To address the pollution problem, the Chairman of the Hanoi People's Committee requested the Department of Agriculture and Environment to: Implement emergency measures under the coordination of the Ministry of Agriculture and Environment in cases of severe air pollution across regions, provinces, and borders.
Proactively advise the City People's Committee on mechanisms for coordinating with provinces and cities in the region in controlling inter-regional and inter-provincial air pollution.
Immediately conduct a comprehensive inspection of all solid waste treatment facilities; require units to ensure continuous operation and prevent the release of dust and odors. Report the results weekly in December 2025.
Supervise environmental sanitation maintenance contracts according to the hierarchical structure to ensure sanitation quality on key routes; require communes and wards to report results monthly. Instruct environmental sanitation units to increase dust suppression spraying and road cleaning.
Department of Construction: Strengthen strict supervision, requiring 100% of construction sites to have rigorous dust control measures (shielding, washing vehicles after leaving the site, spraying mist to reduce dust, etc.); loose construction waste must be covered, sealed, or bagged at collection points on the construction site and during transportation to ensure that dust is not released into the environment; build a dust monitoring system (sensors, cameras) at 100% of construction projects larger than 1 hectare; completion by December 2025.
Instruct investors and contractors of construction projects to install fixed misting systems to reduce dust in densely populated residential areas (at high-rise buildings); to be completed by December 2025.
The presiding authority, in coordination with the Hanoi Police and the People's Committees of communes and wards, should proactively organize campaigns to inspect and handle construction and transportation activities in the area that pose a high risk of dust dispersal.

Hanoi City Police: Organizing a concentrated campaign to inspect and strictly and publicly handle violations such as: transporting construction materials without proper covering, causing material spillage; and illegal burning of industrial solid waste and household waste, especially in craft villages and villages with traditional crafts.
The technical infrastructure should be synchronized promptly with AI-integrated security cameras and traffic surveillance cameras to facilitate inspection, monitoring, and timely detection and strict handling of violations.
People are advised to limit outdoor activities when the VN_AQI is at a high level.
The Department of Health is requested to coordinate with media outlets, newspapers, and the People's Committees of wards and communes to advise people (especially the elderly, children, and those with underlying respiratory conditions) to minimize outdoor activities during periods when the VN_AQI is high in order to protect their health.
Proactively develop disease response plans, requiring healthcare facilities in the city center and areas at risk of air pollution to have contingency plans in place with equipment and resources to be ready to respond and serve the public in case of severe air quality deterioration affecting the respiratory systems of many people.
Department of Education and Training: Announce and guide schools to limit outdoor activities for students during hours and days when air quality is at a "poor" level or worse; temporarily suspend or adjust students' learning time when the Department of Agriculture and Environment issues a severe air pollution warning.

Department of Ethnic Minorities and Religion: Launching a campaign to raise awareness and encourage religious and spiritual establishments, places of worship, and the public to reduce the burning of votive paper; developing long-term plans and strategies to change people's habits and ultimately eliminate the burning of votive paper.
Chairpersons of the People's Committees of communes and wards: Direct relevant agencies to strengthen inspection and supervision of construction sites in their areas, requiring investors and construction units to collect, transport, and process solid waste in accordance with regulations; strictly handle vehicles transporting construction materials and waste without proper covering, causing spillage on the road; and handle acts of burning household solid waste, straw, and agricultural by-products in violation of regulations, causing environmental pollution.
Based on the actual air pollution levels in the area, proactively direct environmental sanitation units to: increase the frequency of street sweeping and dust removal; use specialized vehicles to spray water to wash roads and suppress dust at main traffic arteries and urban gateways.
Street washing and vacuuming should be prioritized during off-peak hours (night and early morning, before 6 am daily) to ensure effectiveness, reduce dust accumulation before peak traffic hours, and avoid congestion.
Review, strictly manage, and organize environmental inspections of industrial waste sources and activities involving incineration in craft villages and industrial production facilities within the assigned administrative areas; especially recycling facilities (in craft villages); to be completed before December 15, 2025.
The Chairpersons of the People's Committees of wards and communes are responsible to the Chairperson of the People's Committee of Hanoi City if the burning of garbage and votive paper, or the improper collection and dumping of waste and debris, causes air pollution in their areas.
For manufacturing facilities that release large volumes of dust and exhaust gases into the environment and are of a type that poses a risk of environmental pollution:
Review and ensure that exhaust gas treatment systems are operating efficiently and effectively at this time; absolutely no untreated wastewater should be discharged into the environment under any circumstances; Complete this before December 31, 2025.
Increase the frequency of equipment inspections and maintenance to prevent malfunctions in exhaust gas treatment systems and environmental protection facilities during periods of air pollution.
Based on the actual air pollution levels, adjustments should be made to reduce operating capacity or reschedule production processes that generate a lot of dust/emissions (such as furnace blowing, furnace startup, raw material grinding, etc.) to times with more favorable weather and climate conditions.
