Closing the 50th Session of the National Assembly Standing Committee: Completing a huge amount of work

On the afternoon of October 17th, at the National Assembly building, under the chairmanship of National Assembly Chairman Tran Thanh Man, the Standing Committee of the National Assembly concluded its 50th session.

Complete a huge amount of work

In his closing remarks, National Assembly Chairman Tran Thanh Man stated that after 6.5 days of intensive work, the 50th session of the National Assembly Standing Committee had completed a very large volume of work, in the final stage of preparation for the 10th session - the last session of the 15th National Assembly, with 40 items considered and discussed directly at the session and a number of other items given opinions and decided in writing.

Specifically, the Standing Committee of the National Assembly gave its final opinions on the preparations for the 10th Session; reviewed and commented on 23 draft laws and resolutions, and 7 issues related to supervision, socio -economic affairs, foreign affairs, and personnel matters to be submitted to the National Assembly at the 10th Session.

The Standing Committee of the National Assembly considered and adopted six resolutions within its jurisdiction, specifically concerning: tax policy, budget allocation, organization of People's Councils, and elections of National Assembly and People's Council representatives.

The Standing Committee of the National Assembly also gave its opinion on the Government's submission seeking feedback on the draft Decree stipulating some specific policies for the development of the missile industry; and the handling of outstanding land lease debts of public non-business units.

"The submitting and reviewing agencies demonstrated a very high sense of responsibility, thorough preparation, and smooth coordination before presenting at the session; as a result, most of the basic contents achieved high consensus and agreement," the Speaker of the National Assembly noted.

The Chairman of the National Assembly requested that relevant agencies promptly review and finalize the dossiers and documents, ensuring quality, and submit them to National Assembly deputies within the stipulated timeframe. Regarding resolutions already approved by the Standing Committee of the National Assembly, a thorough review is requested, followed by submission to the Chairman of the National Assembly for signature and certification, ensuring timely issuance, especially those resolutions serving the upcoming elections for National Assembly and People's Council deputies.

According to the Speaker of the National Assembly, with only 3 days left until the opening of the 10th session, the volume of work to be presented at this session is particularly large; The meeting time is continuous and lasts until mid-December. In addition, up to now, there are still 8 contents that have been included in the program of the 10th Session, but the agencies are still rushing to complete the documents, the National Assembly Standing Committee has not yet commented (the draft Law on Specialized Courts at the International Financial Center; the draft Law on Artificial Intelligence; the Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law; the draft Resolution of the National Assembly on special mechanisms and policies to implement Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation; the draft Resolution of the National Assembly stipulating special mechanisms on a number of policies and guidelines in Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development; investment policies for the next phase of the Target Program National target program on new rural construction, sustainable poverty reduction, socio-economic development in ethnic minority and mountainous areas; investment policy for the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035; investment policy for the National Target Program on health care, population and development for the period 2026 - 2035).

Therefore, during the Session, the National Assembly Standing Committee will continue to hold a number of meetings to review and comment on the contents already included in the Program and some other contents (if requested by the Government); at the same time, comment on the reception and revision of draft laws and resolutions before submitting them to the National Assembly for voting and approval.

The National Assembly Chairman said that at the end of December, the National Assembly Standing Committee will also hold another meeting to review and decide on a number of tasks within its authority (such as: approving the National Assembly Standing Committee's Work Program for 2026; reviewing and evaluating the results of implementing the foreign affairs and international cooperation program; summarizing the 10th Session of the 15th National Assembly and giving initial opinions on the preparation for the 1st Session of the 16th National Assembly...).

The Standing Committee of the National Assembly plans to allocate three Saturdays during the session to organize: a forum on lawmaking; the first National Emulation Congress of the National Assembly; and a conference to disseminate information on election work.

The Chairman of the National Assembly noted that the Government, the Supreme People's Court, ministries, and relevant agencies should urgently complete the dossiers and documents for the relevant contents in a timely manner to send them to the Standing Committee of the National Assembly and the National Assembly's agencies, so as not to affect the progress and quality of the session.

Furthermore, the National Assembly's agencies and the National Assembly Office need to focus intensely on ensuring the successful and effective organization of the 10th Session; maximizing proactiveness and close coordination; strengthening discipline and order; and ensuring that all content submitted to the National Assembly is meticulously prepared, has a solid political, legal, and practical basis, and is approved by the National Assembly with a high percentage of votes in favor. Documents and reports must be concise, clear, and focused. All preparations for the session, from logistics, information, communication, citizen petitions, voter outreach, document preparation, and session management, must be carried out thoroughly and meticulously.

Emphasizing that in recent days, many localities across the country have suffered successive waves of natural disasters, storms, floods, landslides, and widespread flooding, causing heavy damage and significantly affecting people's lives, the Chairman of the National Assembly stated that in the coming time, the Politburo will conduct a preliminary review of Directive No. 42-CT/TW dated March 24, 2020, of the Party Central Committee on strengthening the Party's leadership over the work of preventing, responding to, and overcoming the consequences of natural disasters. The Chairman of the National Assembly requested that the Government, localities, and relevant sectors continue to focus resources and provide emergency support to affected areas, restore production, and stabilize livelihoods; review and improve policies and laws on disaster prevention and control, and respond to climate change, ensuring sustainable development.

Clarify the resources and estimated budget for implementation.

Previously, on the afternoon of October 17, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.

Based on a review of current problems, difficulties and inadequacies in the health sector, the draft Resolution is expected to focus on solving breakthrough and strategic issues to promptly institutionalize Resolution 72-NQ/TW of the Politburo; including a group of policies on reducing health care costs for people; a group of policies on regimes, policies on salaries and allowances for health workers; a group of policies on specialized training in the health sector; a group of policies and solutions on land, taxes and finance.

In its preliminary review, the National Assembly's Committee on Culture and Social Affairs agreed on the purpose and perspective of drafting the Resolution; and concurred with the Government's proposal to submit the Resolution to the National Assembly for promulgation using a simplified procedure.

Through discussion, members of the National Assembly Standing Committee proposed that the Government urgently complete the draft Resolution dossier; in which, it is necessary to pay attention to fully supplementing component reports, impact assessments, specific explanations of resources and expected implementation costs; consulting opinions, carefully reviewing the content of the draft Resolution with relevant current laws as well as laws in the process of being amended and supplemented; ensuring the breakthrough nature of the draft Resolution; perfecting regulations on reducing medical costs for people; financial policies, land and tax policies need to be clear and in accordance with regulations.

*In this afternoon's session, the Standing Committee of the National Assembly gave its opinion on the draft Resolution amending and supplementing Resolution No. 107/2023/QH15 dated November 29, 2023, of the National Assembly on the application of supplementary corporate income tax under the global anti-base erosion provisions.
