
Announcing the pilot implementation of a solution to identify and trace the origin of chemicals and precursors on the VNeID platform
On the afternoon of October 16, the Department of Administrative Police for Social Order (C06) - Ministry of Public Security held a ceremony to announce the pilot implementation of a solution to identify and trace the origin of chemicals and precursors on the VNeID platform.
The event affirms the Government 's determination to apply population data to solve the problem of fighting counterfeit goods, protecting people's health and making the market transparent.
Building a unified traceability system
One of the problems that exists in the current period is the loophole in the management of counterfeit goods, fake goods, chemicals, precursors... this brings daily, hourly consequences affecting people's health and lives.
Counterfeit goods, counterfeit goods and commercial fraud are a burning issue, causing serious damage. According to statistics, in 2024 alone, 47,135 violations were detected and handled with a value of 425 billion VND.
This situation will continue in 2025 with nearly 10,000 cases handled in the first months of the year. Regarding chemicals and precursors, many types of industrial precursors are still being exploited to prepare synthetic drugs, while many chemicals of unknown origin are used in the preparation of medicines, cosmetics, food and pesticides, posing great risks to public health.
Distributed management and lack of electronic tracking tools make it difficult for authorities to track the flow of chemicals and for businesses to prove their legality. Consumers cannot clearly know the origin and safety of the products.
This situation reflects a significant gap in monitoring and tracing chemicals and precursors, requiring the early establishment of a unified traceability system to enhance risk control and ensure social safety.
People and businesses are at the center
Colonel Tran Hong Phu, Deputy Director of Department C06, emphasized: The solution for identifying and tracing the origin of chemicals and precursors (VNIDCheck) was launched to overcome management loopholes due to the lack of data connectivity between sectors.
This solution is the result of close coordination between the State Management Agency and leading technology enterprises in Vietnam. This is a concrete demonstration of the realization of the breakthrough policy on national digital transformation according to Resolution 57 of the Politburo , turning population data into "digital production materials".
The Ministry of Public Security commits that the system for identification and traceability of chemicals and precursors will continue to be improved based on the motto of taking people and businesses as the center of service, ensuring that the system is deployed in a unified, safe, effective and sustainable manner.
Accordingly, the solution to identify and trace the origin of chemicals and precursors brings dual benefits, promoting transparency and sustainable development. Specifically: Repelling counterfeit and fake goods, contributing to protecting consumer health; easily accessing transparent information about products and making feedback and warnings on the VNeID platform. Controlling the supply chain, transparency of origin to create healthy competitive advantages; facilitating tax reduction/exemption and promoting exports.
Improve the efficiency of management of goods, chemicals and precursors through interconnection, data synchronization, and analysis support to improve the efficiency of state management in the field of chemicals and precursors.
The Department of Administrative Police for Social Order will continue to coordinate with ministries and branches to complete the legal basis, urgently build and complete the infrastructure so that the system can officially operate safely, effectively and sustainably.
