Vinh Loc commune was formed by merging four communes: Vinh Hung, Vinh My, Giang Hai, and Vinh Hien from the former Phu Loc district. The process of building new rural areas in Vinh Loc is currently facing some difficulties because each of the merged localities had a different level of new rural area development.

The former Vinh Hung commune was selected to build a smart new rural commune model focusing on three pillars: developing digital government, digital economic entities, and developing a digital society in rural areas. To implement e-government, the commune People's Committee built a smart commune monitoring and operation room integrating data from e-government systems and monitoring systems to serve the administration at the commune level. Vinh Hung implemented the digital transformation program according to the motto "shared infrastructure, centralized database" and in a unified and synchronized manner. Through this, a smart new rural commune model has gradually been formed, contributing to enhancing the role and activities of the community through the application of digital transformation.

Mr. Le Van Thang, Director of Vinh Hung Agricultural Cooperative, believes that promoting the application of digital technology in building new rural areas has contributed to boosting rural economic development, improving the quality of life for people, and gradually narrowing the gap in service quality between rural and urban areas.

In 2020, Vinh My achieved the New Rural Area standard with outstanding results, creating a foundation for building an advanced New Rural Area. Leveraging its local advantages, Vinh My focuses on developing small-scale industries, building concentrated commodity production areas, and effectively mobilizing and utilizing resources for agriculture and rural areas to build a high-quality commodity agriculture linked to processing industries. Simultaneously, the locality prioritizes restructuring agriculture in conjunction with the development of services and small-scale industries; promoting cooperation, linkages, the application of scientific and technological advancements, and connecting production with the market. This is the core issue for Vinh My to continue striving to achieve the advanced New Rural Area standard in the coming years.

Mr. Pham Van Dao, Vice Chairman of the People's Committee of Vinh Loc commune, shared that implementing the two-tiered local government model, Vinh Loc, formed from the merger of four administrative units, faces some difficulties in the process of building new rural areas in the next phase. Because there is no new set of criteria for new rural areas to apply in the current phase to suit the two-tiered local government model, the locality is still carrying out the task of building new rural areas according to the previously approved plans of the former communes. While Giang Hai commune (formerly) is struggling to meet the new rural area criteria, Vinh Hien commune (formerly) is planned to be built as a sub-regional central urban area, functioning as a commercial and tourism center, and a bridge for the exchange of goods between coastal communes and key economic centers in the area. This issue poses a challenge for the locality in determining the roles, tasks, specific goals, and solutions to strive for, in accordance with the implementation capacity and harmonious investment and support across all rural development sectors of Vinh Loc commune.

The New Rural Development Criteria are an important tool for concretizing the goals of building new rural areas; at the same time, they serve as a basis for determining the roles and responsibilities of agencies, departments, and organizations at all levels in implementing the program.

Mr. Le Thanh Nam, Deputy Chief of the New Rural Development Coordination Office of Hue City, said that the Central Government is currently developing a set of criteria for New Rural Development for the period 2026-2030 and is consulting with ministries, sectors, and localities. The promulgation of the National Criteria for New Rural Development at all levels for the period 2026-2030 will provide agencies and localities with a legal basis and a unified approach in planning, directing implementation, and evaluating the results of achieving New Rural Development standards, piloting the construction of modern New Rural Development communes in areas with suitable conditions, and enabling provinces and cities to complete the task of building New Rural Development in the period 2026-2030. At the same time, it will ensure compatibility with the two-tiered local government model, especially with the scale of communes after reorganization, as well as the level of development of these communes.

According to Mr. Le Thanh Nam, the criteria for New Rural Development at all levels for the 2026-2030 period need to further strengthen decentralization and delegation of authority, creating flexibility in defining the level of achievement to suit the practical realities and development needs of each locality. At the same time, the criteria should be quantified as much as possible using measurable indicators to accurately and objectively assess the results of implementation, ensuring the effective mobilization and use of investment resources. For wards formed from the merger of some communes and where agricultural land accounts for 70% or more of the total natural land area of ​​the ward, it is necessary to allow them to proactively select certain criteria content that are suitable to the actual conditions, economic, cultural, and social characteristics of the ward to guide and direct the implementation of New Rural Development.
