
After more than 10 years of implementing Resolution No. 29-NQ/TW on fundamental and comprehensive innovation in education and training, many positive results have been recorded. Vietnam is among the 21 countries that have achieved the United Nations' sustainable development goals by 2030 on quality education.
However, education and training still have many limitations and have not really become the key driving force for the country's breakthrough development. There are large differences in access to education between regions and target groups. The teaching staff and facilities in many places do not meet the requirements.
In the 2020-2025 term, the Central Committee directed to prioritize resources to improve the quality of education and training in disadvantaged areas. Accordingly, the Politburo decided to exempt all tuition fees for students from kindergarten to high school in public schools nationwide.
At the meeting on July 17, 2025, the Politburo agreed on the investment policy to build primary and secondary boarding schools in 248 land border communes.
Implementing the policy of the Politburo, the Government Party Committee leads and directs ministries, branches, functional agencies and localities to seriously implement it. Lang Son is a mountainous border province with more than 80% of students being ethnic minorities. In the 2025-2026 school year, the Party Committee of the Department of Education and Training of Lang Son urgently implements tuition exemption for all levels; reviews and prepares adequate facilities and teaching equipment; balances resources, integrates national target programs to prioritize investment in schools in border areas, disadvantaged areas and ethnic minority areas.
According to Mr. Hoang Quoc Tuan, Director of the Department of Education and Training, exempting tuition fees and building border boarding schools contributes to improving the quality of teaching and learning in disadvantaged areas.
In addition to prioritizing investment resources and promptly resolving immediate difficulties, the Central Committee issued Resolution No. 71-NQ/TW on breakthroughs in education and training development, which identified fundamental solutions to eliminate the gap between regions, moving towards synchronous and comprehensive education development.
In the group of tasks of institutional innovation, creating special and outstanding mechanisms and policies for education and training development, the Resolution clearly states: Increase 100% of preferential vocational allowances for teachers in particularly difficult areas, border areas, islands, and ethnic minority areas. Thoroughly grasping the spirit of Resolution No. 71-NQ/TW, Party committees and authorities at all levels urgently concretize it with action plans and programs suitable to practical conditions and circumstances.
The Standing Committee of Quang Ninh Provincial Party Committee issued an Action Program to implement Resolution No. 71-NQ/TW, which strengthens the direction of building specific and outstanding mechanisms and policies for education and training development, implementing the principle of "leaving no one behind".
Based on the assessment of needs and actual conditions, build boarding schools in ethnic minority, disadvantaged and border areas, ensuring practicality and effectiveness. Encourage socialization and attract investment in education development; plan and build at least one specialized school for children and students with disabilities.
The efforts of Party committees and authorities at all levels in implementing the Party's policies on education and training for mountainous, border and island areas are contributing to narrowing the gap in education and training between regions, creating a foundation for synchronous and comprehensive development towards the goal of building a modern national education system on par with the region and the world according to the Draft Document submitted to the 14th National Party Congress.
