On October 16, Mr. Nguyen Van Hiep, Chairman of the People's Committee of Phu Loc Commune ( Hue City), said that heavy rains caused floods on local rivers and streams to rise rapidly, many roads were flooded, and the water was flowing rapidly. The locality directed schools in the area to let students stay home and continue to monitor weather developments to proactively respond.
Heavy rain and floods from upstream flooded National Highway 1A, passing through Phu Loc commune on October 16, causing difficulties for vehicles moving through this section. In addition, the rain and floods also cut off many other traffic routes in the locality. The People's Committee of Phu Loc commune directed forces to regulate traffic; stretch ropes, put up warning signs at deep flooded sections, roads passing through spillways, culverts, and low-lying areas with fast-flowing water, to ensure the safety of people's lives and property.
Meanwhile, heavy rains caused many landslides and rocks to appear on the Ho Chi Minh Highway's western branch through the southern localities of Quang Tri province, causing local traffic jams in some locations. Authorities are working to regulate traffic flow and ensure smooth traffic flow on the route.
In Khe Sanh commune ( Quang Tri province), the Van Ri, Ruong, and Xa Re spillways were deeply flooded; 10 households in Huc Thuong village had to be urgently evacuated. Many spillways in Dakrong, Ba Long, and Ta Rut communes were also cut off by floods. The Quang Tri Provincial Civil Defense Command requested localities to block off and warn of flooded areas and be ready to evacuate people when heavy rain continues.
In Da Nang City, the intersection between Nui Thanh and Tieu La streets (Hoa Cuong ward), Quang Trung street (Hai Chau ward)... appeared some localized flooding spots, water rose rapidly due to heavy rain, causing difficulties for people and vehicles participating in traffic.

On the same day, Khanh Hoa province experienced moderate to heavy rain, causing localized flooding in some areas. In particular, in Bac Nha Trang ward, some areas were flooded 20-40cm deep, causing traffic congestion and making people's lives difficult.
Many areas are heavily flooded in Bac Nha Trang ward such as: 2/4 Street (Ponagar Tower), Pham Van Dong (near Hon Chong), Nguyen Khuyen, Bac Son, Mai Xuan Thuong... On Pham Van Dong Street (Luong Son Pass area), landslides have occurred, authorities have had to arrange warning barriers and traffic diversions. According to forecasts, there is a risk of flash floods on small rivers and streams, landslides on steep slopes in communes and wards such as: Nam Ninh Hoa, Dong Ninh Hoa, Bac Khanh Vinh, Bac Ninh Hoa, Cam Hiep, Cam Lam, Dien Lam, Dien Tho, Hoa Tri...
The Department of Agriculture and Environment of Khanh Hoa province has requested the People's Committees of communes, wards and special zones to review and inspect vulnerable areas at risk of flash floods, landslides, low-lying areas and flooding; arrange forces and means to dredge and clear water flows at locations that do not ensure drainage capacity; block off vulnerable areas, promptly support people in evacuation, relief, and rescue when requested.
Tropical depression likely to strengthen into storm
On October 16, Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, said that a tropical depression has just formed in the sea east of the Philippines, which is likely to strengthen into a storm and will enter the East Sea around October 19 or 20. Due to the influence of this form, from the afternoon of October 18, the northern and central areas of the East Sea, including the Hoang Sa archipelago, will have gradually stronger winds and rough seas.
The time when the storm enters the East Sea coincides with a cold air mass from the North, so the storm is likely to weaken as it moves over the sea. From the night of October 18, the North will begin to be affected by cold air, gradually strengthening from October 20 to 25, causing cold at night and morning, and cold in mountainous areas. In the Gulf of Tonkin, the Northeast wind can be strong at level 6-7, gusting over level 8, waves 2-4m high, and rough seas. From October 16 to 18, the area from Quang Tri to Quang Ngai will have moderate rain, heavy rain, and in some places very heavy rain with common rainfall of 70-150mm, especially in Hue City, some places will exceed 500mm.
Faced with the complicated weather developments, on the same afternoon, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep, on behalf of the National Civil Defense Steering Committee, signed a document requesting the People's Committees of provinces and cities from Quang Tri to Quang Ngai to urgently deploy measures to prevent floods and rains. Over 1,000 billion VND to support people in flood-affected areas
On October 16, comrade Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front, received support from the Party Committee of the Ministry of Foreign Affairs and the overseas Vietnamese community in the amount of 12 billion VND to share with people in provinces heavily affected by storms and floods.
According to the Chairman of the Central Committee of the Vietnam Fatherland Front, up to this point, the amount of donations through the account of the Central Relief Mobilization Committee has exceeded 1,000 billion VND, of which, Vingroup Corporation has initially donated 500 billion VND with a commitment to accompany the Vietnam Fatherland Front to provide timely support to families who have been severely affected by storm after storm, flood after flood in recent days.
