Conclusion No. 198-KL/TW: The Politburo agrees on the policy of periodically evaluating cadres every quarter, every year and suddenly when required.

On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued the Politburo's Conclusion on the policy of evaluating leaders and managers in the political system (Conclusion No. 198-KL/TW, dated October 8, 2025).

The conclusion stated: At the meeting on October 3, 2025, reviewing the report of the Central Organizing Committee on the situation of the cadre team under the management of the Politburo and Secretariat (Report No. 87-BC/BTCTW, dated October 1, 2025), the Politburo concluded as follows:

1. Basically agree with the contents of the Report. To continue to innovate, improve efficiency and clearly define the authority and responsibility of Party committees and organizations in the management and evaluation of cadres, to meet the requirements of the new situation, the Politburo agreed on the policy of conducting periodic cadre evaluations every quarter, every year and suddenly when required.

2. Evaluation of leaders and managers at all levels

(1) For positions under the management of the Politburo and the Secretariat

Pursuant to current regulations (Regulation No. 366-QD/TW, dated August 30, 2025 of the Politburo on reviewing, evaluating and classifying the quality of collectives and individuals in the political system; Regulation No. 377-QD/TW, dated October 8, 2025 of the Politburo on decentralization of management and planning, appointment, nomination, temporary suspension, resignation, dismissal of cadres and related regulations), the standing committees of provincial Party Committees, city Party Committees, and Party Committees directly under the Central Committee (Party Committees: Central Party agencies; Government; National Assembly ; Fatherland Front, Central mass organizations; Central Military Commission; Central Public Security Party Committee); the standing committees of Party Committees of ministries, branches, and collective leaders of agencies and units directly under the Central Committee directly managing cadres shall implement the following contents and requirements:

- Periodically conduct quarterly assessments of cadres under the management of the Politburo and Secretariat according to regulations, focusing on the following main contents and criteria:

(i) Political qualities, ethics, lifestyle; implementation of working regulations, principles of democratic centralism, self-criticism and criticism, and responsibility to set an example; building internal solidarity,...

(ii) Results of leadership, direction, management, organization of implementation of assigned targets and tasks and the level of completion of affiliated organizations, agencies and units within the scope of responsibility; for existing problems and limitations in performing assigned tasks, it is necessary to analyze, evaluate, clarify objective and subjective causes and propose remedial measures.

(iii) Propose to classify the level of task completion for cadres; at the same time, recommend competent authorities to consider transferring or assigning other work to cadres who have violated, committed shortcomings or failed to fulfill assigned duties and tasks.

- Periodically report results to the Politburo and the Secretariat (through the Central Organizing Committee) before the 15th of the last month of each quarter.

(2) For positions of Party committees, Party organizations, agencies and management units

- Party committees, party organizations, and collective leadership of agencies and units, based on current regulations, are responsible for focusing on leading, directing, and implementing quarterly periodic assessments of cadres under their management, focusing on the contents and orientation criteria stated in section (1); at the same time, based on the classification of task completion levels for cadres, consider and decide on transferring and arranging other work for cadres who have violated, had shortcomings, or failed to fulfill assigned duties and tasks.

- Periodically report to the Politburo and the Secretariat on the results of cadre assessment (through the Central Party Office) every quarter before the 30th of the last month of each quarter; at the same time, send to the Central Organizing Committee for monitoring, synthesis, and reporting to competent authorities when requested.

(3) Central Organizing Committee Meeting

Pursuant to current regulations and on the basis of the reporting results and proposals of Party committees, Party organizations, and collective leadership of agencies and units: (i) Periodically every quarter, synthesize and report to the Politburo and the Secretariat on the situation of quarterly classification and assessment of cadres under the management of the Politburo and the Secretariat at agencies, units and localities. (ii) Closely coordinate with the Central Inspection Commission, Party committees, Party organizations, collective leadership of agencies and units and relevant agencies to propose the transfer, assignment and arrangement of other work for cadres who have violated, made mistakes or failed to fulfill their assigned duties and tasks according to regulations.

In the process of implementation, if there are any problems, please promptly report to the Politburo and the Secretariat (through the Central Organizing Committee) for consideration according to regulations.
