road motor vehicle emissions[61]. Effectively implement the Program for natural disaster prevention and response to climate change in the Mekong Delta and the Program for flood, landslide and drought prevention in the Central, Central Highlands and Northern regions.

[6] The total amount of the socio-economic recovery and development program is 350 trillion VND, of which: 46 trillion VND is for purchasing vaccines and medical equipment; 125 trillion VND is for exempting, reducing, and extending taxes, fees, charges, and land rents; 176 trillion VND is for public investment (including 40 trillion VND in interest rate support, 2 trillion VND in support through the Policy Bank, and 134 trillion VND for infrastructure development). However, commercial banks have proactively lowered lending rates to support businesses.

[7] In 2025, Vietnam's per capita national income (GNI) will reach about 5,000 USD, exceeding the upper middle income threshold (according to WB: The upper middle income threshold is over 4,600 USD).

[8] The proportion of industrial, construction and service sectors increased from 78.6% (2020) to 80.5% (2025); the contribution of total factor productivity (TFP) to economic growth was about 47% (exceeding the target of 45%).

Tourism is a bright spot; in 2021 reached about 200 thousand international visitors, in 2022 reached 3.7 million, in 2023 reached 12.6 million, in 2024 reached 17.6 million, in 2025 estimated to reach a record 22-23 million.

[15] According to the report of Steering Committee 389, in the first 6 months of 2025, 49,714 violations were arrested and handled (down 22.55% over the same period). Of which, 10,836 cases of trading and transporting prohibited and smuggled goods were detected and handled (up 79.34%); 35,608 cases of trade fraud and tax fraud (down 35.41%); 3,270 cases of counterfeit goods and intellectual property violations (up 8.64%); over 6,459 billion VND were collected for the State budget (up 6.47%); 1,899 criminal cases were prosecuted (up 192.15%) with 3,271 subjects.
