Nha Trang Ward Public Administration Service Center: Increasing scale, improving service quality after merger

After implementing the arrangement of commune-level administrative units, Nha Trang ward, Khanh Hoa province has officially come into operation on a larger scale, setting higher requirements for the quality of public services. From that requirement, the Public Administration Service Center (PPSC) of Nha Trang ward has quickly transformed itself, becoming a bright spot in procedural reform, bringing satisfaction to the people.

With the merger, the population and workload in Nha Trang ward increased significantly. To meet this need, the Nha Trang Ward Public Service Center has been upgraded and operates centrally at its new headquarters at 42 Le Thanh Ton Street.

The center is spacious, airy, and modern, with comfortable seating in the waiting area, and provides drinking water, fans, and air conditioning, ensuring a comfortable environment for citizens. With the "Electronic One-Stop Shop" model, 100% of administrative procedures are received and processed at a single point of contact, minimizing the need for citizens to travel to multiple locations. An automated queuing system and electronic information lookup system are installed, making the transaction process transparent and orderly.

To ensure smooth and high-quality operation, officials and civil servants are transferred and receive thorough professional training, committing to processing applications on time and maintaining a professional and friendly attitude.

According to Huynh Quang Tu, Vice Chairman of the Nha Trang Ward People's Committee: “In the initial phase, starting from July 1st, we weren't able to work consistently, but under the guidance of the Khanh Hoa Provincial People's Committee and the Nha Trang Ward Party Committee, we have now become familiar with the work and are providing the best service to the people. Over time, we have received high praise from the people for our management and service…”

Technology application: A solution for large volumes of documents.

The increase in workload after the merger was effectively addressed through the thorough application of information technology. In particular, the Center actively promoted and supported citizens in submitting online applications at levels 3 and 4 through the National and provincial Public Service Portals. This helped citizens avoid in-person visits, saving time, especially for common procedures such as notarization and civil registration.

The digital record management process is carried out entirely through electronic software at the reception, circulation, and processing stages, ensuring accuracy, transparency, and easy access to record status. The center also provides dedicated computer areas and support staff to guide citizens in performing online operations, especially for the elderly or those unfamiliar with technology.

According to Phan Ngoc Kim Tram, Deputy Director of the Nha Trang Ward Public Service Center: “Due to the large number of people coming to handle administrative procedures, the Center has assigned 3 non-specialized staff members to guide and assist people with digital application operations to minimize service time and prevent people from having to make multiple trips as before…”

Satisfied with the speed and attitude of the service.

According to observations, the majority of people who come to the Nha Trang Ward Public Service Center to complete procedures express satisfaction with the speed of processing and the service attitude of the staff.

While carrying out administrative procedures at the Nha Trang Ward Public Service Center, Mr. Tran Ngoc Thanh said: “The administrative procedures are much faster and more convenient than before. The staff are very enthusiastic; anything I don't know will be explained, which is very helpful…”

Sharing the same sentiment, Ms. Nguyen Thi Thu said: “Compared to before, I feel a lot of difference. All processes and procedures have been streamlined, digitized on computers, and the time taken is very fast…”.
