Two-level local government has been put into order, meeting the requirements and aspirations of people and businesses.

The workshop was attended by delegates representing the Department of Local Government Organization, Ministry of Home Affairs ; representatives of the People's Council, People's Committee, Vietnam Fatherland Front Committee of the city; representatives of a number of departments, branches, localities and a number of universities in the city.

Since July 1, 2025, the two-level local government model has officially come into operation. From the strong policy of the Politburo and the Central Executive Committee, on the legal basis of the breakthrough resolutions of the National Assembly, implementing the drastic directions of the Government, Ho Chi Minh City after the merger has quickly stabilized, focused on consolidating and perfecting the organization to ensure the operation of the two-level local government model to be streamlined, strong, effective and efficient.

Speaking at the workshop, Ms. Nguyen Truong Nhat Phuong, Vice Chairman of the Ho Chi Minh City People's Council, said that after nearly 6 months of implementation, from the city to each commune, ward, and special zone, each cadre, civil servant, public employee, and worker has made efforts to adapt, improve their qualifications, and complete their tasks well. Up to now, many issues regarding organization, operating regulations, and institutions have basically stabilized and become routine, meeting the requirements and aspirations of the people and businesses.

According to Ms. Nguyen Truong Nhat Phuong, since the beginning of July 2025, the City People's Council has always accompanied the City People's Committee in reviewing and issuing resolutions, creating a solid legal basis to ensure the smooth operation of the entire government from the city to the grassroots. In particular, the City People's Council has continuously had many survey and supervision delegations at the commune-level government to promptly detect shortcomings and propose to competent authorities to remove them. Many resolutions have been issued by the City People's Council to unify the regime and policies, strongly decentralize and delegate power to most effectively implement the functions and tasks of each agency and unit.

Besides the advantages and achievements, the operation of the two-level local government model still has some bottlenecks, many tasks need to be completed to better meet the requirements of people and businesses and make the best use of the city's resources in a new development space.

The workshop received 30 scientific articles from lecturers of law training institutions and experts directly involved in the field of law-making and legal research.

At the workshop, delegates focused on discussing the results of operating two-level local governments, especially current difficulties, and at the same time, from practice, proposed solutions to continue improving the operational efficiency of two-level local governments in the new period.

In particular, the workshop heard three important presentations: "Results of implementation and operation of the two-level local government model" by Master Nguyen Thi Tu Thanh, Deputy Director of the Department of Local Government (Ministry of Home Affairs); "Review and completion of mechanisms and policies under the authority of local governments after administrative unit arrangement" by a representative of the Legal Committee of the City People's Council; "Evaluation of Vietnamese law and recommendations for improvement after the process of realizing the two-level government model" by Associate Professor, Dr. Cao Vu Minh, Faculty of Law, University of Economics and Law

The opinions discussed at the workshop as well as in the papers sent to the Organizing Committee are all dedicated research, responsible suggestions to contribute to the completion of regulations to improve the efficiency of operations, the quality of public human resources, and promote the autonomous role of the commune level in the process of operating the two-level local government model. This is the data for the City People's Council delegates to have more information to serve the discussion, questioning and supervision activities in the City People's Council meetings.

According to Ms. Nguyen Truong Nhat Phuong, in the long term, the City People's Council will continue to coordinate with Ho Chi Minh City National University and its member universities, research institutes, and universities to have many coordination activities between state managers and schools, scientists, businesses, and people. The activities are not only limited to the legal field but also to economics, budget, culture, and society. Thereby, helping to improve the operational efficiency of the People's Council and its committees, while also providing more practical input data for research at institutes and schools.
