
Attending the conference were Comrade Ho Van Muoi, Deputy Secretary of the Provincial Party Committee and Chairman of the Lam Dong Provincial People's Committee; the Vice Chairmen of the Provincial People's Committee; and leaders of various departments and agencies.

The disbursement rate of public investment funds remains slow.
According to the Lam Dong Provincial Department of Finance, the total public investment plan for 2025 in the province is VND 18,608.1 billion, including VND 12,633.4 billion from the local budget and VND 5,974.7 billion from the central government budget.

As of week 42 (October 9-15, 2025), the total disbursed value reached VND 5,103.1 billion, equivalent to 27.4% of the allocated capital plan for 2025. A report from the State Treasury Region XVI shows that total disbursements as of October 14 reached VND 6,169.4/22,282.4 billion, or 27.69%.

Notably, projects with planned capital of 30 billion VND or more – accounting for over 60% of the province's total investment – have only disbursed 12.6% of their planned capital. Currently, there are 72 projects in the province with a total planned capital of 11,144.5 billion VND, but cumulative disbursements have only reached 1,397.9 billion VND.
For the two key expressway projects, Tan Phu – Bao Loc and Bao Loc – Lien Khuong, the planned capital of over 5,024 billion VND has yet to be disbursed. These are key projects of the province, with a large planned capital (accounting for approximately 27% of the province's total planned capital), and are regularly inspected, monitored, and decisively directed by the Provincial People's Committee to promptly resolve difficulties and ensure progress.

Overall, the disbursement of public investment funds in the province remains low. Some units have disbursement rates below the average, with some units not having disbursed any funds at all despite being allocated capital, mainly due to obstacles in compensation and land clearance, budget appraisal, or completion of investment procedures.
Focus on removing obstacles and accelerating implementation progress.

At the conference, departments, agencies, and localities pointed out many reasons affecting the disbursement progress, including slow compensation and land clearance work, complicated land ownership determination, and the delay in approving specific land prices. Some investors have not been proactive or coordinated closely with localities; while the capacity of some contractors is weak, and they have not allocated enough personnel and machinery, affecting construction progress. In addition, the heavy and prolonged rain has also caused difficulties for many projects.
In light of this situation, the Lam Dong Provincial People's Committee requests that departments, agencies, localities, and investors continue to decisively implement comprehensive solutions, considering the disbursement of public investment capital as a key political task for 2025, and linking the responsibility of the head of each agency to the results of each project.
The Department of Finance proposed requiring project owners to review and summarize the results of implementing the conclusions of the Provincial People's Committee for each project, clearly identifying responsibilities and proposing solutions to obstacles, especially regarding land clearance. They should proactively coordinate with local authorities to ensure progress and strictly adhere to the "six clear principles": "Clear person, clear task, clear responsibility, clear authority, clear time, clear results".
Taking advantage of favorable weather conditions, intensify inspections and urge contractors to supplement manpower and equipment, and strictly handle cases of delays. Finalize the detailed construction and disbursement plan by the end of 2025; assign leaders to be in charge, and increase overtime and weekend work to inspect and accelerate progress.

Departments and agencies must assign leaders to directly oversee and closely monitor the progress of each project, regularly inspect, supervise, and resolve any obstacles; at the same time, they must proactively coordinate with relevant agencies in the appraisal, bidding, contractor selection, and land clearance processes. Project management boards are required to report on progress weekly, ensuring transparency, accountability, and accountability.

For commune, ward, and special zone People's Committees, the Provincial People's Committee requests strengthened guidance at the grassroots level, focusing human resources on compensation and land handover, and assigning staff to work even on weekends when necessary; promptly rewarding organizations and individuals who perform well, while criticizing and strictly handling cases of delay and irresponsibility.
