Proposal to separate the compensation and resettlement content of Ninh Thuan nuclear power project into an independent project

To facilitate the implementation of investment and construction of the Ninh Thuan 1 and Ninh Thuan 2 Nuclear Power Plant projects, the People's Committee of Khanh Hoa province proposed separating the compensation, support, resettlement, and site clearance contents into independent projects.

On October 17, a Government delegation led by Minister of Justice Nguyen Hai Ninh had a working session with the People's Committee of Khanh Hoa province on the production and business situation in the area, nuclear power projects, and the implementation of two-level local government.

Proposal to supplement regulations on safety distances for nuclear power plants

Regarding the two nuclear power plant projects Ninh Thuan 1 and Ninh Thuan 2, at the working session, the leader of Khanh Hoa Department of Finance representing the People's Committee of this province proposed that the Government soon issue a resolution allowing the separation of compensation, support, resettlement, and site clearance into independent projects and assign Khanh Hoa province to organize implementation according to its authority.

Khanh Hoa Provincial People's Committee also proposed that the Government consider adding specific regulations on safe distances, areas prohibited from residential use, and areas restricted from residential use for nuclear power plants in the draft Government resolution.

Regarding the adjustment of investment policies for two nuclear power plant projects, the province proposed that the Prime Minister direct investors to promptly report on the adjustment of project investment policies to create a legal basis for land recovery.

In addition, Khanh Hoa Provincial People's Committee also proposed many issues related to socio-economics, tourism, two-level local government...

There must be a unified understanding of resolutions related to nuclear power plant projects.

Concluding the meeting, Minister of Justice Nguyen Hai Ninh said that with its strength as an energy center and possession of nuclear power plant projects, Khanh Hoa has full room for economic development.

Regarding the recommendations related to the nuclear power plant project regarding safety distance, Mr. Ninh said that the Ministry of Justice will have opinions to thoroughly handle this matter.

Regarding the proposal to separate the compensation and resettlement content of the Ninh Thuan nuclear power project into an independent project, Mr. Ninh suggested that Khanh Hoa must continue to review to ensure compliance with legal regulations.

Meanwhile, regarding compensation and support for assets for people on land related to nuclear power plant projects, Deputy Minister of Finance Nguyen Duc Tam requested that the province must unify the understandings related to the issued resolution. If there are any problems, the province must make a document for guidance from superiors.

In addition, the Minister of Justice also highly appreciated Khanh Hoa's operation of a two-level local government, but it is still necessary to review and arrange a team of officials with appropriate expertise, especially in areas such as construction, land, etc.

On the same morning, Minister of Justice Nguyen Hai Ninh conducted a field survey at the core area where the Ninh Thuan 2 nuclear power plant will be built in Thai An village, Vinh Hai commune (Khanh Hoa province).

Here, Mr. Nguyen Hai Ninh listened to people's opinions and wishes related to compensation, support, resettlement and livelihood stabilization policies after the project was temporarily suspended.
