Despite difficulties such as the Covid-19 pandemic, natural disasters and personnel changes, the Hanoi Party Committee has always been united, innovated leadership methods, concretized 40 resolutions, 146 conclusions, 50 directives in 780 documents, effectively implemented the strategic resolutions of the Politburo , major and important policies and guidelines related to the development of the capital.

Since the beginning of the term (up to September 25, 2025), the City Party Executive Committee has held 26 meetings (including 23 regular conferences and 3 thematic conferences). The Standing Committee of the City Party Committee held 145 meetings, discussing 965 contents. The Standing Committee of the City Party Committee held 240 meetings, discussing 1,766 contents. Party building, administrative reform, and digital transformation have achieved many outstanding results such as: Integrating 4 Party administrative procedures onto the National Public Service Portal, the iHanoi application attracting 5.7 million users.
Other socio -economic development indicators have all had positive and stable changes and achieved many important results. Urban planning, management and development, and socio-economic infrastructure systems have been promoted in a synchronous, modern, smart and connected direction; a number of key projects have been completed: Two railway lines Cat Linh - Ha Dong, Nhon - Hanoi Railway Station (elevated section), elevated Ring Road 2, Vinh Tuy Bridge Phase 2.
Commenced construction of Ring Road 4 - Hanoi Capital Region, Tu Lien Bridge, Tran Hung Dao Bridge, Ngoc Hoi Bridge; basically handled the pollution of To Lich River as a basis for continuing to renovate and develop tourism ... Completed the task of building new rural areas at the city level, becoming the leading locality in the country. Social security and welfare are guaranteed, by 2024 there will be no more poor households according to the city's poverty standards.
Overcoming limitations and improving the effectiveness of leadership and direction
According to Chairman of the Hanoi People's Committee Tran Sy Thanh, in addition to the outstanding results, the Review Report also pointed out a number of limitations, and said that the City Party Committee has seriously implemented the Resolutions of the 4th Central Committee of the 11th and 12th terms and Conclusion 21 of the 13th term on Party building and rectification. It has issued a plan to overcome limitations after annual reviews, clearly assigning people, tasks, responsibilities, and progress, and promoting the role of the leader. Thereby, many limitations have been overcome, with clear changes.

In particular, implementing Conclusion No. 148 dated April 18, 2025 of the Politburo on the results of the inspection of a number of key work topics, the Standing Committee of the City Party Committee issued Plan No. 333 dated May 23, 2025 to specifically deploy to each working group, ensuring clear content, tasks and implementation time. These synchronous solutions help improve the effectiveness of leadership and direction, and strengthen trust in the Party and the People.
In addition, the review process also helped the 17th City Party Executive Committee draw many valuable lessons, emphasizing the need to promote the collective leadership role associated with individual responsibility, upholding discipline and order; strengthening innovation in leadership methods, closely following reality, listening to the grassroots; maintaining internal solidarity and promoting democracy in Party activities.

At the same time, the review report also presented solutions and drew four lessons in leadership and direction with important contents: Always be united, unified, and courageous at all times; Innovate thinking and leadership methods; Strictly implement the principles of Party organization and activities, especially the principles of democratic centralism, self-criticism and criticism; Focus on the organization and implementation stage, clearly identify the goals, key tasks, and breakthroughs; thoroughly grasp and seriously implement the viewpoint "People are the root", persistently follow the motto "People know, people discuss, people do, people inspect, people supervise, people benefit", take people's satisfaction and trust as a measure of cadres and work...
