Turn AI into a powerful tool
In the last days of September, Mr. Nguyen Nhu That, 66 years old, Party cell secretary, head of neighborhood 73, Tan Hung ward (HCMC) was busy participating in surveying land planning projects along rivers and canals, counting house numbers, area, number of households and population to serve the local work. He also actively conveyed major policies of the Central Government and the city to each household through the neighborhood's Zalo group, helping information spread quickly and accurately.
Ward 73 has more than 550 households, there is a lot of work in the ward, but thanks to approaching and applying some technology applications well, especially artificial intelligence (AI), Mr. That always completes his tasks, ensuring time and progress. He said that he himself had participated in the class "Journey to digital technology " in the "Digital literacy movement" organized by the ward.
He also learned by himself through the process of performing tasks, so he has basic skills in digital transformation. Through the class, he was guided to use some basic applications of AI to quickly draft reports and propaganda content in the neighborhood, as well as receive very useful suggestions that closely follow local practices.
Thanks to that basic knowledge, he has overcome the age barrier to access and use technology to serve daily work in the neighborhood. Currently, most households in the neighborhood participate in the neighborhood's Zalo group, so the staff of neighborhood 73 regularly interact with party members and residents on the Zalo group, receiving and deploying documents to the neighborhood quickly and conveniently.

Similarly, Ms. Ho Thi Hoa, Secretary of the Party Cell of Ward 12, An Phu Dong Ward (HCMC) is managing many Zalo groups to disseminate information to residents and Party members of the neighborhood. In late August and early September, she continuously updated information on people who had not received gifts from the Government on the occasion of National Day on Zalo groups and informed the people in detail about the time and place to receive the gifts directly.
Ms. Hoa said that she had studied computer science and was regularly updated with new knowledge by the ward, so she was proficient in applying AI to compose documents and propaganda content.
“For content that I do not have a deep understanding of, I use AI to research, synthesize, and supplement it to make reports and propaganda content,” Ms. Hoa said. She said she is trying to improve her digital skills; at the same time, mobilizing people, including party members, to participate in digital transformation.
Spreading digital transformation
Arriving at the Public Administration Service Center of Hoa Hung Ward (HCMC), after a while of using the phone, Mrs. Tran Thi Thanh (70 years old) looked up and asked the volunteer: "At this step, just click submit and you're done, right?". When she received the notification that the application was successfully sent, Mrs. Thanh was happy because after only a few times asking the volunteer for instructions, she was familiar with the steps of submitting the application online on the public service portal.
Ms. Thanh's smartphone has been installed with the applications VNeID, VssID, Digital Citizen of Ho Chi Minh City... From a person who is "afraid of technology", Ms. Thanh now actively looks up information and tracks records on her phone. She said that using these applications saves time and effort, and also helps her understand her rights better. What she likes most is that the application can log in with fingerprints, because the elderly often forget, so after installing biometrics, she can log in to the application by just touching her finger.
In addition, she also knows how to book technology cars and book airline tickets on applications. After being instructed on how to check drivers and locate routes, she boldly went to the market and visited friends without having to ask her children to drive her. “Before, I used a smartphone but only called and listened. Now I know how to book technology motorbike taxis to travel, less dependent on my children, and then look up information…”, Ms. Thanh shared.
Currently, many localities in Ho Chi Minh City have proactively guided people, especially the elderly in the area, to access and use digital applications.
According to the Chairwoman of the People's Committee of Hoa Hung Ward (HCMC) Le Thi Ngoc Hien, the ward has more than 16,000 elderly people, accounting for 17.3% of the population. The ward has activities to support the elderly, such as arranging volunteers to provide specific support to people, especially the elderly, in the process of handling administrative procedures online. The ward also signed a cooperation agreement with the HCMC Digital Transformation Center, establishing community technology groups to guide people, especially the elderly, to access and use digital applications.
Meanwhile, the leader of Ben Thanh ward (HCMC) said that the elderly man, who is the Party cell secretary and neighborhood chief in the ward, is actively participating in local government activities, such as implementing policies, promoting digital transformation, and installing online applications.
The ward officials also actively cooperated with the youth union and socio -political organizations to guide people to participate in the "Digital Education for All" movement and carry out administrative procedures online. In particular, focusing on guiding and disseminating applications for information lookup, online administrative procedure settlement, and feedback and recommendations for the elderly, helping the elderly to update their skills and be proactive in receiving and processing information.
Participate in guiding the implementation of administrative procedures
Chairman of the People's Committee of Tan An Hoi Commune (HCMC) Nguyen Thanh Phong said that since the operation of the two-level local government, the elderly uncles and aunts working in the hamlet have actively supported and guided people in carrying out administrative procedures, registering for electronic identification, and using the city's online applications.
In the coming time, the commune will deploy digital skills training activities and propaganda work so that the Party cell secretaries, hamlet chiefs, and front work committees in hamlets can operate better.
