At the meeting, the Vice Chairwoman of the Central Committee of the Vietnam Fatherland Front and President of the Vietnam Women's Union, Nguyen Thi Tuyen, expressed her pleasure in welcoming the Resident Representative of UNDP in Vietnam; she highly appreciated and thanked UNDP for its active cooperation and support in implementing Vietnam's development priorities, including programs and projects on the Sustainable Development Goals, climate change adaptation, and energy transition.

Ms. Nguyen Thi Tuyen stated: Recently, Vietnam has reorganized its administrative units and local government into a two-tier system. This is a major strategic direction, a revolution in streamlining the apparatus towards efficiency, effectiveness, and effectiveness. Within the Vietnam Fatherland Front system, the Front's core role is not only demonstrated in social mobilization and national unity, but also contributes to strengthening the people's trust in the Party and the State, spreading the spirit of mutual assistance – a fine tradition of the Vietnamese nation.

Member organizations, including the Vietnam Women's Union, continue to operate relatively independently in accordance with the Vietnamese Constitution, laws, and their own charters. The Vietnam Women's Union maintains its functions of representing, caring for, and protecting women's rights; uniting and mobilizing women to implement the Party's guidelines and the State's policies, promoting gender equality; disseminating information, educating, and supporting capacity building; participating in building the Party and the State; defending the Fatherland; and building a strong Union organization. The Union also plays a crucial role as a bridge between the Party, the State, and women, serving as a core socio -political organization in the women's movement and contributing to national development.

The Vietnam Women's Union has always been active in the work of creating a pool of female cadres to meet requirements, contributing to ensuring the proportion of women participating in Party committees and People's Councils at all levels. According to statistics, in the 2025-2030 term, the percentage of women participating in commune-level Party committees will reach 27.42%, and no province or city will have a rate below 20%; the percentage of women participating in provincial-level Party committees will be 18.64% (both levels exceed the target of 15% set in Directive No. 45-CT/TW dated April 14, 2025, of the Politburo on Party congresses at all levels leading to the 14th National Congress of the Party).

The Vietnamese Party and State also have many mechanisms and policies to promote women's participation in leadership and management, with the goal of achieving approximately 35% female candidates running for the National Assembly and People's Councils at all levels in the 2026-2031 term. In important events of the Vietnam Women's Union, the Party, State, and Government leaders pay close attention and provide guidance with the spirit of "leaving no woman behind".

Notably, for the first time, Vietnam has a female Chairperson of the Central Committee of the Vietnam Fatherland Front and a female Deputy Prime Minister, marking a significant achievement and a remarkable development of the female cadre, enhancing the status, voice, and participation of women in leadership and management activities.

Ramla Khalidi, Resident Representative of UNDP in Vietnam, expressed her agreement with Vietnam's programs, goals, and plans to facilitate women's participation in green and sustainable economic development, environmentally friendly product manufacturing, and digital social governance. UNDP hopes to continue collaborating with Vietnam in promoting women's participation in leadership and management positions at all levels of government, focusing on increasing the participation of female elected representatives at the National Assembly, provincial, and commune levels.

UNDP is also ready to support the Vietnam Women's Union in activities related to projects focusing on enhancing women's economic empowerment, entrepreneurship, access to finance, policy development, and gender equality; and wishes to maintain cooperation with the Vietnam Fatherland Front and its member organizations, contributing to Vietnam's goal of double-digit growth, towards sustainable development, and making Vietnam a high-income country by 2045.
