The General Staff requested units to proactively respond to heavy rain and flash floods from Quang Tri to Quang Ngai.

The General Staff of the Vietnam People's Army has just issued urgent dispatch No. 5927/CD-TM dated October 16, 2025 on proactively responding to heavy rains, floods, inundation, flash floods, and landslides in provinces and cities from Quang Tri to Quang Ngai.

According to the bulletin of the National Center for Hydro-Meteorological Forecasting, the area from Quang Tri to Quang Ngai from noon on October 16 to noon on October 18 will have moderate to heavy rain, with rainfall ranging from 70-150mm, locally over 350mm, and in Hue city in some places over 500mm; warning of high intensity (over 200mm/3 hours); from noon on October 18 to noon on October 19, there will be moderate to heavy rain, with rainfall ranging from 50-100mm, locally over 150mm. This heavy rain is likely to last. Heavy rain is likely to cause flooding in low-lying areas, urban areas, and industrial parks; flash floods on small rivers and streams, and landslides on steep slopes.

Implementing the Official Dispatch No. 16/BCĐ-BNNMT dated October 16, 2025 of the National Civil Defense Steering Committee on proactively responding to heavy rains, floods, inundation, flash floods, and landslides, to proactively respond to heavy rains, risks of floods, flash floods, and landslides, ensure people's lives, and limit damage to people's and State's property, the General Staff requests units to continue to thoroughly grasp and strictly implement documents and official dispatches of the Government, Prime Minister, Ministry of National Defense , and General Staff on proactively responding to heavy rains, floods, inundation, flash floods, and landslides, and not to be caught off guard.

Agencies and units proactively check and review response plans and solutions, ensure the safety of barracks and warehouses; strictly maintain the on-duty regime at all levels, the on-duty regime of Call Center 112; when complicated situations and incidents occur, organize additional on-duty teams and implement the reporting regime according to regulations; proactively grasp the weather, meteorology and hydrology situation; coordinate and cooperate with local authorities where troops are stationed and where tasks are performed, ready to mobilize forces and means to promptly and effectively handle situations. After rain and floods, support units help localities and people overcome the consequences of natural disasters, while ensuring the safety of forces participating in performing tasks.

The General Staff requested Military Region 4 and Military Region 5 to direct the Military Commands of provinces and cities to proactively advise local Party committees and authorities, inspect and adjust response plans and options; coordinate with departments, branches and units to be ready to mobilize forces and means to help people evacuate people and property from dangerous areas to safe places; ensure supplies and necessities to support people in key areas where flooding, separation, isolation, flash floods, landslides occur.

The Air Defense - Air Force and the 18th Army Corps inspected and reviewed plans, organized forces and vehicles to be ready to conduct search and rescue flights and transport food and necessities to isolated areas when ordered. The Border Guard directed the Border Guard Commands of provinces from Quang Tri to Quang Ngai to mobilize forces and vehicles to help people overcome the consequences of rain and floods.

In addition, the General Staff also noted that the General Department of Logistics and Engineering, according to its functions and tasks, should strengthen direction, urge, and inspect its subordinate units to do a good job in responding to rain and floods, ensuring the safety of warehouses, factories, weapons and equipment, and well prepare for logistics and technical support for response work; proactively coordinate, issue, and promptly transport supplies and equipment for rescue, and be ready to mobilize forces and means to help localities respond to the consequences of rain and floods.
