
Specifically: Resolution of the National Assembly Standing Committee guiding the determination of the expected structure, composition and allocation of the number of candidates nominated for election to People's Councils at all levels for the 2026-2031 term; Resolution of the National Assembly Standing Committee stipulating the number of Vice Chairmen of People's Councils, Vice Heads of People's Councils at provincial and communal levels and the arrangement of full-time People's Council deputies at provincial and communal levels.

Ensure that at least 35% of candidates for deputies are female.
Previously, the National Assembly Standing Committee listened to Minister Pham Thi Thanh Tra briefly present the Government's two Submissions on two draft Resolutions.
According to the Submission on the draft Resolution guiding the determination of the expected structure, composition and allocation of the number of candidates nominated for election to People's Councils at all levels for the 2026-2031 term, female candidates must ensure that they account for at least 35% of the official list of candidates at each level; strive for an election rate of about 30% of the total number of People's Council delegates at each level. Candidates for deputies who are non-Party members must strive to account for at least 10% of the official list of candidates nominated for election at each level.

For candidates who are young delegates (under 42 years old), strive to achieve a rate of not less than 15% in the official list of candidates recommended for election at each level; for People's Council delegates for the 2021 - 2026 term re-elected, strive to achieve a rate of not less than 30% in the official list of candidates recommended for election at each level.
According to the Draft Resolution on the number of Vice Chairmen of the People's Council, Vice Heads of the People's Council at the provincial and communal levels and the arrangement of full-time delegates of the People's Council at the provincial and communal levels. Each Committee of the People's Council at the communal level is calculated to have an average of 2 Vice Heads of the Committee. At the same time, the Standing Committee of the People's Council at the provincial level, based on the orientation of the Standing Committee of the Provincial Party Committee and the City Party Committee, is assigned to decide specifically the number of Vice Heads of the People's Council at each communal level administrative unit to ensure that the total number of Vice Heads of the People's Council at the communal level of the province or city does not exceed the total number calculated according to the average framework prescribed above.
In the summary report of the 2 Verification Reports, Chairman of the Delegation Work Committee Nguyen Thanh Hai said that the draft Resolutions basically followed the Conclusions and Directives of the Politburo, the Secretariat, and the Party's regulations on organizational structure; at the same time, some contents have been adjusted to suit the new regulations of the Law on Election of National Assembly Deputies and People's Council Deputies and the 2-level local government organization model; creating a legal basis to help localities take the initiative in arranging the number of full-time People's Council deputies at the provincial and communal levels in accordance with the actual situation of the locality...

Regarding the determination of the number of People's Council delegates at all levels, the Delegation Work Committee agrees with the provisions in Point a, Clause 1, Article 2 of the draft Resolution on determining the number of People's Council delegates elected in each administrative unit based on the population of each administrative unit and based on population statistics in the National Population Database. However, it is recommended that the time for determining population data be calculated up to August 31, 2025 to be consistent with the population data provided by the Ministry of Public Security to the National Assembly Standing Committee to calculate the allocation of People's Council delegates, in order to ensure consistency in the use of population data.
The Delegation Work Committee found that the determination of the number of Vice Chairmen of the People's Council and Vice Heads of the People's Council Committee stipulated in the draft Resolution closely followed Conclusion No. 187-KL/TW dated August 29, 2025 of the Politburo and the Secretariat on the orientation of the number of deputies of agencies and organizations in the political system. However, in addition to the criteria stated in Conclusion 187-KL/TW, the regulation of the number of deputies at the local level needs further analysis on the scale, nature, location, and classification of the administrative unit (special-type and type I administrative units have more deputies than type II and type III).
Appropriate scale, responsibility requirements, and people's representation needs at each level
Speaking at the meeting, National Assembly Chairman Tran Thanh Man emphasized that these are two very important contents to prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; he requested that the guidance on the structure, composition, and allocation of the number of candidates for People's Councils at all levels must adhere to the Party's guidelines and regulations, especially recent regulations to serve the two-level local government, as well as Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Party Congress.

National Assembly Chairman Tran Thanh Man also noted that the issuance of these Resolutions aims to promptly create a legal basis for localities to prepare for elections, in accordance with newly issued legal regulations, and overcome limitations and shortcomings. The selection of candidates must ensure representation and effectiveness, and note that "whatever the structure, it must be of quality".
Stating specific requirements, the National Assembly Chairman suggested that, first, it is necessary to determine a flexible candidate structure that both ensures the principle of representation and is suitable to actual conditions. “Innovation not only ensures a reasonable structure according to the list of social organizations, professions, armed forces, and public service units, but also needs to pay attention to capacity, specialized areas, and connections with local government activities, ensuring the quality of activities,” the National Assembly Chairman suggested.
Second, regarding the balance between the number of full-time and part-time delegates, it is necessary to limit the number of full-time delegates to suit the streamlining. However, if the People's Council's ability to monitor and supervise in depth is reduced, it needs to be recalculated. Therefore, it is necessary to review and clearly define the tasks, mechanisms, responsibilities, and working regime for full-time delegates to avoid waste.
Third, regarding the candidacy ratio, the balance, and the selectivity, the Law on the Election of National Assembly Deputies and People's Council Deputies requires that the candidates recommended must be higher than the number of deputies to be elected by a certain percentage to ensure selection and competition. However, in reality, many places, when preparing the candidate list, have an insufficient balance. Therefore, the Resolution needs to emphasize that determining the required balance must be considered according to the characteristics of each locality.
Fourth, ensure the structure of non-party members, young people, and ethnic women, but with operational capacity.
Fifth, transparency and accountability must be ensured to promote the effectiveness of the People's Council's operations. People's Council delegates are not only representatives, but must be truly responsible to the people.
Sixth, continue to review and calculate regulations to ensure transition in the arrangement of administrative units and need a stable roadmap, especially for localities with small areas in remote areas.
Seventh, regarding the geographical location and specific capacity of delegates, in addition to general standards, it is necessary to consider criteria such as specific geographical location, understanding of the region, knowing the language, agricultural economy, urbanization, and encouraging candidates with high professional capacity.
National Assembly Chairman Tran Thanh Man also proposed promoting the fields of science, innovation and digital transformation, applying artificial intelligence (AI) in the selection of delegates and the structure of specialized cadres at the provincial and communal levels. At the same time, develop detailed guidelines with a set of criteria for effective capacity; implement a substantive training program for young non-party delegates; increase the application of data transparency technology, consider applying data of the Ministry of Public Security in election work and reorganize the apparatus.
In her concluding remarks, Vice Chairwoman of the National Assembly Nguyen Thi Thanh requested the Ministry of Home Affairs and the Delegation Affairs Committee to coordinate in studying and continuing to perfect the two draft Resolutions before submitting them to the National Assembly Chairman for signing and promulgation. In particular, it is important to note the adjustment of the age regulation to determine candidates as young delegates (under 40 years old), ensuring consistency with the conclusions of the Politburo and the Secretariat; pay attention to legislative techniques in the regulation on the number of Vice Chairmen of the People's Councils and Vice Heads of the People's Councils at the commune level...
At the meeting, 100% of the members of the National Assembly Standing Committee present approved the Resolution of the National Assembly Standing Committee guiding the determination of the expected structure, composition and allocation of the number of candidates nominated for election to People's Councils at all levels for the 2026-2031 term; the Resolution of the National Assembly Standing Committee stipulating the number of Vice Chairmen of the People's Councils, Vice Heads of the People's Councils at the provincial and communal levels and the arrangement of full-time People's Council deputies at the provincial and communal levels.
