Responsibility for receiving citizens and handling citizens' petitions

The Politburo has just issued Conclusion No. 215-KL/TW dated November 23, 2025 on amending and supplementing Regulation No. 11-QDi/TW dated February 18, 2019 of the Politburo on the responsibility of heads of Party committees at all levels in receiving people, having direct dialogue with people and handling people's reflections and recommendations.

According to Conclusion No. 215-KL/TW, the Politburo requires that in a month, the head of the provincial Party Committee receives people at least one day; the head of the commune Party Committee receives people at least two days. Based on the actual situation of the Party Committee, locality, and unit, the head of the Party Committee arranges and publicly announces a fixed time to receive people in a month.

At Ninh Binh Provincial Party Committee, in the new context after the merger, the work of receiving citizens, handling people's reflections and recommendations, and resolving complaints and denunciations is always identified as a key and regular task.

The Provincial Party Standing Committee has strengthened its direction to Party committees, agencies and units to pay attention to implementation. According to the Provincial Party Office, with its functions and tasks as a specialized agency to advise and assist the Provincial Party Committee, the Office and the Provincial Party Committee's Internal Affairs Committee have closely coordinated to effectively perform the work of receiving citizens, handling people's feedback and recommendations, and resolving complaints and denunciations.

The Provincial Party Committee Office has advised and issued regulations on receiving, classifying, processing and resolving complaints, denunciations, recommendations and reflections sent to the Provincial Party Committee, the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee, the Provincial Steering Committee for Anti-Corruption, Wastefulness and Negativity; regulations on the responsibility of the Provincial Party Committee Secretary in receiving people, having direct dialogue with people and handling people's reflections and recommendations; regulations on coordination between agencies and units in receiving, classifying and processing complaints, denunciations, recommendations and reflections of citizens; documents on leadership and direction of citizen reception, complaint and denunciation settlement, ensuring safety, security and order to serve party congresses at all levels and the 14th National Party Congress...

Party committees under the Provincial Party Committee issued documents specifying Regulation No. 11-QDi/TW, and at the same time considered the results of public reception and complaint and denunciation settlement as one of the criteria to evaluate the capacity and work efficiency of heads of agencies and units.

For petitions sent to the Provincial Party Committee, the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Office shall promptly coordinate with the Provincial Party Committee's Internal Affairs Committee to receive and process them within the prescribed time limit, and at the same time monitor, supervise, and handle the petitions and report the results to the Provincial Party Committee Standing Committee.

The Provincial Party Standing Committee established a working group to review and inspect the settlement of a number of complicated and prolonged complaints, denunciations, petitions and reflections in the province.

Party committees at all levels include the work of receiving citizens, dialogue, and handling citizens' reflections and recommendations in their work programs and annual inspection and supervision programs; enhance the responsibility of heads of Party committees and authorities in leading, directing, and organizing the implementation of the work of receiving citizens and handling citizens' reflections and recommendations.

During the period from June 2022 to January 2025, the Office coordinated with the Provincial Party Secretary to receive 66 calls/148 citizens at the Provincial Citizen Reception Office according to regulations; received 14 calls/125 citizens during the period from February 2025 to July 2025.

During the process of receiving and directly dialogue with citizens, the Provincial Party Secretary listened to their opinions and feedback, requested agencies and units to respond, clarify and promptly direct the resolution of people's recommendations and feedback; promptly resolved content with clear, specific grounds, within his authority; clearly understood the causes of the arising frustrations and complaints.

Thereby, a number of cases that have lasted for many years have been resolved, contributing to stabilizing political security in the province; handling situations with large, complicated, and prolonged citizen groups making complaints and denunciations at the gate of the Provincial Party Committee headquarters.

However, there are still difficulties, some cases are pending, complicated and prolonged; many cases have been resolved by competent authorities according to the provisions of law but citizens continue to file complaints, in particular there are cases of deliberately pursuing complaints at the headquarters of Party and State agencies.

These will continue to be the contents that require synchronous and drastic coordination, promoting lessons learned so that Ninh Binh can further enhance the effectiveness of citizen reception, handling of citizens' reflections, recommendations, complaints and denunciations in the new situation.
