Universities can independently utilize research results and innovations.

Decree 268 of the Government grants autonomy to higher education institutions in exploiting intellectual property, encouraging the implementation of university-based business models (spin-offs).

This information was presented by Mr. Chu Thuc Dat, Deputy Director of the Innovation Department, Ministry of Science and Technology , at the seminar "Model of University Innovation and Entrepreneurship Center" organized by the Hanoi University of Science and Technology (USTH) on the morning of November 28th.

The seminar took place against the backdrop of Vietnamese universities facing numerous challenges regarding innovation, a wide gap between research and application, insufficient flexibility in cooperation mechanisms with businesses, limited technology testing infrastructure, and a greater need for practical experience among students.

Deputy Director Chu Thuc Dat highly appreciated USTH's efforts in building and promoting the model of innovation and entrepreneurship centers within universities, considering it an important component of the national innovation ecosystem.

Mr. Chu Thuc Dat stated that Decree 268, recently issued by the Government on October 14th, guiding the implementation of several articles of the Law on Science, Technology and Innovation, has concretized a series of new mechanisms. These include regulations on improving the organizational model of innovation centers; expanding the mechanism of socialization and mobilizing resources for innovation. In particular, the Decree grants autonomy to science and technology organizations and higher education institutions in exploiting intellectual property; and encourages the formation of a network of innovation centers at universities linked with businesses and localities.

According to Mr. Chu Thuc Dat, the new policies aim to promote the commercialization of intellectual property in universities. The Law on Science, Technology and Innovation of 2025 has granted universities the authority to value, transfer, and exploit intellectual property. The Innovation Center plays a central role in supporting technology development and testing; connecting businesses to purchase and receive technology transfers, as well as organizing a technology exchange platform at the university level.

In this context, Professor Dr. Dinh Thi Mai Thanh, Co-Rector of USTH, stated that the university has decided to establish the Center for Innovation and Entrepreneurship. She emphasized that this center will serve as a hub connecting resources from faculty, students, and businesses.

Based on the Center, the school can implement open innovation programs; establish research groups and businesses to co-develop technological solutions; and expand cooperation with specialized research institutes, the National Innovation Center, universities, and businesses nationwide.

According to Mr. Chu Thuc Dat, for this model to work effectively, universities need to develop innovation centers that are multifunctional and autonomous, especially in terms of finance and personnel; build mechanisms for mobilizing capital and sharing resources with other universities and businesses to optimize investment and improve the efficiency of innovation; strongly promote the commercialization of intellectual property within the university; develop an ecosystem for innovation such as incubators, support funds, and angel investment funds; and connect innovation networks nationwide. Mr. Chu Thuc Dat particularly emphasized that the university-based business model (spin-off) is a direction strongly encouraged by Decree 268.

At the seminar, Associate Professor Phan Tien Dung, Head of the Technology Application and Deployment Department of the Vietnam Academy of Science and Technology (VAST), argued that building innovation and entrepreneurship centers in universities, in addition to the goal of commercializing research, also helps to bridge the gap and promote the research university model according to international standards.

Representatives from VAST affirmed their commitment to collaborating with the center in connecting businesses within the Academy's ecosystem, supporting technology testing, evaluation, and application deployment; and strengthening co-funding, commissioning research, and promoting the formation of knowledge-based businesses.
