The Hanoi People's Committee has just issued a plan to address bottlenecks in urban order and to build communes and wards that ensure order, discipline, and civility.
In the document, the city requested that communes and wards thoroughly understand the spirit of the City Party Secretary's directive: "Don't raise difficulties - only discuss solutions," clearly defining the roles and responsibilities of each unit and force. From there, clearly assign people, tasks, and areas. Ensure the plan is maintained continuously without interruption or bottlenecks.

The Hanoi People's Committee has requested that communes and wards identify four bottlenecks in urban order in order to develop solutions. These bottlenecks include legal issues; infrastructure issues; public awareness and compliance with legal regulations; and issues related to coordination and management mechanisms at the grassroots level.
The plan also clearly states that urban order requirements must include eliminating illegal makeshift markets and temporary stalls, as well as preventing violations involving the encroachment of roads and sidewalks for business purposes. Any use of roads and sidewalks for purposes other than traffic must be licensed in accordance with regulations.
Vehicles on sidewalks are neatly arranged in accordance with regulations. Parking areas must be licensed, marked with lines, have posted prices, and operate within the permitted area; cashless payment methods must be used in accordance with regulations, and there should be no illegal parking areas.
The city also requires that shops, stores, offices, houses, and street-front buildings be well-maintained and clean. Signs and advertisements must be installed in the correct size and location, ensuring urban aesthetics.
The system of trees, flowerbeds, and lawns is well-maintained and neatly trimmed, with no branches or leaves obstructing visibility or obscuring traffic signs and signals. The roads and sidewalks are clean, free of accumulated waste; waste is collected on time and in designated areas; there are no unauthorized garbage collection points.
