
According to data from the State Bank of Vietnam, Region 13 branch, by the end of October 2025, the bad debt on the balance sheet of credit institutions in Dong Thap and Tay Ninh provinces was more than 16,000 billion VND, an increase of 54.80% compared to the beginning of the year; the bad debt ratio on the balance sheet was at 3.15%.
Increasing bad debt not only directly affects credit activities, but also negatively impacts local socio -economic development and poses potential risks to the financial and banking system.

Therefore, civil judgment enforcement plays a particularly important role in handling bad debts, especially in the stages of enforcement, handling secured assets and coordinating with prosecution agencies to ensure the legitimate rights and interests of credit institutions.
At the conference, the State Bank of Vietnam, Region 13 Branch, Dong Thap Province Civil Judgment Enforcement and Tay Ninh Province Civil Judgment Enforcement signed a Coordination Regulation to enhance responsibility and improve the quality of coordination between the State Bank of Vietnam, Region 13 Branch and the Civil Judgment Enforcement agencies of the two provinces.

Accordingly, the parties will focus on a number of key contents such as: Exchanging and providing information on banking activities and the situation of civil judgment enforcement related to credit; propagating and disseminating the law; providing professional guidance and resolving complaints and denunciations; organizing the verification of judgment enforcement conditions; coordinating the enforcement of cases related to credit and banking activities.
The signing of the Coordination Regulations is expected to contribute to removing difficulties and obstacles in the process of enforcing civil judgments, supporting credit institutions to speed up debt collection, thereby maintaining operational safety and contributing to the stability of the financial and banking system in the area.
