Speaking at the Thanh Hoa Provincial Party Congress on the morning of October 15, Prime Minister Pham Minh Chinh said that this congress is a political event of special importance, a milestone marking a new development step of Thanh Hoa province on the journey of accompanying the nation, firmly entering the era of prosperity, civilization, prosperity and happiness of the country.

According to the Prime Minister, looking back at the 2020-2025 term, Thanh Hoa has achieved many important and quite comprehensive results in all fields. The average GRDP growth rate reached 10.24%/year, ranking fourth in the country. State budget revenue is always among the top 10 provinces and cities in the country.

Entering a new development phase, Prime Minister Pham Minh Chinh emphasized that Thanh Hoa needs to focus on five key tasks.

Firstly, build Thanh Hoa into a model province, effectively implement Resolution 58 of the Politburo and Resolution 37 of the National Assembly; review and adjust development programs in line with the national strategy.

Second, improve the leadership capacity and fighting strength of party organizations and party members, build a clean, strong, and comprehensive political system; promote digital transformation, build a creative government that serves the people.

Third, do a good job in personnel work, considering it the "key task of the key". The province needs to select the right people and assign the right tasks; encourage dedicated, devoted and self-sacrificing cadres for the common development.

Fourth, develop the economy rapidly and sustainably, promote restructuring, innovate the growth model, develop green economy, digital economy, and circular economy. Thanh Hoa needs to soon implement phase 2 of the Nghi Son Refinery and Petrochemical Complex, invest in transport infrastructure, especially the North-South expressway and high-speed railway, and form 4 dynamic economic centers: Nghi Son, Sam Son, Bim Son, and Lam Son.

Fifth, develop culture and society in conjunction with ensuring social security, focusing on education and healthcare, especially in mountainous, remote and isolated areas; develop cultural and entertainment industries, considering these as strong endogenous resources.

Regarding national defense, security and foreign affairs, the Prime Minister requested Thanh Hoa to continue building a national defense posture associated with a people's security posture and a solid "people's hearts posture", while expanding foreign relations, building a border of peace, friendship, cooperation and sustainable development with Laos.

"Promoting the glorious revolutionary tradition, with the will of self-reliance, solidarity and aspiration to rise up, I believe that the Party Committee, government, army and people of Thanh Hoa province will successfully complete the goals set by the congress, contributing to building Thanh Hoa into a model province, a new growth pole of the country."
