Speaking to VietNamNet reporters, the leader of the Ha Tinh Department of Education and Training said that the 2025 recruitment period received more than 1,900 applications, of which 1,846 were valid. After two rounds of exams, the education sector recruited 271/279 targets, with 180 teachers recruited for primary schools alone.
Applying a new recruitment method: Register by job position
According to the Department of Education and Training of Ha Tinh , in previous years, the recruitment of teachers (from kindergarten to junior high school) was assigned by the Department of Home Affairs to the districts. The district organized the exam, then considered the scores from high to low and assigned teachers to communes and schools.
However, this method has many limitations. The district only knows the total number of teachers lacking, but cannot determine how many each school lacks. Therefore, the allocation is still inadequate: Some schools are lacking but are not supplemented, while schools with surplus teachers continue to receive more teachers.
From this year, after implementing the two-level government model, the Department of Education and Training has switched to recruiting based on job positions for preschool and secondary schools. Accordingly, candidates must register their wishes to attend their desired school before taking the exam.
The Department believes that this method has many advantages: The process is public and transparent; successful candidates are assigned to the correct place as registered, avoiding the situation of "requesting to transfer" causing disruption after the exam; candidates proactively choose a location near or far from their residence; those who voluntarily register will commit to long-term attachment to the school.
However, candidates only know the quota of each school, but do not know how many people have applied to take the exam. "If you do not get into the school you registered for, even if your score is higher than the standard score of another school, but you do not register your wishes, you will not be accepted," said a representative of the Department of Education and Training.

Feedback from candidates and parents: High scores still fail
Immediately after the results were announced, some candidates burst into tears because despite their high scores, they were not admitted, while candidates with lower scores were admitted.
Ms. NTĐ (Thach My commune) said that her daughter graduated with honors in Primary Education, with 67.1 points and ranked 132nd in Ha Tinh province in the group of primary school culture teachers, but still did not pass the exam.
According to Ms. D, her daughter applied for her first choice at Thach Bang Primary School, which only had 3 spots but had a large number of applicants. Her second choice at Thach Kim Primary School was also not accepted because the school had already filled its spots. Because applying to two schools with high competition, even though the student had good grades, she was not accepted.
Ms. D. said that in the past, recruitment was considered from high to low scores, not depending on wishes like now, so candidates with high scores were almost never eliminated.
“If we had applied the old method, my daughter would have definitely passed. Failing both of her wishes while having a high ranking score made her depressed. The family had to encourage her to continue studying and wait for the next recruitment period,” said Ms. D.
Ms. NTA, a primary school teacher in Ha Tinh, said her niece also failed this year's recruitment exam.
According to Ms. A, candidates must choose a school before taking the exam, while the test scores are only known afterwards, so problems can easily arise. “Some people with high scores but apply to schools with few quotas and many applications, so they fail to pass. On the contrary, candidates with lower scores but choose schools with many quotas are admitted. This method does not reflect the quality of recruitment,” she said.
This female teacher believes that candidates cannot know the competition ratio, the ability of their opponents or the expected benchmark score, and cannot change their preferences after the exam, making the results depend heavily on luck.
To ensure the quality of the team and balance the human resources, Ms. A. proposed to organize a common exam and then consider the scores from high to low; then qualified candidates will be assigned to work positions in order of score. "Education cannot rely on luck, it is necessary to choose the right people with the right abilities," said this female teacher.
What does the Department of Education and Training of Ha Tinh province say?
In response to concerns that high-scoring candidates still failing could cause the province to “miss out” on good teachers, the leader of the Department of Education and Training said that any regulation has its limitations.
According to the Department of Education and Training, candidates with high scores but fail are usually only a few points better than those who pass. “If they were truly excellent, they would have been admitted. For outstanding cases, the province has its own attraction mechanism and has recruited 12/26 excellent applications through interviews,” said a representative of the Department of Education and Training.
The Department of Education and Training leaders admitted that the fact that “high-scoring candidates fail” is something that worries the industry. The Department will compile opinions and report to the Ministry of Home Affairs in the upcoming meeting. However, thoroughly resolving the current recruitment problems “will be very difficult”.
