By the end of September 2025, Van Chan commune had completed 12/19 NTM criteria, including many important criteria such as traffic, irrigation, electricity, schools, cultural facilities, information - communication, housing, income and multidimensional poverty reduction.
Right from the beginning of the year, the Commune Party Committee clearly identified the goal of bringing Van Chan to meet the NTM standards in 2025. We mobilized the entire political system and the people to participate, promoting the highest internal strength of the locality, not waiting for or relying on capital from above.
Up to now, the commune has effectively allocated and strictly managed resources for new rural construction. Rural tourism development programs and the OCOP Program have been comprehensively implemented, not only focusing on the agricultural sector but also expanding to many other sectors, such as: food processing from agriculture, forestry and fishery; beverages (wine, herbal tea, soft drinks); herbal products (medicinal herbs, health care); and rural tourism services, contributing to diversifying livelihoods and increasing income for people.
One of the highlights is linking the construction of new rural areas with economic development and community tourism; encouraging cooperative models and cooperative groups associated with the value chain of typical products.

Ms. Nguyen Thi Ha - Vice Chairman of Van Chan Commune People's Committee, shared: "Building a new rural area is not only about completing infrastructure, but importantly about creating livelihoods and increasing income for people. This year, the commune focuses on supporting collective economic models, developing eco-tourism and community tourism in potential villages. The whole commune currently has more than 960 hectares of tea, of which more than 500 hectares are high-quality tea, bringing a stable source of income for hundreds of households."
Mr. Lo Van Giap, owner of Giap Hoai Homestay (Suoi Khoang village), said: "Thanks to the attention of the government and the effective exploitation of hot mineral springs and the cultural identity of the Thai ethnic group, the village now has nearly ten households running homestays with food, accommodation, and cultural experience services. Thanks to that, people's income has improved significantly."

In the construction of new rural areas, infrastructure investment has also achieved many positive results. In the first 9 months of the year, the commune has completed more than 3.4 km of rural concrete roads, mobilizing more than 3.3 billion VND from the budget and contributions from the people. Schools, cultural houses, and domestic water systems have been upgraded synchronously; the rate of people using clean water has reached nearly 97%; domestic waste has been collected and treated at 80%.
At the same time, the material and spiritual life of the people has been constantly improved; the rate of trained workers has reached 65%, the rate of poor households has decreased to more than 2%. This is an important foundation for Van Chan to move towards building advanced new rural areas in the next phase.

Despite many achievements, the progress of completing some criteria is still difficult due to the impact of extreme weather and limited resources. After the administrative merger, the area has expanded, the workload has increased while the grassroots staff is still thin. Currently, the commune has 2 criteria temporarily assessed as achieved, including: Criterion No. 1 on planning and Criterion No. 18 on the political system and access to law. The reason is that after the merger, Van Chan commune has not had enough necessary conditions to conduct a full assessment according to regulations.
However, before the merger, the communes and towns, including Dong Khe, Suoi Bu, Suoi Giang and Son Thinh, had all met the above criteria. After receiving specific instructions from the competent authority, the communes will re-evaluate according to regulations. There are currently 4 criteria that have not been met, including: Criterion No. 12 on labor; Criterion No. 13 on production organization and rural economic development; Criterion No. 15 on health; and Criterion No. 17 on environment and food safety. In addition, Criterion No. 19 on national defense and security is not yet qualified for evaluation. These are all sustainable criteria, requiring long-term investment resources and active participation of the people.

Faced with that situation, the commune has proposed three key groups of solutions: Developing production, increasing income, supporting businesses and cooperatives to expand production linkages and product consumption; improving environmental criteria, increasing waste collection, replicating the model of "Waste classification at source - green, clean, beautiful villages"; improving the quality of grassroots health care, taking care of people's health, striving to meet health standards by 2025.
At the same time, the commune promoted the propaganda of the movement "All people join hands to build new rural areas", considering this a key factor to complete the goal. Villages and hamlets mobilized social resources, donated land, contributed working days to build roads, and built welfare works. Movements such as "Weekend with the people" and "Model residential area" spread widely, creating a vibrant competitive atmosphere throughout the commune.

Regarding the environmental criteria - an area assessed to have many difficulties, Van Chan commune has assigned mass organizations and villages to propagate and help households build new or renovate hygienic works, ensuring "3 clean"; at the same time, mobilize households and livestock facilities to collect and treat waste, not causing pollution.
Recently, the commune organized an environmental sanitation campaign in the villages of Pang Cang, Giang B, Kang Ky and Ban Moi, attracting nearly 800 cadres, party members and people to participate. The activity not only contributed to preserving the "green - clean - beautiful" landscape but also raised community awareness, preparing the foundation for community tourism development.
Mr. Nguyen Huu Luc - Chairman of Van Chan Commune People's Committee, emphasized: "In addition to the campaigns, the commune focuses on propaganda so that environmental sanitation becomes a regular awareness, associated with the daily life of the people".
Looking back over the past, the new rural construction program has clearly changed the appearance of Van Chan commune, from spacious infrastructure to increasingly prosperous people's lives. More importantly, the program has aroused the spirit of autonomy, the desire to rise up and the belief in the leadership of the Party.

With a spirit of solidarity and high determination, Van Chan strives to complete the goal of meeting the new rural standards by 2025, creating an important premise for building an advanced, exemplary new rural area in the next phase.
With the right orientation, specific solutions and consensus of the people, Van Chan is steadily moving towards the goal of "Comprehensive New Rural Area - prosperous and happy people's lives", realizing the goal of sustainable development from the grassroots, for the prosperous future of the homeland.
