Hanoi breaks through in the new era with 43 targets and 3 strategic breakthroughs

After three days of serious and urgent work, promoting the spirit of democracy, solidarity and a high sense of responsibility towards the Party Committee and people of the Capital, on the afternoon of October 17, the 18th Congress of the Hanoi Party Committee for the 2025-2030 term successfully ended.

Attending the closing session were comrades: Tran Cam Tu, Politburo member, Standing member of the Secretariat; Phan Dien, former Politburo member, former Standing member of the Central Party Secretariat; leaders of Party committees and the Central Office, the working delegation of the Editorial Team of the 14th Party Congress Document Subcommittee; city leaders, former city leaders and 550 typical delegates, representing nearly 500,000 party members of 136 party committees under the City Party Committee.

With a sense of responsibility, promoting democracy and concentrating intelligence, the Congress elected the 18th City Party Executive Committee consisting of 75 comrades. At the first meeting, the 18th City Party Executive Committee elected the Standing Committee of the City Party Committee, the Secretary of the City Party Committee, Deputy Secretaries of the City Party Committee, members of the City Party Committee's Inspection Committee, and Chairman of the City Party Committee's Inspection Committee. Comrade Bui Thi Minh Hoai was re-elected as Secretary of the 18th Hanoi Party Committee for the 2025-2030 term.

In her closing speech, Politburo member and Secretary of the Hanoi Party Committee for the 18th term, Bui Thi Minh Hoai, said that with the theme "Promoting the thousand-year-old tradition of civilization and heroism; uniting to build a clean and strong Party organization; pioneering and making breakthroughs in the new era; developing a civilized, modern and happy Capital", along with the motto of solidarity, democracy, discipline, breakthrough development and absorbing valuable guidance from General Secretary To Lam, the Congress passed a Resolution with development goals including 5 major viewpoints, 4 groups of targets including 43 specific targets, 3 breakthroughs and 10 key tasks and solutions of the City Party Committee in the period of 2025-2030, with a vision to 2045.

Comrade Bui Thi Minh Hoai emphasized that in the coming time, the world and regional situation is forecast to continue to develop complicatedly. Besides advantages and great opportunities, Hanoi also faces many difficulties and challenges. Thoroughly grasping the direction of General Secretary To Lam, in order to effectively implement the goals and development directions of the Capital in the coming term, she requested that, immediately after the Congress, the 18th City Party Committee, Party committees of communes, wards, Party organizations under the City Party Committee, agencies, departments, branches and unions of the city should promptly start to concretize and direct the implementation of the Congress Resolution in a synchronous, timely and effective manner and the Action Program to implement the Congress Resolution.

“The process of studying and thoroughly implementing the Resolution of the Congress and the Action Program of the Congress must be associated with the development of specific action programs for each locality and unit, resolutely implementing, doing it quickly, effectively, and thoroughly in performing tasks. In particular, we must be determined to strictly implement the direction of General Secretary To Lam at the City Party Congress, determined to fundamentally resolve traffic congestion, air pollution, pollution in rivers, and flooding in the inner city and suburban areas,” Secretary of the Hanoi Party Committee Bui Thi Minh Hoai stated.

At the closing session, the Congress passed the Resolution of the 18th City Party Congress; the Action Program to implement the Resolution of the 18th City Party Congress; and elected 64 delegates to attend the 14th National Congress of the Party.

The Resolution of the Hanoi Party Congress clearly states the viewpoints, goals, targets, tasks, and key solutions for the 2025-2030 term, in which the goal by 2030 is that Hanoi will be a "Cultured - Civilized - Modern" Capital, green, smart, a place where cultural quintessence converges, deeply integrated internationally, highly competitive, and has a development level on par with the capitals of developed countries in the region. Hanoi is the center and driving force for the development of the Red River Delta, the Northern region, a growth pole with a leading role in the country's economy, with influence in the region; a major economic and financial center; a leading center of culture, education and training, healthcare, science, technology, and innovation; stable politics and society, a peaceful city, happy people.

By 2045, Hanoi Capital will be a globally connected city with a high standard of living and quality of life; comprehensive, unique and harmonious economic, cultural and social development, representing the whole country; with a development level on par with the capitals of developed countries in the region and the world. GRDP per capita will reach over 36,000 USD.

Based on the viewpoints and development requirements of the Capital by 2030, the Congress identified 43 main targets (10 economic targets, 18 socio-cultural targets, 12 urban and environmental targets and 3 targets on Party building); 3 development breakthroughs (focusing on building and perfecting the Capital's development institutions; developing, exploiting and effectively using high-quality human resources and attracting talents; developing a modern, smart and connected infrastructure system) and 10 key groups of tasks and solutions.

The Resolution clearly stated: It is necessary to immediately concretize the 7 tasks that General Secretary To Lam directed at the Congress; assign the 18th City Party Executive Committee to study, absorb, and develop a specific Plan to direct the organization and effective implementation of the General Secretary's instructions.

Fully absorbing the directions of General Secretary To Lam, the Action Program to implement the Congress Resolution approved at the closing session has put forth tasks, projects, plans, and contents to concretize the viewpoints, guidelines, policies, goals, tasks, and key solutions set forth in the Congress Resolution; assigning specific tasks to the presiding agency, coordinating agency, implementation time, completion time, and output products for each specific content and task.

The entire City Party Committee thoroughly grasps the motto of action directed by the General Secretary: "Hanoi does what it says - do it quickly, do it correctly, do it effectively, do it to the end". This is also the message of action of the 18th City Party Committee Executive Committee, and also a call to all cadres, party members and people of the Capital.

Welcoming the success of the 18th Hanoi Party Congress, term 2025-2030, on the evening of October 17, at Dong Kinh Nghia Thuc Square (Hoan Kiem ward), a special art program "Hanoi - Thousand-year spirit - Rising to shine" will take place.
