Many new points at the 10th Session, 15th National Assembly

On the morning of October 20, the 10th session of the 15th National Assembly will hold a preparatory meeting and officially open in Hanoi. Before the meeting, National Assembly deputies will lay wreaths and visit President Ho Chi Minh's Mausoleum.

According to the Vietnam National Assembly Electronic Information Portal, the working time of the 10th Session is expected to be 40 days. This is the Session with the largest legislative content compared to all Sessions since the beginning of the term. The contents submitted to the National Assembly for decision are closely related to the socio -economic development situation and many very important issues of the country. The consideration and approval of the number of draft laws and resolutions demonstrates the innovation of legislative thinking, continued institutional improvement, and development of the socialist rule-of-law State in the spirit of General Secretary To Lam's direction on "innovation of legal thinking, institutional reform, ensuring the law goes first, paving the way for development".

At this session, the National Assembly will consider and decide on: 66 contents and groups of contents. Of which, 49 draft laws, 04 resolutions are on legislative work; 13 groups of contents on socio-economics, state budget, supervision and decide on other important issues. Due to the large workload, the 10th session will not have a mid-term break like previous sessions, to ensure early completion of the session program, with the spirit of working all day off to finish the session completely. In addition to the contents of the regular session, the 10th session will also summarize the work of the 15th National Assembly term.

Not only reviewing and passing the largest volume of legislation since the beginning of the term, in order to promptly remove bottlenecks and obstacles in practice, the 10th Session also has many innovations in the way the Session is conducted, ensuring science, quality and success.

That is, the time for presenting the Report is shortened; arranging for the presentation of a number of reports to be integrated; arranging for the National Assembly to listen to the presentation of the Report, reports and discuss in groups and halls for a number of draft laws, resolutions and reports on the same field; arranging for the National Assembly to consider and discuss national target programs, specific mechanisms and policies to implement Resolution No. 71-NQ/TU and No. 72-NQ/TU of the Politburo before approving the content related to the state budget, ensuring timely budget balance for these contents.

Another new point of the 10th Session is that the National Assembly will not organize direct questioning and answering in the hall like previous sessions. Instead, National Assembly deputies will send written questions for the person being questioned to answer. At the Session, the National Assembly will summarize the report on questioning and answering questions and arrange for the National Assembly to meet in one session on this content.

In addition, the National Assembly also arranged time to review and discuss in the same session the draft Report on the work of the 15th National Assembly; the work reports for the 2021-2026 term of: the President, the Government, the National Assembly Standing Committee, the National Assembly agencies, the judiciary and audit agencies... which will help save time as well as ensure scientificity.

According to Deputy Head of the National Assembly Office Nguyen Van Hien, although the organization method of the 10th Session has changed, it still complies with the regulations of the Session Rules, ensuring the effectiveness of discussions, the arrangement of the program, the scientific arrangement of seats and the registration of speeches of National Assembly deputies. In addition, the conditions for ensuring security, lighting, sound, health, etc. have all been carefully reviewed and prepared by the National Assembly Office.
