Combining scientific research and management to effectively respond to tasks in the new situation

Combining research and training with management work is a solution that contributes to standardizing staff capacity, innovating thinking, creating breakthroughs in advisory work, and improving the quality of policy advisory to meet tasks in the new situation.

The Party's consistent viewpoint and strategic vision clearly identify advanced, modern science and technology and high-quality human resources as breakthrough factors that directly promote sustainable development. It can be said that these are key factors and driving forces for socio-economic development. Science and technology are the core foundation that provides the means, knowledge and solutions to create innovation, while high-quality human resources have the necessary capacity and skills to apply and develop those advances, contributing to promoting economic growth, improving the quality of life and solving national and global challenges.

The Politburo issued Resolution No. 57-NQ/TW on science and technology development, innovation and digital transformation, and Resolution No. 59-NQ/TW on international integration in the new situation, considering science and technology as the key driving force, and innovation as the factor that overcomes current limitations.

For scientists currently holding leadership positions in agencies advising on policy and law development, planning and implementation, promoting the role of scientific research and training specialized human resources is an important factor contributing to innovation in thinking and improving work efficiency.

Among those recognized by the State Council of Professors as meeting the standards for the title of Professor and Associate Professor in 2025, there are 2 Associate Professors currently holding leadership positions in specialized state management agencies. Linking research and training with management work is a solution to contribute to innovation in thinking and improve the quality of policy advice to meet tasks in the new situation.

In the health sector, Associate Professor, Dr. Nguyen Tri Thuc is currently the Deputy Minister of Health. He was the former Director of Cho Ray Hospital. In addition to his management work, Associate Professor, Dr. Nguyen Tri Thuc has a long history of achievements in scientific research and training, especially in the field of Internal Medicine - Cardiology.

In scientific research, he is an expert in arrhythmia and heart failure, a pioneer in the application of modern implant devices; presided over the completion of research topics (including 2 ministerial-level topics); published many scientific articles (with 9 articles in prestigious international journals) and published a number of monographs.

Regarding training, he actively participates in teaching and providing specialized training in cardiovascular intervention at major medical schools, successfully guiding many graduate students and postgraduate students.

In the field of integrated resource management and protection of the marine and island environment, Associate Professor, Dr. Nguyen Duc Toan is currently the Director of the Vietnam Sea and Islands Administration. Associate Professor, Dr. Nguyen Duc Toan has 19 years of experience in training and fostering. He has successfully guided many doctoral students and master's students; published 55 scientific articles (including 7 articles in prestigious international journals); published reference books; edited many training programs and documents; participated in scientific topics at all levels (including 1 State-level topic).

Associate Professor, Dr. Nguyen Duc Toan also created conditions for staff, lecturers, and students to participate in scientific research and graduate internships, as well as contributed to promoting cooperation between domestic and international training institutions and the Vietnam Administration of Seas and Islands.

At work, he plays a key role in leading, directing and organizing the successful implementation of important political tasks of the unit, typically Resolution No. 139/2024/QH15 of the National Assembly on National Marine Spatial Planning and Decision No. 1117/QD-TTg of the Prime Minister approving the Master Plan for exploitation and sustainable use of coastal resources, which are tasks implemented for the first time in Vietnam.

It is clear that in the fields of specialized management, scientific research provides solid theoretical and practical arguments, ensuring the scientific nature of policy making. At the same time, closely linking management work with high-quality human resource training will contribute to standardizing staff capacity, creating breakthroughs in advisory work, and improving the effectiveness and efficiency of state management.

Therefore, it is necessary to strongly promote scientific research and training activities as a foundation to improve the quality of state management policy advice. Especially when scientists are leaders and managers in state agencies, creating a positive spillover effect, contributing to building a public service culture and ethical standards among cadres, party members and staff of the unit.
