The 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, was a great success, passing a Resolution with the stature of strong will and aspiration for development, opening a new path of development to prosperity.

The most important and urgent task at this time is to turn the spirit of the resolution into concrete actions, creating measurable results in social life. That requires drastic participation in effectively implementing the Resolution to turn "30 main targets, 3 strategic breakthroughs and 10 key tasks and solutions" into reality, improve the quality of life of the people and affirm the pioneering position of Ho Chi Minh City - the locomotive of the whole country. This is also an opportunity and a time for Ho Chi Minh City to truly "regain its spirit and affirm its position", as General Secretary To Lam said with great expectation when giving a speech directing the Congress.

The ambitious development goals and targets set out in the Resolution, from GRDP growth rate, digital economic structure, to strategic breakthroughs in transport infrastructure, human resources and specific institutions, cannot be realized without the decisive, synchronous and effective participation of the entire city's political system.

Therefore, each cadre and party member must truly be the center of innovation, exemplary in action and proactive and creative to pioneer in effectively implementing the Resolution. The courage and intelligence of cadres and party members must be demonstrated through their readiness to face and participate in fundamentally resolving long-standing problems and bottlenecks, such as traffic congestion, flooding, environmental pollution, delays in implementing key public projects, etc., as well as daring to think, daring to do, daring to take responsibility in implementing new and unprecedented tasks.

Currently, the two-level local government model with a strong decentralization mechanism is an important and favorable premise for quickly implementing development policies and plans. This is the space for each locality to promote its initiative, creativity and flexibility in achieving the goal of improving the quality of life of its people.

Therefore, the spirit of “pioneering in effectively implementing the resolution” needs to be spread, creating breakthrough thinking and innovation for each cadre and party member in each industry and field. There, the leader is not afraid of difficult tasks and dares to take responsibility for the common development. That is also the continuation and promotion of the tradition of “going first to pave the way”, a characteristic that makes up the mettle of the city named after Uncle Ho.

In particular, the drastic, synchronous, creative and effective actions to turn the Resolution into a vivid reality also affirm the leading position of Ho Chi Minh City in leading the development of the whole country. That position is not only measured by scale and growth rate, but also demonstrated through institutional quality, governance efficiency and sustainable and creative development model.

Achieving that result is to meet the expectations of the Central Government and the people of the whole country, that Ho Chi Minh City will become a model "super city" so that from the city's practice, many policies will be researched, summarized and replicated nationwide. But first, the pioneering spirit must be clearly demonstrated in each cadre and party member, through innovation, creativity and dedication, responsibility in serving the people, bringing the Resolution into life in the fastest and most effective way.

With the spirit of solidarity, dynamism, creativity and pioneering spirit, the spirit of innovation has been affirmed, Ho Chi Minh City is moving from belief to action to turn the Resolution into concrete actions. And with new momentum, new motivation, Ho Chi Minh City is continuing the tradition of steadfast revolution, spirit of humanity, solidarity, dynamism, creativity to overcome all obstacles, act decisively, gradually realize the aspiration to rise to the regional level, for the prosperous development and happiness of the people.
