
The leader of Department C06 said that the deployment aims to affirm the Government 's determination in applying population data to solve the problem of fighting counterfeit goods, protecting people's health and making the market transparent.
According to the report of Department C06, the situation of counterfeit goods, fake goods and commercial fraud is a burning issue, causing serious damage. In 2024, the authorities discovered and handled 47,135 violations with a total value of 425 billion VND. In the first 6 months of 2025, nearly 10,000 similar cases were handled.
"Many types of industrial precursors are still being used to make synthetic drugs, and many chemicals of unknown origin are also used in the preparation of medicines, cosmetics, food and pesticides, posing great risks to public health," said a report by Department C06.
In addition, the management of chemicals and precursors is still scattered, lacking electronic tracing tools, making it difficult for authorities to track the flow of chemicals and for businesses to prove their legality. Consumers also cannot clearly know the origin and safety level of the products. Another problem that exists in the current period is the fact that some subjects take advantage of chemicals and precursors of unknown origin to produce drugs and release them to the market. This causes daily and hourly consequences for people's health and lives.
On that basis, the Ministry of Public Security launched a solution to identify and trace the origin of chemicals and precursors (VNIDCheck) to overcome management loopholes due to the lack of data connectivity between sectors. The VNIDCheck tool will trace the origin of chemicals, precursors..., helping people and businesses check via QR codes on the VNeID application.
At the announcement ceremony, Colonel Tran Hong Phu, Deputy Director of Department C06, affirmed that VNIDCheck helps people to push back the situation of counterfeit and fake goods. Specifically, people use this tool to easily look up and retrieve clear information about products (cosmetics, food...) before using. Counterfeit chemicals of unknown origin will be warned by the application.
For businesses, VNIDCheck is the key to controlling the supply chain, clarifying the origin to create a healthy competitive advantage; facilitating tax reduction/exemption and promoting exports.
For management agencies, this is a solution to improve the efficiency of managing goods, chemicals, and precursors through interconnection, data synchronization, and analysis support to improve efficiency in the field of chemicals and precursors.
The solution for identifying and tracing the origin of chemicals and precursors is the result of coordination between state management agencies and leading technology enterprises in Vietnam. In particular, MobiFone directly deploys the system on the infrastructure, ensuring maximum security and safety and establishing a safe and smooth transmission connection channel with C06. The national chemical database will be provided by units of the Ministry of Industry and Trade, the Ministry of Public Security and the Center for Codes and Barcodes under the Ministry of Science and Technology. The Ministry of Public Security (C06) will continue to coordinate with ministries and branches to complete the legal basis, urgently build and complete the infrastructure so that the system can officially operate safely, effectively and sustainably.
