- Currently, ensuring safety conditions for students when participating in traffic by contracted vehicles is always a matter of concern for all levels, sectors and parents. At the same time, to prevent unfortunate incidents that may occur requires strict and consistent management, inspection and supervision from functional agencies, departments, sectors, localities, schools and each family.

For example, in the communes of Van Nham, Huu Lien, Yen Binh (in the old Huu Lung district), students from 3 schools: Huu Lung High School, Van Nham High School and Huu Lung Vocational Education - Continuing Education Center (GDNN - GDTX) regularly use the shuttle bus service, with about 20 vehicles with 29 - 45 seats and nearly 800 students using the service. The owners of these vehicles have proactively registered their businesses, inspected their vehicles, and signed a commitment to ensure safety conditions when traveling.
Having a child using the shuttle service for nearly 2 years, Ms. Hoang Thi Hao, Huu Lien commune, Lang Son province shared: My family has a child studying at Huu Lung Continuing Education Center, nearly 25 km from home, so since my child entered grade 10 in the 2024-2025 school year, my family signed a contract to use the shuttle service, helping my child go to school on time, without worrying about rain or sun. At the same time, I also hope that the authorities and schools will strengthen management and regulations for shuttles to be unified, ensuring effective implementation to ensure effective and safe control of students when dropping them off and picking them up.

Lieutenant Colonel Nguyen Thanh Binh, Deputy Head of the Tung Dien Traffic Police Station, in charge of Traffic Police Team No. 3 (old Huu Lung district), said: Implementing plans and directives from superior leaders on strengthening inspection of school bus operations in the area under the unit's responsibility, from the beginning of 2025 until now, we have proactively inspected 19 vehicles on the conditions of transport business for this type of vehicle such as: badges, age of use, registration period, journey monitoring, surveillance cameras; resolutely not allowing the situation of expired vehicles, drivers without driver's licenses, using vehicles for the wrong purpose, not ensuring safety. Through inspection, basically all vehicles strictly comply with the provisions of the law on school bus transportation as well as ensuring sufficient conditions for vehicles and drivers to participate in traffic.
It is known that currently, not only in schools in the communes of the old Huu Lung district, there is a service of picking up and dropping off students by car, but also in some other wards and communes in the province.
However, according to the reporter's investigation, these are all spontaneous services, simple agreements between the driver (or car owner) and the parents. The information exchanged between the two parties only includes: pick-up and drop-off time; pick-up and drop-off point and amount/month. In addition, there are no requirements, constraints, or signed agreements. Therefore, to ensure the safety of the students, agencies and functional units need to regularly propagate and remind students and parents to only use services from reputable, qualified car companies that meet the conditions prescribed by law.
Lieutenant Colonel Phuong Thuc Dinh, Deputy Head of the Traffic Police Department, Provincial Police, said: To manage this type of transportation business, the department has proactively advised the leaders of the Provincial Police to issue specialized plans. Based on the actual situation, the leaders of the Provincial Police have issued a peak plan to ensure traffic safety and order for school-age children. In which, focusing on solutions such as: Grasping the characteristics of public and private schools, junior high schools, high schools, vocational education and continuing education schools that have activities of picking up and dropping off students by car to coordinate propaganda. Organizing individuals and businesses with vehicles to pick up and drop off students to sign a commitment not to violate regulations on traffic safety and order; not to transport students when the vehicle does not meet the conditions. At the same time, resolutely handle violations. From the beginning of 2025 to now, the force has not detected any cases of traffic safety violations for school buses.
In the coming time, the Traffic Police force will continue to coordinate with local police to strengthen inspection and handling of cases of school buses violating regulations on road traffic safety. In particular, focusing on handling vehicles that have not been granted badges, have expired registration, or have expired usage period, to clear traffic and prevent congestion in front of school gates.
Nowadays, with the increasing density of vehicles, it is necessary for parents to choose the option of sending their children to school by school bus, thereby helping them limit the use of personal vehicles to participate in traffic, reduce traffic violations among school-age children, especially ensuring the safety of their lives while participating in traffic. However, to create a solid trust in parents, students as well as educational institutions, vehicle owners and drivers of school buses also need to further improve their responsibility in the process of picking up and dropping off students, avoiding unfortunate traffic accidents.
