Conclusion No. 198-KL/TW: Agreeing on the policy of periodically evaluating cadres every quarter and every year

The conclusion states: At the meeting on October 3, 2025, considering the report of the Central Organizing Committee on the situation of cadres under the management of the Politburo and the Secretariat (Report No. 87-BC/BTCTW, dated October 1, 2025), the Politburo concluded as follows:

1. The Politburo generally agrees with the contents of the Report. To continue innovating, improving efficiency, and clearly defining the authority and responsibilities of Party committees and organizations at all levels in the management and evaluation of cadres, meeting the requirements of the new situation, the Politburo unanimously agrees on the principle of conducting cadre evaluations periodically on a quarterly and annual basis, and on an ad hoc basis when required.

2. Evaluation of leaders and managers at all levels

(1) For positions under the management of the Politburo and the Secretariat

Based on current regulations (Regulation No. 366-QĐ/TW, dated August 30, 2025, of the Politburo on reviewing and evaluating the quality of collectives and individuals in the political system; Regulation No. 377-QĐ/TW, dated October 8, 2025, of the Politburo on decentralization of management and planning, appointment, nomination, temporary suspension, resignation, dismissal of cadres, and related regulations), the Standing Committees of provincial and city Party Committees, Party Committees directly under the Central Committee (Party Committees of: Central Party Agencies; Government; National Assembly ; Fatherland Front, Central Mass Organizations; Central Military Commission; Central Public Security Party Committee); the Standing Committees of Party Committees of ministries, departments, and agencies, and the collective leadership of agencies and units directly under the Central Committee that directly manage cadres shall implement the following contents and requirements:

- Quarterly evaluations will be conducted for officials under the management of the Politburo and the Secretariat of the Central Committee, focusing on the following key contents and criteria:

(i) Political qualities, ethics, and lifestyle; implementation of working regulations, the principle of democratic centralism, self-criticism and criticism, and the responsibility of setting an example; building internal solidarity,...

(ii) Results of leadership, direction, management, and organization of the implementation of assigned targets and tasks, and the level of completion by subordinate organizations, agencies, and units within the scope of responsibility; for existing shortcomings and limitations in the performance of assigned tasks, it is necessary to analyze, evaluate, clarify objective and subjective causes, and propose corrective measures.

(iii) Propose a performance rating for officials; and recommend that the competent authority consider transferring or assigning officials who have committed violations, shortcomings, or failed to fulfill their assigned duties to other positions.

- Regularly report the results to the Politburo and the Secretariat (through the Central Organization Department) before the 15th of the last month of each quarter.

(2) For positions under the management of Party committees, Party organizations, agencies, and units.

- Party committees, party organizations, and collective leadership of agencies and units, based on current regulations, are responsible for focusing on leading, directing, and implementing the quarterly periodic evaluation of cadres under their management, focusing on the contents and criteria outlined in item (1); at the same time, based on the classification of the level of task completion for cadres, consider and decide on transferring or assigning other work to cadres who have violations, shortcomings, or have not completed their assigned responsibilities and tasks.

- Periodically, on a quarterly basis, report the results of cadre evaluations to the Politburo and the Secretariat (through the Central Party Office) before the 30th of the last month of each quarter; at the same time, send the report to the Central Organization Department for monitoring, compilation, and reporting to the competent authority when requested.

(3) Hand over to the Central Organizing Committee

Based on current regulations and the results of reports and proposals from Party committees, Party organizations, and collective leadership of agencies and units: (i) Periodically, on a quarterly basis, compile and report to the Politburo and the Secretariat on the quarterly ranking and evaluation of cadres under the management of the Politburo and the Secretariat working in agencies, units, and localities. (ii) Closely coordinate with the Central Inspection Committee , Party committees, Party organizations, collective leadership of agencies and units, and relevant agencies to propose the transfer, assignment, and placement of cadres with violations, shortcomings, or failure to fulfill their assigned responsibilities and duties according to regulations.

In the process of implementation, if there are any problems, please promptly report to the Politburo and the Secretariat (through the Central Organizing Committee) for consideration according to regulations.
