
The conference was attended by the leadership and key officials of the Inspectorate and Department 2 of the Supreme People's Procuracy.
At the conference, Comrade Nguyen Huu Canh, Intermediate Prosecutor of the Inspectorate of the Supreme People's Procuracy, presented the basic contents of the Regulations on Coordination between the two units.

Accordingly, the Regulations stipulate the principles, content, responsibilities, and methods of coordination between the Inspectorate of the Supreme People's Procuracy and Department 2 in the process of performing the functions and tasks of each unit as prescribed.
This regulation applies to leaders, officials, employees, and workers of the Inspectorate and Department 2; and relevant agencies, units, and individuals involved in the coordination of task implementation.

The purpose of this coordination is to enhance the effectiveness and efficiency of inspection, verification, supervision, conferences, seminars, and other tasks through the application of information technology and the effective exploitation and use of industry data to serve management, direction, and operation.
This will help to leverage the roles and strengths of each unit, ensuring close and effective coordination, and avoiding overlap and duplication in the performance of assigned functions and tasks.
At the same time, it contributes to preventing, detecting, and promptly handling violations, limiting risks and negative aspects in the activities of the People's Procuracy sector based on the use of accurate and timely statistical information, data, analysis, and forecasts.
Ensuring uniformity, consistency, and security in the management, exploitation, use, and sharing of data; strengthening information security and protecting state secrets during the coordination of tasks.
In addition, it is necessary to promote digital transformation in the People's Procuracy sector; improve working methods, enhance the quality and efficiency of inspection and supervision work, and improve the management and exploitation of data within the sector.

"The coordination must ensure the following principles: Adherence to the regulations of the Party, the Constitution, laws, regulations of the Sector, and the directives of the Supreme People's Procuracy leadership. Coordination must be proactive, timely, responsible, cooperative, and mutually supportive, ensuring uniformity in direction and organization of task implementation. The exchange, sharing, and provision of information and data must be within the correct functions, tasks, scope, and purpose, serving professional work, ensuring state secrets and work secrets in accordance with regulations on data protection and information security. Ensuring the safety and confidentiality of data and information provided by Department 2; using it for the correct purpose and in accordance with the law and regulations of the Sector," representatives from the two units stated.

The two units are accountable to the leadership of the Supreme People's Procuracy for the results of implementing the coordination contents stipulated in this Regulation.
Regarding the coordination method, the Regulations state: When coordination is required, the lead unit shall issue a document requesting coordination, requesting the provision of information or documents, or proposing coordination.

During the performance of their duties, powers, or tasks assigned by competent authorities, the two units shall proactively exchange and provide each other with verified and confirmed information and documents on relevant issues, ensuring compliance with authority and regulations on the protection of state secrets and data confidentiality.
The leaders of the two units, or assigned officials, may meet and discuss urgent matters directly, and then report back to the responsible leader as per regulations.

For important issues requiring discussion and consensus, the lead unit will organize a meeting of representatives from both units before making a decision, based on the functions, duties, and authority of each unit.
When carrying out a task, if either party encounters a matter that requires reporting to a higher authority for decision-making, that party shall proactively report and coordinate with the other party when requested.
The two units will appoint a focal point official to maintain regular contact, exchange information, and agree on the content of the coordination; and to promptly advise the leaders of both units on handling issues arising during the implementation of the regulations.
In addition, the Coordination Regulations also clearly state the responsibilities of the Inspectorate; the responsibilities of Department 2; coordination in the prevention and detection of violations; and the effective date of implementation.

Attending and speaking at the signing ceremony of the Regulations, Ms. Mai Thi Nam, Chief Inspector of the Supreme People's Procuracy, and Mr. Hoang Minh Tien, Director of Department 2, expressed their pleasure at the signing of the Regulations between the two units. This is a significant event, demonstrating the efforts and responsibility of the two units over the past period to finalize the contents of the Regulations and sign them today.
Comrade Mai Thi Nam, Chief Inspector of the Supreme People's Procuracy, and Comrade Hoang Minh Tien, Director of Department 2, expressed their hope and belief that in the future, the Regulations will be effective in practice, thereby contributing to improving the quality and efficiency in performing the functions and tasks assigned to each unit.

Ms. Mai Thi Nam, Chief Inspector of the Supreme People's Procuracy, emphasized: In the context of the sector's accelerated application of information technology, the issuance of the Coordination Regulations is a necessary step to standardize processes, improve the efficiency of inspection and supervision, and ensure data security. She affirmed that the Inspectorate will proactively coordinate closely with Department 2 in exploiting statistical data, providing early warnings of potential violations, and promptly addressing technical and security issues discovered through inspections; thereby contributing to maintaining discipline and order and enhancing management effectiveness throughout the sector.
