Rare earth is currently a special commodity, creating a great impact on defense, security, and diplomacy worldwide, leading to the need for strict management mechanisms.

On the afternoon of October 14, continuing the 50th session, the National Assembly Standing Committee gave opinions on the Draft Law on Amendments and Supplements to a number of articles of the Law on Geology and Minerals. Among them, there was an opinion that rare earths should be managed by a special mechanism.

According to the proposal, rare earths will be considered special strategic resources, which can only be investigated, explored, exploited and processed according to national strategies, ensuring rationality, economy and efficiency. This activity must be carried out by organizations and enterprises designated or permitted by the State; absolutely no raw exports.

Deputy Prime Minister Tran Hong Ha affirmed the Government's view that rare earths should become strategic minerals, with their own management mechanism linked to security and national defense.

The regulations will be specific from the stages of exploration, exploitation to processing, technology import and export and project completion. The State will assign a central agency with sufficient capacity, qualifications and technology to be responsible for unified management.
