Prime Minister: Organizing a truly unique and highly influential Patriotic Emulation Congress

Prime Minister Pham Minh Chinh emphasized that the organization of the 11th Patriotic Emulation Congress on a large scale, with high significance and influence, will contribute to promoting the national emulation movement.

On the evening of October 20, at the Government Headquarters, Prime Minister Pham Minh Chinh , Chairman of the Central Emulation and Reward Council (Council) chaired the 14th meeting of the Council to review and give opinions on the preparation and organization of the 11th National Patriotic Emulation Congress; at the same time, continue to strive to complete the tasks of 2025 and the entire 2020-2025 term, making practical achievements to welcome the 14th National Party Congress.

Also attending were Politburo member, Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, Vice Chairman of the Council; Vice President Vo Thi Anh Xuan, First Vice Chairman of the Council; Deputy Head of the Central Organizing Committee, Minister of Home Affairs Pham Thi Thanh Tra, Permanent Vice Chairman of the Council; President of the Vietnam General Confederation of Labor Nguyen Dinh Khang, Vice Chairman of the Council; leaders of ministries, branches and central agencies who are members of the Council.

At the meeting, Prime Minister Pham Minh Chinh and members of the Council assessed that the 2020-2025 term had many difficulties in various fields.

However, under the leadership of the Party, often directly led by the Politburo and the Secretariat, headed by the General Secretary, the entire political system has taken part and achieved many achievements in many fields.

The Prime Minister emphasized that since President Ho Chi Minh initiated and issued the Call for Patriotic Emulation, launching the patriotic emulation movement nationwide, emulation movements have contributed to helping the whole country overcome difficulties and challenges.

Emulation movements have closely followed the implementation of political tasks, especially emulation to achieve achievements on the occasion of major holidays and important political events of the country.

In the past 5 years, many emulation movements have been launched and implemented effectively, with high spreading effects, such as: The special emulation movement "The whole country unites, joins hands, and competes to prevent, fight and defeat the COVID-19 pandemic;" The movement to eliminate temporary and dilapidated houses was completed 5 years and 4 months earlier; The emulation movement to build the 500kV line 3, Quang Trach-Pho Noi, the 500kV line Lao Cai-Vinh Yen in a record short time...

Currently, many emulation movements are being responded to throughout the Party, the entire people, and the entire army; many advanced examples, good models, and good practices have emerged that need to be replicated to create vitality, spread momentum, and create movements; towards the 11th National Patriotic Emulation Congress in December, worthy of the country's socio-economic development achievements over the past 5 years; especially to make practical achievements to welcome the 14th National Party Congress.

After listening to the opinions and concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the report of the Central Emulation and Commendation Committee; requested to unify the date to hold the 11th National Patriotic Emulation Congress in the first half of December 2025, on the basis of balancing with the meeting schedule of the 10th Session of the 15th National Assembly.

In directing the honoring of typical examples, the Prime Minister assigned the Central Emulation and Commendation Committee to coordinate with Vietnam Television to have images solemnly introducing each typical example; to have instructions on the forms of honor; the Ministry of Home Affairs to have instructions to review the cases that need honoring in agencies, units, and localities, especially for the titles of Labor Hero, People's Armed Forces Hero, and National Emulation Fighter in accordance with regulations.

According to the Prime Minister, in the fight against the COVID-19 pandemic, there are many typical examples but they have not been reviewed and honored. Or in this term, the investment in developing strategic infrastructure has been carried out very well, achieving many positive results such as highways, ports, airports, power projects... with record quality and time.

Along with that, the meaningful results of the emulation movement to eliminate temporary and dilapidated houses, social security work, cultural and sports work; many typical examples in preventing, fighting and overcoming the consequences of storms and floods; promoting the development of science and technology...

The Prime Minister requested the Ministry of Home Affairs to base on the time of the 11th National Patriotic Emulation Congress to issue notices and instructions to agencies, units and localities to prepare and prepare well the Congress scenario.

Noting the need for cultural and artistic programs (concerts) to welcome the Congress, Prime Minister Pham Minh Chinh requested that the organization must be unique, enthusiastic, motivating, inspiring, and exciting for the people; assigning the Ministry of Culture, Sports and Tourism and Vietnam Television (VTV) to research and organize this event well. According to the Prime Minister, this is also an opportunity to enhance the honor and promotion of Vietnamese culture, creating conditions for people to enjoy cultural values.

Requiring good organization of reception and logistics, ensuring thoughtfulness and accuracy, the Prime Minister emphasized that the 11th National Patriotic Emulation Congress must be organized in a solemn, serious, joyful, healthy, unique, highly influential, sustainable and safe spirit; requiring Hanoi city to closely coordinate with relevant agencies and units to well, thoughtfully and safely prepare facilities to serve the Congress.

The Prime Minister also requested the Central Emulation and Reward Council and its members, as well as relevant entities, to promote the spirit of innovation and creativity to contribute to the organization and success of the Congress./.
