On October 16, the Department of Education and Training of Quang Tri issued a document to the People's Committees of communes and wards and school principals requesting to rectify the implementation of collection fees in educational institutions.

Accordingly, over the past time, school units have closely followed the guidance documents of the Department of Education and Training in implementing revenue and expenditure in public educational institutions for the 2025-2026 school year and have done well.

However, in some units, the dissemination, implementation and information on revenues and expenditures are not complete and have not created high consensus among parents.

To end the above situation, the Department of Education and Training of Quang Tri requested the People's Committees of communes, wards and special zones to effectively implement state management of education under the authority and responsibility of the People's Committees at the commune level.

Strengthen the direction, approval, inspection and supervision of revenues and expenditures in educational institutions in the area to ensure the principles of correct collection, proper use of revenues, savings and efficiency.

At the same time, clarify responsibilities and promptly and strictly handle according to the authority of the head of the educational institution if there is a situation of collection that is not in accordance with regulations, or if the plan or budget has not been approved but the collection has been implemented.

Principals and Directors of units under the Department, based on assigned functions and tasks, strictly implement the contents of Instruction 922/HD-SGDĐT of the Department on the implementation of revenue and expenditure.

At the same time, publicize revenues and expenditures according to the provisions of Circular 09/2024/TT-BGDDT.

The Department of Education and Training emphasized that all revenues and expenditures in educational institutions must be widely disclosed to parents clearly and transparently in writing so that parents have full information about revenues and expenditures.

Strictly comply with legal regulations on purchasing goods and services and building school facilities from revenue sources in public educational institutions.

Heads of educational institutions are fully responsible to the superior management agency for the revenues and expenditures in educational institutions. Including revenues outside the state budget and all revenues of mass organizations, parent-teacher representative boards, etc.

Responsible for guiding and supervising the implementation of collection fees in classes; absolutely do not allow classes to implement collection contents that are not in accordance with regulations and the phenomenon of "leveling" when implementing socialized education.
