Vietnamese National Assembly delegation attends workshop on parliamentary governance in Laos

The Vietnamese National Assembly delegation, led by Tran Viet Anh, a full-time member of the National Assembly's Committee for National Defense, Security and Foreign Affairs, recently attended the workshop "Participation of the people and the National Assembly for inclusive and flexible governance" organized by the Francophone Parliamentary Union (APF) and the Asian Parliamentary Center (PCAsia) in Vientiane, Laos.

The workshop was attended by parliamentary delegations from countries in the region such as Laos, Thailand, Cambodia, Vietnam, along with representatives of international organizations and development partners in the region including the International Organization of La Francophonie (OIF), the United Nations Development Program (UNDP), the East-West Institute (EWMI)...

At the opening session of the workshop, Chairman of the Foreign Affairs Committee of the Lao National Assembly Sanya Praseuth emphasized the importance of strengthening trust between the people and elected bodies. The Lao National Assembly is ready to promote the expansion of communication and inter-parliamentary cooperation towards comprehensive and inclusive governance in the region.

Speaking at the workshop on “Open and Responsible Parliament - Experiences of Parliaments in other countries”, the Head of the Vietnamese delegation shared the outstanding results of the Vietnamese National Assembly during its operation, especially in implementing the functions and tasks of the National Assembly.

The head of the Vietnamese delegation affirmed that as the highest state power agency, the Vietnamese National Assembly continuously innovates its working methods to enhance democracy, publicity, transparency, improve working efficiency and correctly represent the will and aspirations of voters and people nationwide in the spirit of "of the people, by the people and for the people".

People's participation in policy and law making in Vietnam is emphasized, especially as stipulated in the Constitution, most recently in the 2013 Constitution, and at the same time, reflected in the Party's guidelines and policies as well as institutionalized in legal documents.

In addition, the Vietnamese National Assembly has applied digital technology to its activities; gradually implemented the e-National Assembly model: digitizing documents, organizing online meetings, collecting public opinions through digital technology applications, creating an open National Assembly environment and increasing people's participation in National Assembly activities.

At the discussion session, in addition to Vietnam's sharing, delegates listened to the sharing of the Representative of the Judiciary Committee of the Lao National Assembly, Deputy Secretary General of the Cambodian National Assembly, Deputy Chairman of the Foreign Affairs Committee of the Thai Senate and representatives of international organizations on the experiences and practices of countries along with the application of digital transformation, open data, online voting, and parliamentary communication towards transparency in parliamentary activities.

At the second discussion session on the topic “Support for development: The complementary role between Parliament and the people”, Prof. Dr. Hoang Van Cuong, National Assembly delegate of Hanoi city, shared the experiences of the Vietnamese National Assembly in accompanying and developing the country during 80 years of formation and development.

In legislative activities, there has been a strong innovation in thinking, construction process, proactiveness, creativity, with many positive, comprehensive, profound changes, meeting the requirements of institutionalizing the Party's policies and guidelines, concretizing the Constitution, and requirements of creating and developing the country in each field; thereby, affirming the central role of the National Assembly in perfecting institutions, meeting the requirements of innovation, sustainable development of the country in the new situation and international integration.

Supervision activities have been strengthened, focused, and substantial, with many practical innovations; concentrating on areas and issues of current importance, with profound impacts on socio-economic development and people's lives.

In deciding on important issues, the National Assembly has accompanied and closely coordinated with the Government and relevant agencies to decide on many important and strategic contents, promptly responding to reality, serving fast and sustainable socio-economic development, ensuring practical care for social security, health care and education for the people.

On the sidelines of the workshop, the Vietnamese National Assembly delegation had meetings with delegations from other countries, openly exchanged views on the regional situation, and discussed the content of the workshop.
