To continue to innovate, improve efficiency and clearly define the authority and responsibility of Party committees and organizations at all levels in the management and evaluation of cadres, meeting the requirements of the new situation, the Politburo agreed on the policy of conducting periodic cadre evaluations every quarter, every year and suddenly when required.
For positions under the management of the Politburo and Secretariat, the Politburo requires quarterly assessments, focusing on a number of key contents and criteria.

These criteria include political qualities, ethics, lifestyle; implementation of working regulations, principles of democratic centralism, self-criticism and criticism, and responsibility to set an example; building internal solidarity...
The results of leadership, direction, management, organization of implementation of assigned targets and tasks and the level of completion of affiliated organizations, agencies and units within the scope of responsibility are also criteria for evaluating leaders under the management of the Politburo and Secretariat.
In addition, the Politburo requested an assessment of existing problems and limitations in the implementation of assigned tasks; analysis and clarification of objective and subjective causes and proposal of remedial measures.
The Standing Committees of provincial Party Committees, municipal Party Committees, Party Committees directly under the Central Committee and the Standing Committees of Party Committees of departments, ministries, branches and agencies under the Central Committee that directly manage cadres need to propose classification of the level of task completion for cadres; at the same time, recommend that competent authorities consider transferring or assigning other work to cadres who have committed violations, shortcomings or failed to fulfill assigned duties and tasks.
The Politburo requires periodic reporting of results to the Politburo and the Secretariat (through the Central Organizing Committee) before the 15th of the last month of each quarter.
For positions representing Party committees, Party organizations, agencies and management units, Party committees, Party organizations and collective leadership of agencies and units, based on current regulations, are responsible for focusing on leading, directing and implementing quarterly periodic assessments of cadres under their management.
In particular, the Politburo noted to focus on the above contents and orientation criteria. At the same time, based on the classification of the level of task completion for cadres, it will consider and decide to transfer and arrange other work for cadres who have violated, had shortcomings or failed to fulfill assigned duties and tasks.
The results of cadre assessment must be periodically reported to the Politburo and the Secretariat every quarter before the 30th of the last month of each quarter; at the same time, sent to the Central Organizing Committee for monitoring, synthesis, and reporting to competent authorities when requested.
The Central Organizing Committee is assigned to periodically synthesize and report to the Politburo and the Secretariat on the classification and evaluation of cadres under the management of the Politburo and the Secretariat at agencies, units and localities every quarter.
This agency also needs to closely coordinate with the Central Inspection Commission , Party committees, Party organizations, unit leaders and relevant agencies to propose transfers, assignments and other work arrangements for cadres who have violated, committed shortcomings or failed to fulfill assigned duties and tasks according to regulations.
