During group discussions, National Assembly delegates assessed that, over the past term, the National Assembly, the Government, the President, and other agencies have been proactive, creative, and strongly innovative, daring to think and act, especially in perfecting institutions, reforming administration, digital transformation, applying AI, creating development institutions, unlocking resources, caring for people's lives, and integrating deeply into the global community.
According to Venerable Thich Duc Thien (Dien Bien), voters, monks, and Buddhist followers expressed their enthusiasm and strong belief in the leadership of the Party and the State, headed by the General Secretary, the President , the Prime Minister, and the Chairman of the National Assembly. National pride was demonstrated through major events such as the 70th anniversary of the Liberation of Dien Bien; the 50th anniversary of the Liberation of the South and the reunification of the country; the 80th anniversary of the successful August Revolution and National Day on September 2nd.
Despite the many challenges during the 2021-2025 term, our country still achieved significant accomplishments. Socio-economic development progressed at a commendable growth rate, social welfare was prioritized, and the religious lives of the people received attention from the Party, State leaders, and all levels of government.
Delegate Thich Duc Thien emphasized that during the past term, the Government demonstrated dynamism, creativity, and decisiveness; closely supervised key projects, reduced administrative procedures, promoted digital transformation, and fostered international cooperation. The National Assembly also completed a massive workload with 19 sessions, showcasing many innovations in organization and operation, especially in building a digital National Assembly and applying AI. Access to documents and participation in providing feedback has become much easier than before due to the increased application of information technology.
Expressing his agreement, delegate Le Minh Nam (Can Tho) highly appreciated the proactive, flexible, and creative role of the Government in proposing and developing policies and laws to help restore the economy after the COVID-19 pandemic, institutionalizing the decentralization and delegation of power, and implementing the reorganization of the local government apparatus at two levels...
Delegate Le Minh Nam argued that the next term requires further improvement in the quality of legal documents, stating that the Government should focus on strengthening the task of guiding the implementation of laws, organizing the enforcement and compliance with laws; promptly issuing guiding documents for the implementation of laws that take effect simultaneously with the laws themselves to ensure the objectives of the policy; reviewing, evaluating, and summarizing the implementation of laws to remove existing bottlenecks and obstacles; and clarifying the accountability of state management agencies in the implementation of laws.
At the same time, the government is linking the streamlining of the administrative apparatus with the level of application of science and technology, digital transformation, and artificial intelligence (AI). The government needs to focus on developing a strategy to address structural unemployment stemming from economic restructuring, the application of science and technology, digital transformation, and AI; and to have proactive policies and adaptive solutions to overcome negative impacts and ensure that workers meet new requirements.

Commenting on the draft report on the work of the 15th National Assembly, Chairman of the National Assembly's Ethnic Affairs Committee Lam Van Man stated that the 15th National Assembly excellently fulfilled its nhiệm vụ (tasks) amidst many challenges and a very large workload. The National Assembly successfully institutionalized the Party's policies, especially the amendment and supplementation of several articles of the 2013 Constitution with 470 out of 470 attending National Assembly deputies voting in favor, achieving 100%; it also passed 45 normative legal resolutions and amended many laws to implement the policy of streamlining the organizational structure and building a two-tiered local government model.
During the past term, the National Assembly also strongly reformed its legislative thinking, moving away from the "if you can't manage it, ban it" mentality and promoting decentralization and delegation of power to the Government, ministries, sectors, and localities, increasing flexibility and feasibility in state management, meeting practical requirements, promptly removing bottlenecks, and unlocking resources.
Representative Lam Van Man proposed that the 16th National Assembly continue to study ways to shorten the legislative process; strengthen social criticism and the participation of experts and citizens; and continue to be a pillar in institution building, meeting the requirements of international integration.
The delegates unanimously appreciated the National Assembly's supreme oversight activities with 7 thematic areas, and the questioning, thematic oversight, and follow-up oversight activities were also conducted systematically, substantively, and in depth, contributing to resolving many bottlenecks; they proposed that the National Assembly continue to improve the post-oversight mechanism; and enhance the role of National Assembly deputies in oversight and critical feedback, especially at the grassroots level...

During the discussion, National Assembly Chairman Tran Thanh Man stated that the National Assembly has strongly reformed its thinking on lawmaking and legislative processes, promoting digital transformation and the effective application of artificial intelligence in lawmaking activities; acting proactively, creatively, and diligently, preparing well in advance. As a result, within a short period, the National Assembly has passed a large number of laws and resolutions, ensuring their quality.
National Assembly Chairman Tran Thanh Man stated that the 16th National Assembly will further innovate in its thinking on lawmaking, in its methods, and in implementing regulations and programs of its sessions to achieve the ultimate goal of ensuring that the laws and resolutions passed by the National Assembly are effective and of high quality, truly put into practice and meeting practical requirements; at the same time, continuing to address urgent and key issues to remove bottlenecks to the country's development…
