Affirming the mettle, stature and aspiration to rise of the thousand-year-old capital

On the morning of October 16, at the National Convention Center, the 18th Congress of the Hanoi Party Committee, term 2025-2030, solemnly opened. The Congress was attended by 550 delegates, representing nearly 500,000 Party members of the entire Party Committee. General Secretary To Lam attended and delivered a speech directing the Congress.

Also attending the Congress were leaders and former leaders of the Party and State; representatives of all walks of life in the capital; intellectuals, scientists , religious dignitaries, ethnic minorities, and outstanding collectives and individuals.

Solidarity, creativity, promoting achievements of the past term

Speaking at the opening of the Congress, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai affirmed: Implementing Directive No. 45-CT/TW of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party, in recent times, the Hanoi Party Committee has focused on leading, directing and successfully organizing Party congresses at all levels; leading the Fatherland Front and socio-political organizations to launch many exciting patriotic emulation movements, creating an exciting atmosphere towards the 18th Congress.

According to the Secretary of the City Party Committee, the preparations for the Congress were carried out carefully and thoroughly, ensuring compliance with regulations and the direction of the Central Committee. During the 2020-2025 term, despite facing many difficulties and challenges, thanks to the regular leadership and direction of the Central Committee, especially the Politburo and the Secretariat, together with the solidarity and efforts of the Party Committee, the government and the people of the Capital, Hanoi successfully implemented the Resolution of the 17th Congress with many comprehensive and outstanding results.

The work of building the Party and the political system has been implemented synchronously and comprehensively; the work of inspection, supervision, prevention of corruption, waste and negativity has been promoted; mass mobilization and propaganda activities, promoting the role of the Fatherland Front and mass organizations have had many innovations and practical effects. The city continues to streamline the organizational apparatus, improve the effectiveness and efficiency of operations, and better serve the people and businesses.

In the socio-economic field, the capital city maintains its leading role and driving force for the development of the Northern key economic region and the whole country. Urban construction and management have many positive changes; the fields of culture, health, education, and social security have developed comprehensively; the material and spiritual life of the people has been constantly improved. National defense and security have been strengthened, social order and safety have been ensured, contributing to maintaining a peaceful and stable environment for development.

In particular, Hanoi has successfully organized many major political, cultural and social events of the country. The series of activities to celebrate the 80th anniversary of the August Revolution and National Day September 2, including large-scale military parades, have left a deep impression, affirming the bravery, position and stature of the Capital in the hearts of the people of the whole country and international friends.

Building a civilized, modern, and happy capital

Secretary of the City Party Committee Bui Thi Minh Hoai emphasized: Our country is entering an era of prosperous and powerful development; the capital Hanoi is facing intertwined opportunities and challenges, requiring the entire Party Committee, government and people of the capital to uphold a sense of responsibility, high determination and great efforts to successfully achieve the set goals.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the 18th Congress has important tasks: summarizing the implementation of the 17th Congress Resolution; determining the direction, goals, tasks and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents to be submitted to the 14th Party Congress; electing the 18th City Party Executive Committee and electing the delegation to attend the 14th National Congress of the Party.

According to the Secretary of the City Party Committee, during the Politburo's working sessions with the Standing Committee of the Hanoi Party Committee, General Secretary To Lam always emphasized the requirement: "The Hanoi Party Congress must be truly exemplary, model, demonstrating the spirit of innovation, creativity and aspiration to rise up". From that direction, the 18th Congress is an opportunity for each delegate to promote the highest sense of responsibility, intelligence, courage, and make practical contributions to the overall success of the Congress, concretizing the expectations of the Central Committee, the General Secretary and the people of the Capital.

“With new confidence, spirit and determination, the Party Committee, government and people of Hanoi will continue to unite, innovate, create, and build the capital to be increasingly civilized, modern and happy; together with the whole country, entering an era of prosperous development and prosperity for the nation,” the Secretary of the City Party Committee emphasized.

The capital's economy continues to grow

Also at the Congress, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong presented the Political Report to the 18th City Party Congress. Accordingly, the capital's economy continues to develop, the economic structure shifts in the right direction. Average GRDP growth is 6.57% (1.1 times the whole country); scale is about 63 billion USD, 1.4 times higher than in 2020 (accounting for 12.6% of the whole country); GRDP/person is estimated at 175 million VND, equivalent to 7,200 USD; economic structure shifts positively, increasing the proportion of services. Tourism develops rapidly, in 2025 it is expected to welcome 31 million visitors, including 7 million international visitors. Budget revenue exceeds the estimate, estimated at 2.2 million billion VND, 1.8 times higher than the previous term. Total realized social investment capital is 2.5 million billion VND (1.5 times higher than the previous term); FDI attraction is estimated at 11.5 billion USD.

Hanoi continues to focus on urban planning, construction and development, with a 100% coverage rate. The city has completed many key projects such as the Cat Linh - Ha Dong and Nhon - Hanoi Railway Station (elevated section), elevated Ring Road 2, Vinh Tuy Bridge Phase 2, and the Vietnam Exhibition Center; and has also started and accelerated the progress of Ring Road 4 and the three bridges Tu Lien, Tran Hung Dao and Ngoc Hoi. Urban beautification and reconstruction work has been promoted, making the appearance of the capital increasingly green, smart and sustainable.

The new rural development program was completed 2 years ahead of schedule, farmers' lives were improved, and the face of the countryside changed dramatically. In the field of education, over 81% of public schools met national standards, and the rate of trained workers reached 75%. By 2024, Hanoi will have eliminated temporary and dilapidated houses, and no more poor households according to the city's standards; the highest HDI index in the country.

The city Party Committee has set the goal that by 2030, Hanoi will become a "Cultured - Civilized - Modern" Capital, green, smart, and a major center of economy, culture, education, science and technology. By 2045, Hanoi will be a globally connected city, with GRDP per capita reaching over 36,000 USD.

Previously, on the afternoon of October 15, the 18th Congress of the Hanoi Party Committee, term 2025-2030, held a preparatory session. At the meeting, the Congress elected a Presidium of 16 comrades, including 4 Standing members of the City Party Committee, 11 members of the Standing Committee of the City Party Committee and the Commander of the Hanoi Capital Command.

The Congress also elected a Secretariat of 3 comrades, headed by Comrade Tran Thanh Ha, Chief of the City Party Committee Office; and voted to approve a Delegate Qualification Examination Committee of 7 comrades, headed by Comrade Hoang Trong Quyet, member of the Standing Committee of the City Party Committee, Chairman of the City Party Committee Inspection Committee. The Congress also approved the official working program, the Congress's working regulations; listened to the dissemination of contents on the Party's election work and the Report summarizing comments on draft documents to be submitted to the 14th National Party Congress.
