Hanoi makes breakthroughs in the new era with 43 targets and 3 strategic breakthroughs.

After three days of serious and urgent work, demonstrating a spirit of democracy, unity, and a high sense of responsibility to the Party Committee and people of Hanoi, the 18th Congress of the Hanoi City Party Committee for the 2025-2030 term concluded successfully on the afternoon of October 17th.

Attending the closing session were comrades: Tran Cam Tu, Member of the Political Bureau and Standing Secretary of the Central Committee; Phan Dien, former Member of the Political Bureau and former Standing Secretary of the Central Committee; leaders of Party committees and the Central Office; the working group of the Editorial Team of the Subcommittee on Documents for the 14th Party Congress; city leaders, former city leaders, and 550 exemplary delegates representing nearly 500,000 Party members from 136 Party committees under the City Party Committee.

With a sense of responsibility, promoting democracy, and pooling collective wisdom, the Congress elected the 18th City Party Committee, consisting of 75 members. At its first meeting, the 18th City Party Committee elected the Standing Committee of the City Party Committee, the Secretary of the City Party Committee, the Deputy Secretaries of the City Party Committee, the members of the City Party Committee's Inspection Committee, and the Chairman of the City Party Committee's Inspection Committee. Comrade Bui Thi Minh Hoai was re-elected as the Secretary of the Hanoi City Party Committee for the 18th term, 2025-2030.

In her closing remarks, Politburo member and Secretary of the Hanoi Party Committee for the 18th term (2025-2030), Bui Thi Minh Hoai, stated that with the theme "Promoting the thousand-year tradition of culture and heroism; uniting to build a clean and strong Party Committee; pioneering and breakthrough in the new era; developing a civilized, modern, and happy capital city," along with the motto of unity, democracy, discipline, breakthrough development, and incorporating the valuable guidance of General Secretary To Lam, the Congress adopted a Resolution with development goals including 5 major viewpoints, 4 groups of indicators comprising 43 specific targets, 3 breakthroughs, and 10 key tasks and solutions of the city's Party Committee for the period 2025-2030, with a vision to 2045.

Comrade Bui Thi Minh Hoai emphasized that, in the coming period, the global and regional situation is expected to continue to be complex. Alongside significant opportunities and advantages, Hanoi also faces many difficulties and challenges. Deeply understanding the directives of General Secretary To Lam, and to effectively implement the goals and directions for the development of the Capital City in the next term, she requested that, immediately after the Congress, the 18th City Party Committee, the Party committees of communes and wards, Party organizations under the City Party Committee, agencies, departments, and mass organizations of the city promptly begin to concretize and direct the synchronized, timely, and effective implementation of the Congress Resolution and the Action Program for implementing the Congress Resolution.

“The process of studying and implementing the Resolution and Action Program of the Congress must be linked to building specific action programs for each locality and unit, with decisive implementation, speed, efficiency, and thoroughness in carrying out tasks. In particular, we must be determined to strictly implement the directives of General Secretary To Lam at the City Party Congress, and resolutely resolve and fundamentally address traffic congestion, air pollution, river pollution, and flooding in the inner city and suburban areas,” Hanoi Party Secretary Bui Thi Minh Hoai stated.

At the closing session, the Congress adopted the Resolution of the 18th City Party Congress; the Action Program to implement the Resolution of the 18th City Party Congress; and elected 64 delegates to attend the 14th National Congress of the Party.

The Resolution of the Hanoi City Party Congress clearly outlines the key viewpoints, objectives, targets, tasks, and solutions for the 2025-2030 term. Among these, the goal is for Hanoi to become a "Cultural, Civilized, and Modern" capital by 2030 – green, smart, a hub of cultural excellence, deeply integrated into the international community, highly competitive, and with a level of development comparable to the capitals of developed countries in the region. Hanoi will be the center and driving force for development in the Red River Delta and the Northern region; a growth pole leading the national economy and having regional influence; a major economic and financial center; a leading center for culture, education and training, healthcare, science, technology, and innovation; a politically and socially stable city, a peaceful city, and a happy people.

By 2045, Hanoi, the capital city, will be a globally connected city with a high standard of living and quality of life; its economy, culture, and society will be comprehensively, distinctively, and harmoniously developed, representative of the whole country; and its level of development will be on par with the capitals of developed countries in the region and around the world. The average GRDP per capita will exceed US$36,000.

Based on the development perspective and requirements of the Capital City until 2030, the Congress identified 43 key targets (10 economic targets, 18 socio-cultural targets, 12 urban and environmental targets, and 3 targets on Party building); 3 development breakthroughs (focusing on building and perfecting the institutional framework for the Capital City's development; developing, exploiting, and effectively utilizing high-quality human resources and attracting talent; developing a modern, smart, and connected infrastructure system) and 10 groups of key tasks and solutions.

The resolution states: It is necessary to immediately concretize the 7 tasks that General Secretary To Lam directed at the Congress; assigning the Executive Committee of the City Party Committee, 18th term, to study, absorb, and develop a specific plan to direct and organize the effective implementation of the General Secretary's directives.

Fully incorporating the directives of General Secretary To Lam, the Action Program for implementing the Congress Resolution, adopted at the closing session, outlined tasks, projects, and contents to concretize the viewpoints, guidelines, policies, objectives, tasks, and key solutions set forth in the Congress Resolution; it specifically assigned responsibilities to the lead agency, coordinating agencies, implementation timelines, completion deadlines, and outputs for each specific content and task.

The entire Party Committee of Hanoi City has thoroughly grasped the action motto directed by the General Secretary: "Hanoi says it and does it - does it quickly, does it correctly, does it effectively, and does it to the end." This is also the action message of the 18th term of the Hanoi City Party Committee, and a call to action to all cadres, Party members, and people of the Capital City.

To celebrate the successful conclusion of the 18th Congress of the Hanoi City Party Committee, term 2025-2030, a special art program titled "Hanoi - The Spirit of a Thousand Years - Rising to Shine" will be held on the evening of October 17th at Dong Kinh Nghia Thuc Square (Hoan Kiem Ward).
