On the internet, there has been a surge in youth groups and associations engaging in illegal street racing, reckless driving, and the use of weapons to disrupt public order; there have been instances of students possessing weapons and highly lethal tools; and some students have been found to be purchasing and using firecrackers illegally, posing a danger to life and threatening public security and order. The Chairman of the Provincial People's Committee directs and assigns responsibilities:
1. The departments, agencies, units, and localities listed in the "To" section, according to their functions, duties, and authority, are responsible for organizing and implementing the following tasks:
- Continue to effectively implement Directive No. 02/CT-TTg dated January 26, 2024, of the Prime Minister on strengthening coordination between schools, families, and society in preventing and combating school violence, and preventing crime and social evils among students.
- Strengthen the dissemination and education of laws to the people, especially students, through diverse, rich, appropriate, and effective forms. Focus on disseminating specific content, such as: the Law on Road Traffic Safety, the Law on Drug Prevention and Control, the Law on Cybersecurity; the prevention and control of social evils, the prevention and control of school violence, the rights and obligations of citizens, etc.
- Strengthen management and promote cooperation between accommodation establishments for students and schools and families in managing students in the area.
- Focus on exploiting and utilizing cultural institutions, building a living environment in the community, and creating a green, clean, beautiful, safe, and friendly school cultural environment, ensuring adequate facilities to enhance healthy physical, cultural, and recreational activities for children, students, and university students.
2. The Department of Education and Training, Tan Trao University, Thai Nguyen University Branch in Ha Giang , Tuyen Quang College of Technology, Ha Giang College of Technology, and the People's Committees of communes and wards are responsible for:
a) Continue to effectively implement Resolution No. 71-NQ/TW dated August 22, 2025, of the Politburo on breakthroughs in education and training development; and Directive No. 29-CT/TW dated January 5, 2024, of the Politburo on universal education, compulsory education, adult literacy, and promoting student streaming.

b) Continue to thoroughly understand and strictly implement the regulations, tasks, and solutions regarding coordination between families, schools, and society in ensuring a safe, healthy, and friendly educational environment; preventing and combating school violence; preventing crime and violations of the law; educating on ethics, lifestyle, cultural conduct, and life skills for students, as stipulated in documents of the Party, Government, Prime Minister, and the Ministry of Education and Training.
c) Review, revise, supplement, or issue new regulations on coordination between schools, families, and society in preventing school violence, crime, and social evils among students, in accordance with local realities.
d) To pay attention to, support, and create favorable conditions for school administrators, teachers, and staff to carry out work on moral education, lifestyle, school culture, life skills, psychological counseling, social work, prevention of school violence, and prevention of crime and social evils among children, students, and university students. To direct the development, pilot implementation, and expansion of models of coordination between schools, families, and society in preventing school violence, crime, and social evils among students and university students under their management.
d) Directing schools and educational and vocational training institutions under its management:
- Promote training and enhance the sense of responsibility and professional ethics of teachers and educational administrators; strengthen discipline, order, and democracy in schools; complete and effectively implement the code of conduct in all educational institutions; effectively implement solutions to ensure security, order, and safety in schools; prevent, deter, and remedy factors that pose a risk to safety; ensure absolute physical and mental safety for teachers and students in educational institutions and vocational training institutions; closely coordinate between schools, families, and local authorities in managing and educating students and building a safe, healthy, friendly educational environment, preventing and combating school violence.
- Coordinate with local agencies and departments to build and synchronize a data management system for student information in the area to monitor, promptly receive information, coordinate processing, and compile statistics and reports on violations of the law and social evils, and acts of school violence related to children, students, and university students.
- Promote the dissemination of legal education; educate on ethics, lifestyle, life skills, and life values through integrated teaching in subjects, organizing experiential activities, cultural and artistic events, physical education and sports, and establishing clubs suitable to the actual conditions of the school to meet the needs for healthy recreation and entertainment for students; effectively implement psychological counseling for students, paying attention to the education of students with special circumstances; strengthen the organization of meetings and dialogues between school leaders and parents, students, and teachers to promptly grasp information, thoughts, aspirations, and emerging problems, and promptly resolve them thoroughly with the best goal for students.
Students and teachers should continue to publicize the hotline to receive and promptly handle information related to school security, safety, and school violence.
e) Organize inspections, monitoring, and evaluations of the coordination between schools, families, and society in preventing school violence, crime, and social vices among students; detect and strictly handle, in accordance with the law, organizations and individuals that disrupt school security and safety, and publicly disclose the results of the handling.
3. Provincial Police
- Strengthen measures to ensure security, safety, and social order in school areas. Effectively implement the system of regular meetings on school security, order, and safety with the government and educational institutions.
- Closely coordinate with education management agencies and educational institutions to guide training, disseminate legal information, and educate on legal awareness regarding various types of crimes, social evils, and acts of abuse, violence, and exploitation against children, students, and university students.
- Coordinate with the education sector, local authorities, departments, organizations, and families in investigating and handling cases involving students involved in social vices or criminal acts, ensuring safety and educational value.
- Coordinate with the education sector to manage data and information; regularly and promptly inform educational institutions about the situation of law violations and social evils related to children, students, and university students; and expand the model of crime prevention clubs in schools.
- Regularly inspect, review, detect, combat, and handle violations of the law related to the enforcement of traffic safety regulations, public disorder, and the illegal use of narcotics in school areas, bars, karaoke venues, and nightclubs; dismantle drug use hotspots and gathering places, etc.
4. Department of Culture, Sports and Tourism
- Continue to effectively implement Decision No. 2238/QD-TTg dated December 30, 2021, of the Prime Minister approving the "Strategy for the Development of Vietnamese Families until 2030".
- Strengthen propaganda efforts, emphasizing the role and responsibility of families and cultural organizations in coordinating with schools; enhance the role of cultural institutions in preventing school violence, crime, and social evils; develop guidance materials, communication channels, and training courses to improve educational capacity for parents, children, youth, students, and university students in ethnic minority and mountainous areas, and areas with particularly difficult socio-economic conditions.
5. Department of Health
Strengthen coordination with the Education sector to guide and organize school health work, ensuring physical and psychological health care and disease prevention for children, students, and university students in educational and training institutions; coordinate training and guidance on issues related to sex education, reproductive health, and drug prevention in schools; protect children, students, and university students from the risk of accidents and injuries; develop solutions to manage and prevent the use of tobacco and e-cigarettes; and establish inter-sectoral coordination regulations in the prevention, control, and intervention for children, students, and university students who are victims of school violence, crime, and social evils.
6. People's Committee of the commune/ward
- Directing the effective implementation of social welfare work; establishing a system of regular meetings on security, order, and safety in schools with the school administration and local police. Commending and rewarding exemplary and effective collaborative models between schools and local departments, organizations, and associations, and replicating them.
- Directing agencies, units, and organizations in the area to closely coordinate with educational institutions in the work of disseminating information, managing, and educating students to effectively prevent and stop school violence and build a safe and healthy educational environment.
