Tra Tan culvert and 26-3 culvert under the Project to invest in building a saline prevention culvert system at the ends of canals and ditches leading to Tien River on Provincial Road 864, Phase 1, is one of the key projects in the agricultural sector that the province has just started construction on October 20.

The project is invested by the Dong Thap Province Agricultural Construction and Rural Development Project Management Board. The construction value of the project is over 131.2 billion VND. Recognizing the importance of the project, in recent days, the investor has focused on urging contractors to speed up the construction progress. Up to now, the project progress has reached over 20% of the volume.

Provincial People's Committee leaders inspected the progress of Component 2 Project of Provincial Road 864.

Mr. Pham Quang Vinh, Construction Investment Joint Stock Company 40 said that since the project started, the joint venture contractor has focused on a lot of equipment and human resources to construct, ensuring the proposed plan. In the coming time, the contractors will focus on more equipment and human resources to ensure and exceed the construction schedule, thereby putting the project into use soon.

Among the key projects that the province is implementing, Provincial Road 864 Project is one of the projects of great significance in the socio-economic development of the province. Currently, Component 1 and Component 2 projects are being implemented simultaneously.

At the construction site of Project Component 2, from Long Binh to Den Do, the construction atmosphere is very busy. This section is divided into 2 packages, with a total length of about 14.79 km, worth about 487 billion VND. Currently, contractors are focusing on human resources and equipment to speed up construction.

Provincial Road 864 Component 2 Project is ahead of schedule.

Recognizing the important role of the project in the socio-economic development of the province, recently, the investor, the Dong Thap Provincial Traffic Construction Investment Project Management Board, has regularly inspected and urged contractors to speed up the progress of Component 2 Project.

In 2025, the project was allocated 486.32 billion VND in capital, of which 408.33 billion VND has been disbursed, reaching 84%. Currently, the progress of the bidding package from Long Binh to Phuoc Trung is about 62.5%, the progress of the section from Phuoc Trung to Den Do is about 51.33%, exceeding the set schedule.

Director of the Dong Thap Province Traffic Construction Investment Project Management Board Tran Minh Trung said that to speed up the project's progress, the investor will stick to the plan from the beginning. At the same time, he will urge contractors to focus on speeding up the construction progress faster than planned.

As for the Den Do - Tan Thanh section, the unit will coordinate with relevant agencies to speed up site clearance progress, aiming to deploy in early 2026 and complete in 2026. If completed according to this timeline, the project will be nearly 1 year ahead of schedule.

Along with Provincial Road 864 Project, Cao Lanh - An Huu Expressway Construction Project Phase 1 is also one of the key projects that the province is implementing. Cao Lanh - An Huu Expressway Construction Project Phase 1 has a total investment of 7,496 billion VND, including 2 component projects.

Up to now, the construction value of Component Project 1 has reached more than 68% of the construction and installation value. As for Component Project 2, the construction value has reached over 62%. Currently, Dong Thap province is determined to put Component Project 1 into technical traffic on December 19, 2025.

As for Component 2, the province is also striving to open the technical traffic on April 30, 2026. To achieve this goal, the investor and contractors are focusing their efforts on speeding up the construction progress of the items.

Mr. Nguyen Xuan Truong, Consultant, Chief Supervisor of Component 2 Project, said that in the coming time, to speed up the project progress, the unit will proactively source crushed stone aggregate materials. Contractors have gathered about 40,000 m3 of crushed stone at the construction site. This is the decisive source of materials to ensure the project progress.

Contractors have deployed locations not related to weak ground treatment such as: driving Melaleuca piles, cement piles, soil...; culvert locations that do not require loading have been deployed for synchronous construction...

FOCUS ON SPEEDING UP PROGRESS

In 2025, the province's total public investment capital will be over VND 16,390 billion. Of which, local budget capital is over VND 10,648 billion; central budget capital is over VND 5,744 billion. Up to now, the Provincial People's Committee has allocated 100% of the adjusted public investment capital plan for 2025 to departments, branches, sectors and localities.

The Cao Lanh - An Huu Expressway Construction Project Phase 1 is being focused on speeding up progress.

According to the Provincial People's Committee, as of November 26, Dong Thap province has disbursed more than VND9,699 billion, reaching 59.2% of the adjusted capital plan and 72.8% of the plan assigned by the Prime Minister. Of which, local budget capital reached 62.2% of the adjusted plan and 87.4% of the plan assigned by the Central Government; Central budget capital reached 53.6% of the plan.

Investors are focusing on synchronizing solutions to accelerate project progress, striving to disburse 100% of the allocated capital. In 2025, the Project Management Board for Construction Investment in Region 3, Dong Thap province was assigned a capital plan of more than VND 2,124 billion to implement 532 projects. To date, the disbursement progress has reached about 65% of the capital plan.

According to Director of the Construction Investment Project Management Board of Region 3 Nguyen Hoang Khuyen, the unit has developed a detailed disbursement plan for each week. In the coming time, the unit will closely follow the proposed progress plan. One of the important solutions is to focus on urging contractors to focus on speeding up the construction progress. The Board is focusing on and determined to strive to disburse 100% of the capital plan for 2025.

According to the Provincial People's Committee, to ensure the disbursement rate of public investment capital in 2025 and strive to achieve the target of 100% of the plan assigned by the Prime Minister, contributing to promoting the province's GRDP growth for the whole year to reach 8% or more, the Provincial People's Committee assigned the provincial departments, branches, sectors and localities to focus strongly and effectively on a number of key solutions.

Accordingly, regarding site clearance work, the Department of Agriculture and Environment presides over and coordinates with investors and People's Committees of communes and wards to review and thoroughly handle difficulties and problems in site clearance work.

In particular, clearly define the functions, tasks and powers between the investor and the People's Committee at the commune level to avoid overlap and shirking of responsibilities from land recovery notification, survey, inventory, land price determination, to making and approving compensation, support and resettlement plans...

For projects with a policy of stopping implementation, the Provincial People's Committee assigned investors to urgently coordinate with relevant units to carry out the project termination process according to regulations.

For projects with plans to continue implementation, investors must urgently coordinate with relevant units to promptly complete investment procedures to serve as a basis for continuing to implement the project, ensuring completion on schedule, quality and compliance with current regulations.

In capital disbursement, the province will closely monitor the implementation of construction investment and disbursement of projects (especially expressway projects, regional linkage projects, projects using central budget capital) to ensure 100% reduction in disbursement of the 2025 public investment plan.

The Provincial People's Committee requested investors to urgently coordinate with relevant units to repay capital from the Land Development Fund to contribute to increasing the disbursement rate of the 2025 public investment plan in the last months of the year.
