Proposal to inspect and examine more than 2,000 businesses that intentionally delay paying insurance

According to Official Dispatch No. 10278/UBND-KGVX, regarding strengthening the inspection, examination and handling of units that deliberately delay payment of social insurance, health insurance and unemployment insurance, the Chairman of Dong Nai Provincial People's Committee assigned the Department of Home Affairs, the Department of Finance, Taxation of Dong Nai Province, the Regional Customs Branch XVIII, the Management Board of Industrial Parks, Economic Zones, the Provincial Police, the People's Committees of communes and wards according to their assigned functions and tasks to review and coordinate with the Provincial Social Insurance to continue strengthening the inspection, examination and handling of units that deliberately delay payment of social insurance, health insurance and unemployment insurance.

Faced with the situation of units deliberately delaying payment of social insurance, health insurance, unemployment insurance, occupational accident and disease insurance, Dong Nai Provincial Social Insurance has urged units to make monthly payments on time, providing the amount to be paid and the monthly late payment amount for each unit. The unit directed specialized collection officers to closely follow the assigned units to grasp the operating situation, compare data, and provide timely instructions for deductions; sent 19,727 late payment notices and made working records for 1,333 units that were late in paying insurance, inspected 52 units, and coordinated with the Department of Home Affairs to inspect 15 units.

As of November 1, 2025, the number of enterprises that are still late in paying or evading social insurance, health insurance, unemployment insurance, occupational accident and disease insurance is 2,063 units, with a total amount of more than 315 billion VND. Of which, the amount of late payment of social insurance is 214,339 billion VND; health insurance 14,342 billion VND; unemployment insurance 6,563 billion VND; occupational accident insurance 1,731 billion VND; late payment interest 78,353 billion VND.

According to the report of the Culture - Social Committee, Dong Nai Provincial People's Council, as of August 31, 2025, there were 22,502 units participating in social insurance and unemployment insurance in the province. The number of people participating in compulsory social insurance was more than 1 million people, the number of people participating in unemployment insurance was more than 970,000 people and the number of people participating in voluntary social insurance was over 36,000 people.
