The National Assembly will consider and pass 53 draft laws and resolutions at the 10th Session of the 15th National Assembly.

It is expected that at the 10th Session of the 15th National Assembly, the National Assembly will consider and pass 53 draft laws and resolutions, including the draft Press Law (amended).

National Assembly Chairman Tran Thanh Man delivered the opening speech at the session.

On the morning of October 20 at the National Assembly House, Hanoi Capital, the 10th Session of the 15th National Assembly solemnly opened.

Attending the opening session of the 10th session of the 15th National Assembly were: Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam ; Comrade Luong Cuong, Politburo member, President of the Socialist Republic of Vietnam; Comrade Pham Minh Chinh, Politburo member, Prime Minister; Comrade Tran Thanh Man, Politburo member, Chairman of the National Assembly.

Also attending were Politburo members, former Politburo members, Party Central Committee Secretaries, former Party Central Committee Secretaries, Vice Presidents, former Vice Presidents, Deputy Prime Ministers, former Vice Chairmen of the National Assembly, former National Assembly Standing Committee members, Party Central Committee members; leaders of Central Committees, Ministries, branches, organizations and local leaders; Ambassadors and Heads of international organizations in Hanoi.

  National Assembly Chairman Tran Thanh Man: Continue to review and complete the draft Press Law (amended)

Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man said that in recent times, under the comprehensive leadership of the Party, the close direction of the Party Central Committee, the Politburo, and the Secretariat; the participation of the entire political system, the spirit of consensus and joint efforts of the entire Party, army, and people, our country has achieved great, comprehensive, and historic achievements.

The 13th Central Party Conference has just been a great success, an important step in preparing for the 14th National Party Congress, and at the same time shaping the strategic vision and direction of the country's leadership in the new revolutionary period. In addition, there are practical and meaningful activities towards the 80th anniversary of the first General Election to elect the Vietnamese National Assembly. Therefore, the 10th Session is not only a summary of the term but also the beginning of a new period of development.

According to the Session's agenda, within about 40 days, the National Assembly will review, discuss and decide on a huge amount of work, many of which are of strategic importance.

It is expected that the National Assembly will consider and pass 53 draft laws and resolutions, which is the largest volume of legislative work in the history of National Assembly sessions, a vivid demonstration of the spirit of the law being one step ahead, paving the way for innovation, taking people's lives and interests as the measure of policy.

The draft laws cover most important areas, many new issues, and constant changes; promptly institutionalize new policies and resolutions of the Party, focus on removing institutional bottlenecks, especially in the fields of land, investment, planning, construction, environment, energy; and improve the corporate bond market, real estate, etc.

The National Assembly will review the Government's reports on the results of the implementation of the socio-economic development plan, the state budget, and the public investment plan for 2025; the implementation of the National Assembly's resolutions on the 5-year plan for the 2021-2025 period on socio-economic development, economic restructuring, medium-term public investment, national finance, and borrowing and repayment of public debt.

On that basis, the National Assembly considers and decides on the socio-economic development plan, state budget estimates, central budget allocation plan, public investment plan for 2026; national 5-year financial plan and medium-term public investment plan for the 2026-2030 period.

Based on the review and assessment of the implementation results of national target programs for the 2021-2025 period, the National Assembly will review and decide on the investment policy for the National Target Program on new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas by 2030; the National Target Program on modernization, improving the quality of education and training; people's health care, population and development for the 2026-2035 period; aiming at the goal of reaching the right people, the right needs, at the right time, so that every person and family can enjoy the fruits of equitable and sustainable development.

National Assembly Chairman Tran Thanh Man asked National Assembly deputies to concentrate and make the most of their intelligence and experience, all for the benefit of the Fatherland and the people.

The National Assembly will consider and decide on adjustments to the National Master Plan for the 2021-2030 period; ratify agreements in the field of foreign affairs at the request of the President; and consider and decide on personnel work within its authority. At the same time, the meeting agenda will allocate time for the National Assembly to discuss and contribute opinions on draft documents to be submitted to the 14th National Party Congress.

At this Session, the National Assembly will hear the Report of the Presidium of the Central Committee of the Vietnam Fatherland Front synthesizing opinions and recommendations of voters and people sent to the 10th Session of the 15th National Assembly; Report of the National Assembly Standing Committee on the results of monitoring the settlement of voters' recommendations, the results of receiving citizens, handling petitions and letters, and monitoring the settlement of complaints and denunciations sent to the National Assembly in 2025. Review the Report on monitoring results and adopt a Resolution on the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect.

The National Assembly will also focus on discussing the Summary Report on the implementation of thematic supervision resolutions and questions of the 14th and 15th National Assembly terms by members of the Government, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, and State Auditor General.

The National Assembly will discuss the draft Report on the work of the 15th National Assembly; review the work reports for the 2021-2026 term of the President, the Government, the National Assembly Standing Committee, the Ethnic Council, the National Assembly committees, the Supreme People's Court, the Supreme People's Procuracy and the State Audit Office.

Based on an objective assessment of the results achieved, limitations, causes, and lessons learned, the National Assembly will consider and approve a Resolution summarizing the work of the 2021-2026 term, and propose a number of issues to continue innovating and improving the operational efficiency of agencies in the 2026-2031 term. In addition, the National Assembly will consider the 2025 work reports of the Government, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, and on the work of preventing and combating corruption; preventing and combating crimes and violations of the law, enforcing judgments, receiving citizens, and handling administrative complaints and denunciations.

"In recent days, many provinces and cities have suffered from natural disasters, storms on storms, floods on floods, landslides, and widespread inundation, causing heavy losses in human lives and property of the State and people. The National Assembly would like to send our deepest condolences to the people of the affected localities; and at the same time, commend the Party committees, authorities, the Fatherland Front, the military, the police, the staff of the health and education sectors, organizations, individuals and other forces who have not feared danger, made efforts to provide relief, arranged accommodation, quickly overcame the consequences, and brought students to school. The National Assembly requests the Government, localities and sectors to continue to focus resources and provide emergency support to the damaged areas, and at the same time, review and propose to perfect policies and laws on natural disaster prevention and control, and climate change response, ensuring the sustainable development of the country," said National Assembly Chairman Tran Thanh Man.

With the spirit of "Innovation, democracy, discipline, responsibility, and efficiency", National Assembly Chairman Tran Thanh Man requested that National Assembly deputies concentrate, make the most of their intelligence and experience, all for the benefit of the Fatherland and the people; as General Secretary To Lam said on the morning of September 2, 2025 at the historic Ba Dinh Square: There is no obstacle, no reason that can stop us from reaching peace, prosperity, and the eternal existence and development of our nation.
